Taxila | ReNews Pakistan The Punjab government has launched the first comprehensive long-term conservation strategy for the UNESCO World Heritage Property of Taxila, marking a significant milestone in Pakistan’s cultural heritage preservation efforts. The initiative replaces decades of fragmented restoration work with an integrated conservation and management programme designed to safeguard one of South Asia’s most significant archaeological landscapes while ensuring its sustainable preservation for future generations. According to official documents available with Wealth Pakistan, the new strategy represents a fundamental shift from isolated conservation projects to a coordinated heritage management framework covering the entire Taxila World Heritage Property. The programme seeks to preserve the site's authenticity, integrity and Outstanding Universal Value through a multidisciplinary approach that combines archaeological research, structural conservation, environmental management, visitor services and institutional strengthening. For decades, the World Heritage Property has faced a range of conservation challenges, including natural weathering, moisture damage, soil erosion, uncontrolled vegetation growth and increasing environmental pressures. Earlier restoration campaigns were often carried out independently without a unified management framework. In several cases, the use of reinforced concrete and cement during previous repair works caused further deterioration by damaging the original historic fabric of the monuments. To overcome these long-standing issues, the Punjab government commissioned The Urban Unit to prepare Taxila’s first comprehensive master plan. Based on that framework, the National Engineering Services Pakistan (NESPAK) developed a detailed implementation programme incorporating international conservation standards and best practices. The strategy integrates archaeological investigations, structural conservation, environmental protection, museum development, visitor infrastructure, digital documentation, accessibility improvements and institutional capacity building into a single long-term management framework. Officials believe this holistic approach will ensure both the protection of the archaeological remains and the enhancement of visitor experience. The first phase of the conservation programme was implemented at Mohra Moradu, one of the finest Buddhist monastic complexes of the ancient Gandhara civilisation. Restoration teams removed reinforced concrete structures that had previously been installed over the Main Votive Stupa and replaced them with a lightweight protective shelter designed in accordance with internationally recognised conservation principles. The project also introduced improved accessibility by constructing a carefully designed earthen ramp for persons with disabilities without disturbing the site's original stone staircase. Archaeological excavations carried out during the restoration uncovered the monastery’s original drainage system and led to the rediscovery of a historic sacred water well, contributing both to improved site preservation and a deeper understanding of the monument's historical layout. At the ancient city of Sirkap, conservation experts removed dense vegetation and accumulated debris that had concealed important archaeological remains and accelerated structural deterioration. Conservation work focused on stabilising vulnerable masonry using compatible materials and minimum-intervention techniques, avoiding speculative reconstruction while preserving the site's authenticity. For the first time, conservation activities across the World Heritage Property have been supported by extensive scientific documentation. The programme includes archival research, archaeological investigations, Geographic Information System (GIS) mapping, three-dimensional laser scanning, structural condition assessments, Heritage Impact Assessments and material compatibility studies. These technical surveys establish a comprehensive baseline for future monitoring, maintenance and conservation planning. A key outcome of the initiative is the preparation of Taxila’s first-ever Conservation Management Plan, which sets out long-term policies for conservation, routine maintenance, visitor management, disaster preparedness, environmental monitoring and institutional coordination. The strategy also strengthens legal and spatial protection through the establishment of buffer zones around the World Heritage Property's component sites. In addition, the government has developed proposals to modernise visitor facilities, improve interpretation centres, enhance museum displays and strengthen site presentation to better communicate Taxila’s historical, archaeological and cultural significance to both domestic and international visitors. Officials believe the integrated conservation strategy will not only preserve one of Pakistan’s most valuable archaeological treasures but also establish a sustainable model for the long-term management of World Heritage sites across the country.
ٹیکسلا | ری نیوز پاکستان پنجاب حکومت نے یونیسکو کی طرف سے عالمی ورثہ قرار دیے گئے ٹیکسلا کے مقام کے تحفظ کے لیے پہلی جامع اور طویل مدتی حکمت عملی متعارف کرا دی ہے۔ اس اقدام کے تحت کئی دہائیوں سے مختلف مقامات پر الگ الگ کیے جانے والے بحالی کے کاموں کی جگہ ایک مربوط پروٹیکٹڈ اور انتظامی پروگرام نافذ کیا گیا ہے، جس کا مقصد جنوبی ایشیا کے اہم ترین آثار قدیمہ کے علاقوں میں شامل ٹیکسلا کو محفوظ بنانا اور آئندہ نسلوں کے لیے اس کی پائیدار حفاظت یقینی بنانا ہے۔ دستیاب سرکاری دستاویزات کے مطابق نئی حکمت عملی ٹیکسلا کے عالمی ورثہ مقام کے تحفظ کے طریقہ کار میں بنیادی تبدیلی کی نمائندگی کرتی ہے۔ اس کے تحت الگ تھلگ بحالی منصوبوں کے بجائے پورے تاریخی علاقے کے لیے ایک مشترکہ اور مربوط انتظامی نظام تشکیل دیا گیا ہے۔ پروگرام کا مقصد ٹیکسلا کی تاریخی اصلیت، مکمل حالت اور عالمی اہمیت کو برقرار رکھنا ہے۔ اس مقصد کے لیے آثار قدیمہ کی تحقیق، عمارتوں کا تحفظ، ماحولیاتی انتظام، عجائب گھروں کی ترقی، سیاحوں کے لیے سہولیات، ڈیجیٹل دستاویزات، رسائی میں بہتری اور متعلقہ اداروں کی صلاحیت بڑھانے جیسے اقدامات کو ایک ہی منصوبے میں شامل کیا گیا ہے۔ ٹیکسلا کا عالمی ورثہ کئی دہائیوں سے قدرتی شکست و ریخت، نمی، مٹی کے کٹاؤ، بے قابو پودوں کی افزائش اور بڑھتے ہوئے ماحولیاتی دباؤ کا سامنا کر رہا ہے۔ ماضی میں بحالی کے کئی منصوبے کسی مشترکہ انتظامی فریم ورک کے بغیر الگ الگ مکمل کیے گئے۔ بعض تاریخی عمارتوں کی مرمت میں مضبوط کنکریٹ اور سیمنٹ استعمال کیا گیا، جس سے کئی مقامات کے اصل قدیم سٹرکچر کو نقصان پہنچا اور تاریخی پتھروں اور تعمیراتی مواد کی حالت مزید متاثر ہوئی۔ ان مسائل کے حل کے لیے پنجاب حکومت نے اربن یونٹ کو ٹیکسلا کا پہلا جامع ماسٹر پلان تیار کرنے کی ذمہ داری دی۔ اس ماسٹر پلان کی بنیاد پر نیشنل انجینئرنگ سروسز پاکستان (نیسپاک) نے ایک تفصیلی عملی پروگرام تیار کیا، جس میں عالمی سطح پر تسلیم شدہ تحفظاتی اصولوں اور جدید طریقوں کو شامل کیا گیا ہے۔ تحفظاتی پروگرام کے پہلے مرحلے کا آغاز موہڑہ مرادو سے کیا گیا، جو گندھارا دور کے بہترین بدھ خانقاہی مراکز میں شمار ہوتا ہے۔ یہاں مرکزی مقدس اسٹوپا کے اوپر ماضی میں تعمیر کیے گئے مضبوط کنکریٹ کے ڈھانچوں کو ہٹا دیا گیا۔ ان کی جگہ ایک ہلکا پھلکا حفاظتی شیڈ تعمیر کیا گیا ہے، جسے عالمی سطح پر تسلیم شدہ تحفظاتی اصولوں کے مطابق ڈیزائن کیا گیا تاکہ تاریخی ڈھانچے کو مزید نقصان سے محفوظ رکھا جا سکے۔ منصوبے کے تحت معذور افراد کے لیے بھی رسائی بہتر بنائی گئی ہے۔ اس مقصد کے لیے مٹی سے ایک سادہ اور محتاط انداز میں ڈھلوان راستہ بنایا گیا، جس سے مقام کی اصل پتھریلی سیڑھیوں کو متاثر کیے بغیر معذور افراد کی آمدورفت ممکن ہو گئی ہے۔ بحالی کے دوران کی جانے والی آثار قدیمہ کی تحقیقات میں خانقاہ کا اصل نکاسی آب کا نظام بھی دریافت کیا گیا، جبکہ ایک قدیم مقدس کنواں بھی دوبارہ سامنے آیا۔ ان دریافتوں سے نہ صرف مقام کے تحفظ میں مدد ملی بلکہ اس کی تاریخی ساخت اور استعمال کے بارے میں نئی معلومات بھی حاصل ہوئیں۔ قدیم شہر سرکپ میں تحفظاتی ٹیموں نے وسیع پیمانے پر جھاڑیاں، پودے اور کئی برسوں سے جمع ملبہ ہٹایا۔ یہ پودے اور ملبہ آثار قدیمہ کو چھپا رہے تھے اور قدیم دیواروں اور عمارتوں کی خرابی میں اضافے کا باعث بن رہے تھے۔ سرکپ میں کام کے دوران کمزور پتھریلی دیواروں اور دیگر قدیم ڈھانچوں کو ایسے مواد کے ذریعے مضبوط کیا گیا جو اصل تعمیراتی مواد سے مطابقت رکھتا ہے۔ بحالی کے عمل میں کم سے کم مداخلت کی پالیسی اختیار کی گئی اور اندازوں کی بنیاد پر نئی تعمیر سے گریز کیا گیا تاکہ مقام کی اصل تاریخی حیثیت برقرار رہے۔ پہلی مرتبہ ٹیکسلا کے تحفظاتی پروگرام کو مکمل سائنسی دستاویزات کی بنیاد پر آگے بڑھایا گیا ہے۔ اس سلسلے میں تاریخی ریکارڈ کا مطالعہ، آثار قدیمہ کی تحقیقات، جغرافیائی معلوماتی نظام یعنی جی آئی ایس کے ذریعے نقشہ سازی، تھری ڈی لیزر اسکیننگ، عمارتوں کی حالت کے جائزے، ورثہ اثرات کے مطالعات اور تعمیراتی مواد کی مطابقت کے ٹیسٹ کیے گئے ہیں۔ ان سائنسی اقدامات کے ذریعے ٹیکسلا کے تاریخی مقامات کی موجودہ حالت کا ایک جامع تکنیکی ریکارڈ تیار کیا گیا ہے، جسے مستقبل میں نگرانی، دیکھ بھال اور مزید تحفظاتی کاموں کے لیے بنیادی حوالہ کے طور پر استعمال کیا جائے گا۔ اس پروگرام کا ایک اہم نتیجہ ٹیکسلا کے پہلے کنزرویشن مینجمنٹ پلان کی تیاری بھی ہے۔ اس منصوبے میں طویل مدتی تحفظ، معمول کی دیکھ بھال، سیاحوں کے انتظام، قدرتی آفات سے نمٹنے، ماحولیاتی نگرانی اور مختلف سرکاری اداروں کے درمیان رابطہ کاری کے لیے واضح پالیسیاں مرتب کی گئی ہیں۔ حکمت عملی کے تحت عالمی ورثہ مقام کے مختلف حصوں کے گرد بفر زونز بھی مقرر کیے گئے ہیں، جس سے تاریخی مقامات کو قانونی اور جغرافیائی سطح پر مزید تحفظ حاصل ہو گا اور قریبی علاقوں میں غیر مناسب تعمیرات یا سرگرمیوں کو کنٹرول کرنے میں مدد ملے گی۔ حکومت نے سیاحوں کے لیے سہولیات بہتر بنانے، معلوماتی مراکز قائم کرنے، عجائب گھروں کی نمائش کو جدید بنانے اور تاریخی مقامات کی پیشکش کو مؤثر بنانے کے لیے بھی تجاویز تیار کی ہیں۔ ان اقدامات کا مقصد ملکی اور غیر ملکی سیاحوں کو ٹیکسلا کی تاریخی، ثقافتی اور آثار قدیمہ کی اہمیت بہتر انداز میں سمجھانا ہے۔ حکام کے مطابق یہ مربوط تحفظاتی حکمت عملی نہ صرف پاکستان کے ایک اہم تاریخی خزانے کو محفوظ بنانے میں مدد دے گی بلکہ ملک کے دیگر عالمی ورثہ مقامات کے پائیدار اور طویل مدتی انتظام کے لیے بھی ایک قابل عمل نمونہ ثابت ہو سکتی ہے
