With the physical construction of the route completed, the project now requires the completion of key administrative and operational procedures before it can be formally opened to traffic. Toll booth installation and the handover process between the relevant authorities are among the remaining tasks, followed by the required final approvals. Meanwhile, the project cost has increased by around Rs3.5 billion due to inflation and rising construction expenses, adding to the financial pressure surrounding the scheme. The Rawalpindi Ring Road is considered an important urban infrastructure project aimed at easing traffic congestion and providing an alternative route around the city. The project is expected to improve connectivity between different parts of the Rawalpindi region and reduce pressure on existing urban roads. Once fully operational, the Ring Road is expected to facilitate smoother traffic movement and support the city’s expanding urban areas. However, the latest delay means commuters will have to wait longer before the completed route becomes fully operational.

Rawalpindi : ReNews Pakistan The Rawalpindi Development Authority (RDA) has moved to establish a dedicated Enforcement Directorate aimed at consolidating and strengthening action against illegal housing schemes, unauthorized construction, encroachments and violations of approved planning and development regulations across the authority’s jurisdiction. The proposed directorate is intended to bring enforcement related functions under a coordinated mechanism, enabling the RDA to take more effective and results-oriented action against violations that have continued to pose challenges to regulated urban development in Rawalpindi. A meeting chaired by Commissioner Rawalpindi Division and RDA Director General Salman Ghani reviewed the proposed Terms of Reference (TORs) for the new directorate and discussed the mechanism through which different operational departments of the authority would work together. According to the proposed operational framework presented by RDA Director Administration Nosheen Israr, officials and officers from the authority’s Town Planning, Building Control, Estate Management and Land Development departments will play an integral role in enforcement operations. The proposed directorate will specifically focus on illegal and unapproved housing schemes, encroachments, unauthorized construction, buildings violating approved rules and other breaches of planning and development regulations. The move is aimed at overcoming coordination gaps between different RDA departments and creating a more centralized enforcement structure. Under the proposed arrangement, relevant departments would be able to coordinate inspections, identify violations and take enforcement action through a unified mechanism. The RDA is also considering seeking operational assistance from the Punjab Police, Rawalpindi, as well as the Punjab Enforcement and Regulatory Authority (PERA) Force, particularly during enforcement operations where additional security or field support may be required. Commissioner Salman Ghani directed officials to finalize the Terms of Reference for the proposed Enforcement Directorate at the earliest so that the new mechanism could be made operational on a professional and effective basis. The initiative comes amid increased efforts by the authorities to strengthen enforcement of building bylaws and planning regulations across Rawalpindi district. The proposed directorate could significantly expand the RDA’s capacity to monitor development activity and respond to violations through a more structured enforcement system. The move is also significant for the city's property sector, where unauthorized housing schemes, illegal construction and encroachments can create serious risks for property buyers and investors. Unapproved developments may expose purchasers to legal disputes, inadequate infrastructure and difficulties in obtaining formal approvals and property-related services. If implemented effectively, the dedicated enforcement structure could provide a more coordinated regulatory framework for Rawalpindi's rapidly expanding urban areas and strengthen action against developments that bypass approved planning requirements. The proposed Enforcement Directorate is therefore being viewed as an important step toward improving regulatory oversight, protecting planned urban development and ensuring greater compliance with building and land use regulations across the RDA's jurisdiction.

Rawalpindi | ReNews Pakistan Recurring urban flooding has begun taking a toll on Rawalpindi’s residential property market, with residents of flood prone neighbourhoods putting their homes up for sale as fears over worsening waterlogging and repeated inundation grow. Residents in affected areas have reportedly started displaying “For Sale” signs outside their houses, while investors are approaching homeowners with offers that are below both prevailing market prices and the official property valuation rates notified by the deputy commissioner. Residents of Javed Colony and Mohalla Fazalabad, including Ibadat Hussain and Nasir Ali, said they had been living in the area for around two decades but were now considering leaving because of the increasingly severe flooding. According to the residents, floodwater has historically risen by around one to one and a half feet every year, but the situation has deteriorated significantly this year. They said single storey houses were completely submerged during the latest flooding, raising serious concerns about the safety and long-term viability of residential properties in the affected neighbourhoods. They said the repeated flooding had transformed their localities into permanently vulnerable areas, leaving homeowners with little choice but to consider selling their properties despite receiving offers significantly below their actual value. The situation has created an unusual pressure on the local property market. Homeowners seeking to sell quickly are reportedly facing investors who are using the flood risk to negotiate substantially lower prices. Residents fear that continued flooding could further depress property values and make it increasingly difficult for affected families to recover their investments. Residents also identified the condition of Rawalpindi’s storm water drainage system as a major factor behind the destruction caused by heavy rainfall and flooding, particularly in the inner city areas. According to local residents, Rawalpindi has around 15 storm-water drains, but approximately 80% of them have reportedly been encroached upon by permanent structures. They argue that such encroachments have restricted the natural flow and drainage capacity of rainwater, contributing to severe flooding whenever the city receives heavy rainfall. The recurring flooding is therefore emerging not only as an urban management and public safety issue but also as a growing real estate risk. Properties located in areas repeatedly exposed to flooding can face declining demand, reduced rental potential and difficulty in attracting buyers, while homeowners may be forced to accept discounted prices. The situation also highlights the financial consequences of inadequate urban drainage and uncontrolled construction. For many homeowners, their property represents their largest financial asset, and a sustained decline in values caused by environmental vulnerability could result in substantial losses. Residents have called for immediate measures to clear encroachments from storm-water drains, restore their capacity and improve the city's drainage infrastructure. They believe that without a long-term solution, repeated flooding could continue to push residents out of vulnerable neighbourhoods and place further pressure on property prices. The emerging sell off in flood affected areas serves as a warning for urban planners, development authorities and property investors that climate resilience and drainage infrastructure are becoming increasingly important factors in determining the long term value and viability of residential real estate in Pakistan’s major cities.

متاثرہ علاقوں میں بعض رہائشیوں نے اپنے گھروں کے باہر ’’برائے فروخت‘‘ کے بورڈ آویزاں کر دیے ہیں، جبکہ سرمایہ کار مبینہ طور پر مالکان کو ایسی قیمتیں پیش کر رہے ہیں جو موجودہ مارکیٹ ریٹ کے ساتھ ساتھ ڈپٹی کمشنر کی جانب سے مقرر کردہ سرکاری پراپرٹی ویلیوایشن ریٹس سے بھی کم ہیں۔
جاوید کالونی اور محلہ فضل آباد کے رہائشی عبادت حسین اور ناصر علی سمیت دیگر مکینوں نے بتایا کہ وہ تقریباً دو دہائیوں سے ان علاقوں میں مقیم ہیں، تاہم بڑھتے ہوئے سیلابی خطرے کے باعث اب انہیں یہاں سے نقل مکانی اور اپنے گھر فروخت کرنے پر غور کرنا پڑ رہا ہے۔
مقامی رہائشیوں کے مطابق گزشتہ برسوں کے دوران ہر سال سیلابی پانی کی سطح تقریباً ایک سے ڈیڑھ فٹ تک بڑھتی رہی ہے، تاہم رواں سال صورتحال مزید سنگین ہوگئی۔ ان کا کہنا ہے کہ حالیہ سیلاب کے دوران ایک منزلہ مکانات بھی مکمل طور پر زیرِ آب آگئے، جس کے بعد متاثرہ علاقوں میں رہائشی املاک کے تحفظ اور مستقبل کے حوالے سے شدید خدشات پیدا ہوگئے ہیں۔
مکینوں کا کہنا ہے کہ مسلسل سیلاب نے ان علاقوں کو مستقل طور پر خطرے سے دوچار بنا دیا ہے، جس کے باعث وہ اپنی جائیدادیں اصل مالیت سے نمایاں کم قیمت پر فروخت کرنے پر مجبور ہو رہے ہیں۔
سیلابی خطرے نے مقامی پراپرٹی مارکیٹ پر بھی غیر معمولی دباؤ ڈال دیا ہے۔ فوری طور پر گھر فروخت کرنے کے خواہشمند مالکان کو مبینہ طور پر ایسے سرمایہ کاروں کا سامنا ہے جو سیلاب کے خطرے کو بنیاد بنا کر انتہائی کم قیمتیں پیش کر رہے ہیں۔ رہائشیوں کو خدشہ ہے کہ اگر سیلاب کا سلسلہ یوں ہی جاری رہا تو متاثرہ علاقوں میں جائیدادوں کی طلب اور قیمتیں مزید کم ہوسکتی ہیں، جس سے مالکان کو اپنی سرمایہ کاری واپس حاصل کرنے میں بھی مشکلات پیش آئیں گی۔
مقامی رہائشیوں نے راولپنڈی کے برساتی نالوں اور نکاسی آب کے نظام کی خراب صورتحال کو بھی شدید بارشوں کے دوران تباہی اور سیلاب کی بڑی وجوہات میں شمار کیا ہے، خصوصاً اندرونِ شہر کے علاقوں میں نکاسی آب کا مسئلہ سنگین قرار دیا گیا ہے۔
مکینوں کے مطابق راولپنڈی میں تقریباً 15 برساتی نالے موجود ہیں، تاہم ان میں سے تقریباً 80 فیصد پر مستقل تعمیرات کے ذریعے مبینہ تجاوزات قائم ہوچکی ہیں۔ ان کا کہنا ہے کہ تجاوزات کے باعث برساتی پانی کے قدرتی بہاؤ اور نکاسی کی صلاحیت متاثر ہوئی ہے، جس کے نتیجے میں شدید بارشوں کے دوران شہری سیلاب کی صورتحال پیدا ہوجاتی ہے۔
بار بار آنے والا سیلاب اب محض شہری انتظام، نکاسی آب اور عوامی تحفظ کا مسئلہ نہیں رہا بلکہ رئیل اسٹیٹ کے لیے بھی ایک بڑھتا ہوا خطرہ بن چکا ہے۔ بار بار سیلاب کی زد میں آنے والی جائیدادوں کی طلب میں کمی، کرایوں میں کمی اور خریداروں کی عدم دلچسپی کا امکان بڑھ جاتا ہے، جبکہ مالکان کو اپنی املاک کم قیمت پر فروخت کرنا پڑ سکتی ہیں۔
اس صورتحال نے ناقص شہری منصوبہ بندی، ناکافی نکاسی آب اور بے قابو تعمیرات کے مالی اثرات بھی نمایاں کر دیے ہیں۔ بیشتر خاندانوں کے لیے گھر ان کا سب سے بڑا مالی اثاثہ ہوتا ہے، اس لیے ماحولیاتی خطرات کے باعث جائیداد کی قدر میں مستقل کمی ان کے لیے بڑے مالی نقصان کا سبب بن سکتی ہے۔
مکینوں نے مطالبہ کیا ہے کہ برساتی نالوں سے تجاوزات فوری طور پر ختم کرکے ان کی نکاسی کی صلاحیت بحال کی جائے اور شہر کے ڈرینج سسٹم کو جدید تقاضوں کے مطابق بہتر بنایا جائے۔ ان کا کہنا ہے کہ اگر سیلاب اور نکاسی آب کے مسئلے کا مستقل حل نہ نکالا گیا تو بار بار آنے والے سیلاب کے باعث مزید خاندان متاثرہ علاقوں سے نقل مکانی پر مجبور ہوسکتے ہیں اور جائیدادوں کی قیمتوں پر بھی مزید دباؤ بڑھ سکتا ہے۔
سیلاب سے متاثرہ علاقوں میں گھروں کی فروخت کا بڑھتا ہوا رجحان شہری منصوبہ سازوں، ترقیاتی اداروں اور پراپرٹی سرمایہ کاروں کے لیے بھی ایک اہم انتباہ ہے کہ موسمیاتی خطرات سے نمٹنے کی صلاحیت، مؤثر نکاسی آب اور مضبوط شہری انفراسٹرکچر اب پاکستان کے بڑے شہروں میں رہائشی رئیل اسٹیٹ کی طویل مدتی قدر اور پائیداری کے اہم عوامل بنتے جا رہے ہیں۔
