Rawalpindi : ReNews Pakistan Rawalpindi city is set to have two mayors and four deputy mayors after being divided into two municipal towns under the finalized local government delimitation ahead of the upcoming local government elections. The final delimitation notification has been issued after objections to the proposed boundaries were rejected, formally establishing Municipal Rawal Town and Municipal Potohar Town. Under the new structure, Rawal Town will comprise 41 union councils, compared with 46 previously, while Potohar Town will have 33, down from 36. Murree Road will serve as the boundary between the two municipal towns. Areas towards Raja Bazaar will fall within Rawal Town, while Dhoke Khabba and Sadiqabad will become part of Potohar Town. The changes form part of a broader restructuring of local government across Rawalpindi district. The Rawalpindi District Council has been dissolved and its areas redistributed among six tehsil councils. Two new tehsil councils—Saddar and Cantt—and a new municipal committee at Daultala have also been created. Rawalpindi city will consequently be administered through four local government areas: Rawal Town, Potohar Town, Tehsil Council Saddar and Tehsil Council Cantt. Saddar Tehsil Council will comprise 22 union councils and Cantt Tehsil Council 29. The total number of union councils across these four Rawalpindi areas will reach 125, compared with 82 previously. At the district level, Rawalpindi will now have 17 local government bodies, comprising two municipal towns, five municipal committees, six tehsil councils and four cantonment boards. The municipal committees include Gujar Khan with six union councils, Taxila with five, Kahuta and Kallar Syedan with four each, and Daultala with two. The six tehsil councils are Gujar Khan with 36 union councils, Kahuta with 12, Kallar Syedan and Taxila with 13 each, Saddar with 22 and Cantt with 29. Following Murree’s elevation as a separate district, Rawalpindi district now has four cantonment boards—Rawalpindi, Chaklala, Wah and Taxila—compared with five previously. The final delimitation was approved by the three-member Delimitation Authority comprising District Election Commissioner-I Sajid Rathore, District Election Commissioner-II Safia Akbar and Local Government Director Shazia Mumtaz, clearing the administrative framework for the forthcoming local government elections.

Rawalpindi : ReNews Pakistan Rawalpindi’s development programme for the 2026-27 fiscal year has suffered a major setback as severe financial constraints have forced authorities to cancel hundreds of development schemes and shelve several major road and transport infrastructure projects proposed for the district. A total of 286 development schemes have been cancelled in Rawalpindi district, while the number of dropped schemes across Rawalpindi Division has reached 360. Development projects proposed by the Rawalpindi Municipal Corporation and District Council have also been cancelled as authorities reassess spending priorities amid limited financial resources. The financial pressure has also delayed finalisation of Rawalpindi’s District Development Plan for fiscal year 2026-27, leaving several planned infrastructure interventions outside the current development framework. Among the major projects affected is the proposed Murree Road Signal Free Corridor, which was expected to improve traffic movement along one of Rawalpindi’s busiest urban arteries. Plans to expand service lanes between Liaquat Bagh and Chandni Chowk have also been dropped. Several proposed underpasses have suffered the same fate. These include underpasses at Chandni Chowk, the Murree Road and Rawal Road intersection and Murree Chowk, as well as a proposed underpass intended to connect Double Road with Ninth Avenue. The government has also shelved the Rs 800 million Leh Expressway project and a proposed multi storey parking plaza at Liaquat Bagh. The parking facility was intended to address growing parking pressure in the congested commercial areas surrounding Liaquat Bagh and Murree Road. The Rawalpindi Development Authority had proposed major development projects worth around Rs 8 billion for fiscal year 2026-27. However, the projects were excluded from both the Annual Development Programme and District Development Plan because of funding limitations and stringent requirements for approval of their PC-Is. The cancellation of the projects could affect planned improvements to Rawalpindi’s urban road network, particularly along Murree Road and other heavily congested corridors where growing traffic volumes have increased pressure on existing infrastructure. Financial constraints are being compounded by a sharp increase in construction costs. Prices of key building materials, including steel, cement, iron bars, sand and gravel, have risen significantly, while labour and transportation expenses have also increased. As a result, estimated costs of several development projects have reportedly risen by between 40 and 50 percent, making it increasingly difficult for authorities to implement schemes within previously calculated budgets. The escalation in construction costs also means that postponing the projects may make their eventual implementation more expensive. Projects prepared on the basis of earlier cost estimates may no longer remain financially or technically viable under existing feasibility studies and planning documents. If the government decides to revive the shelved schemes during fiscal year 2027-28, authorities are expected to undertake fresh feasibility studies and prepare revised PC-Is reflecting updated construction costs and technical requirements. Preparing new feasibility studies and project documents could itself require expenditure running into millions of rupees before physical construction can begin. The latest development highlights the growing impact of fiscal pressures and construction cost inflation on Rawalpindi’s infrastructure pipeline, with several projects aimed at easing congestion and improving urban mobility now facing an uncertain timeline.
اسلام آباد : ری نیوز پاکستان کیپیٹل ڈویلپمنٹ اتھارٹی (سی ڈی اے) نے آئندہ سال ہونے والی شنگھائی تعاون تنظیم (ایس سی او) کانفرنس میں شرکت کرنے والے مندوبین کیلئے اسلام آباد میں کم از کم 4 ہزار عالمی معیار کے ہوٹل رومز کی دستیابی یقینی بنانے کی تیاریوں کا آغاز کر دیا ہے، جس سے وفاقی دارالحکومت کے ہوٹل اور کمرشل رئیل اسٹیٹ شعبے میں سرمایہ کاری اور ترقیاتی سرگرمیوں کو بھی نئی رفتار ملنے کی توقع ہے۔ تیاریوں کے تحت سی ڈی اے اسلام آباد کے ہوٹلوں کا سروے کر رہا ہے تاکہ شہر میں دستیاب ہوٹل کمروں کی تعداد اور معیار کا جائزہ لیا جا سکے۔ اس سروے کی بنیاد پر غیر ملکی مندوبین کیلئے رہائشی سہولیات کی تفصیلی فہرست تیار کی جائے گی اور ان شعبوں کی نشاندہی کی جائے گی جہاں کانفرنس سے قبل مزید بہتری یا اضافی گنجائش پیدا کرنے کی ضرورت ہے۔ حکام کے مطابق اسلام آباد میں اس وقت 4 ہزار سے زائد ہوٹل رومز موجود ہیں، تاہم ان میں سے تقریباً ایک ہزار کمرے غیر ملکی مندوبین کی رہائش کیلئے درکار عالمی معیار پر پورا نہیں اترتے، جس کے باعث اعلیٰ معیار کی اضافی رہائشی گنجائش پیدا کرنا ضروری ہو گیا ہے۔ چیئرمین سی ڈی اے سہیل اشرف نے کہا ہے کہ موجودہ چیلنجز کے باوجود اتھارٹی مطلوبہ ہدف حاصل کرنے کیلئے پرعزم ہے۔ سی ڈی اے آئندہ ہفتے بڑے ہوٹلوں کے مالکان اور ممکنہ سرمایہ کاروں کے ساتھ ایک کانفرنس منعقد کرنے کا بھی ارادہ رکھتا ہے۔ اجلاس میں موجودہ ہوٹلوں کی گنجائش بڑھانے، زیر تعمیر ہوٹل منصوبوں کی تکمیل تیز کرنے اور اسلام آباد میں نئے ہوٹل منصوبوں کیلئے سرمایہ کاری کے مواقع پر تبادلہ خیال کیا جائے گا۔ وفاقی دارالحکومت میں متعدد ہوٹل منصوبے اس وقت زیر تعمیر ہیں جن کے آئندہ سال فعال ہونے کی توقع ہے۔ چیئرمین سی ڈی اے کے مطابق ان منصوبوں کی تکمیل سے شہر میں ہوٹل رومز کی تعداد ایس سی او کانفرنس کیلئے متوقع ضرورت سے بھی بڑھ سکتی ہے۔ یہ اقدام اسلام آباد کی ہوٹل اور کمرشل رئیل اسٹیٹ مارکیٹ کیلئے بھی اہم ثابت ہو سکتا ہے کیونکہ بڑے بین الاقوامی پروگراموں کی تیاری کے باعث معیاری رہائش، ہوٹل سہولیات اور متعلقہ بنیادی ڈھانچے کی طلب میں اضافہ متوقع ہے۔ چیئرمین سی ڈی اے کے مطابق وزیر اعظم اور وزیر داخلہ نے اتھارٹی کو آئندہ بین الاقوامی تقریبات کے پیش نظر ہوٹل انڈسٹری کی ترقی پر خصوصی توجہ دینے کی ہدایت کی ہے۔ آئندہ سال اسلام آباد میں صرف ایس سی او کانفرنس ہی نہیں بلکہ دیگر اہم بین الاقوامی تقریبات بھی متوقع ہیں، جن میں ساؤتھ ایشین گیمز اور انٹرنیشنل اولمپک کمیٹی کا اجلاس شامل ہیں۔ مختصر عرصے میں کئی بڑی بین الاقوامی تقریبات کے انعقاد سے ہوٹل رومز کی طلب میں مسلسل اضافہ ہو سکتا ہے، جس کے نتیجے میں سرمایہ کاروں کو نئے منصوبے شروع کرنے اور پہلے سے زیر تعمیر ہوٹلوں کو جلد مکمل کرنے کی ترغیب مل سکتی ہے۔ روایتی ہوٹلوں کے علاوہ سی ڈی اے ہنگامی متبادل انتظامات بھی تیار کر رہا ہے تاکہ ضرورت پڑنے پر اضافی رہائش فراہم کی جا سکے۔ گندھارا کلب سمیت بعض سرکاری عمارتوں اور سہولیات کو بھی ایس سی او مندوبین کیلئے متبادل رہائش کے طور پر تیار رکھنے کا منصوبہ ہے۔ ہوٹل رومز کا سروے اور سرمایہ کاروں سے مجوزہ مشاورت اس بات کی نشاندہی کرتی ہے کہ سی ڈی اے کی تیاری صرف عارضی رہائشی انتظامات تک محدود نہیں بلکہ اس کے نتیجے میں اسلام آباد کے ہوٹل اور مہمان نوازی کے بنیادی ڈھانچے کو بھی طویل مدتی بنیادوں پر وسعت مل سکتی ہے۔ اگر نئے ہوٹل منصوبے اور زیر تعمیر منصوبے طے شدہ شیڈول کے مطابق مکمل ہو جاتے ہیں تو آئندہ سال اسلام آباد عالمی معیار کی رہائشی گنجائش میں نمایاں اضافے کے ساتھ بڑی سفارتی، کھیلوں اور بین الاقوامی تقریبات کی میزبانی کیلئے زیادہ بہتر پوزیشن میں آ سکتا ہے۔

Rawalpindi : ReNews Pakistan Property registrations across Rawalpindi District have slowed significantly following the implementation of a mandatory physical property inspection requirement for all land transactions, according to property dealers and local reports. The new procedure, introduced as part of the land registration process, requires revenue officials to complete on site verification before any sale can be formally registered. Under the revised rules, patwaris and girdawars must physically inspect each property, verify its boundaries, measure the land, record details of the adjoining road network and prepare the relevant land records before registration documents can be processed. Official notices displayed at registrar offices state that these inspections are compulsory for every property offered for sale. The additional verification step has reportedly caused delays at registrar offices throughout the district, with property professionals saying the registration process has become considerably slower than before. According to the Property Dealers Union, transactions that were previously completed within approximately two days are now taking as long as two weeks because inspections by both the patwari and the girdawar must be completed before registration can proceed. The union also argued that the new requirement has reduced the effectiveness of Punjab's recently introduced Green Property Certificate system, which was designed to simplify and accelerate property transactions through greater digitisation and transparency. Property dealers further highlighted that internet connectivity issues continue to disrupt online registration services, forcing greater reliance on manual field inspections. They contend that the combination of technical challenges and mandatory physical verification has created additional procedural hurdles for buyers and sellers. Industry representatives have expressed concern that the extended registration process could create more opportunities for administrative delays and discretionary practices, potentially affecting ordinary citizens, investors and overseas Pakistanis seeking to buy or transfer property in Rawalpindi. Despite the criticism from stakeholders, the mandatory inspection requirement remains in force, with authorities requiring physical verification as part of efforts to ensure the accuracy of land records and property boundaries before ownership transfers are officially recorded.
راولپنڈی : ری نیوز پاکستان ضلع راولپنڈی میں زمین اور جائیداد کی رجسٹریشن کا عمل لازمی فزیکل انسپیکشن کی شرط نافذ ہونے کے بعد نمایاں طور پر سست ہوگیا ہے۔ پراپرٹی ڈیلرز اور مقامی رپورٹس کے مطابق نئے طریقہ کار کے تحت کسی بھی جائیداد کی خرید و فروخت کی رجسٹریشن مکمل کرنے سے پہلے ریونیو حکام کے لیے موقع پر جاکر زمین کا معائنہ کرنا لازمی قرار دیا گیا ہے۔ نظرثانی شدہ طریقہ کار کے مطابق پٹواری اور گرداور متعلقہ جائیداد کا فزیکل معائنہ کریں گے، اس کی حدود کی تصدیق، زمین کی پیمائش، ملحقہ سڑک کی تفصیلات کا اندراج اور ضروری اراضی ریکارڈ تیار کریں گے۔ یہ تمام مراحل مکمل ہونے کے بعد ہی رجسٹریشن کی کارروائی آگے بڑھائی جاسکے گی۔ رجسٹرار دفاتر میں آویزاں نوٹسز میں بھی واضح کیا گیا ہے کہ فروخت کے لیے پیش کی جانے والی ہر جائیداد کا فزیکل انسپیکشن لازمی ہوگا۔ اس اضافی شرط کے باعث ضلع بھر کے رجسٹرار دفاتر میں جائیدادوں کی رجسٹریشن کے معاملات تاخیر کا شکار ہورہے ہیں۔ پراپرٹی ڈیلرز یونین کے مطابق ماضی میں جو لین دین تقریباً دو روز میں مکمل ہوجاتا تھا، اب اس میں دو ہفتے تک کا وقت لگ رہا ہے۔ یونین کا کہنا ہے کہ رجسٹریشن سے پہلے پٹواری اور گرداور دونوں کی جانب سے معائنہ مکمل ہونا ضروری ہے، جس کے باعث فائلوں کی پراسیسنگ کا دورانیہ بڑھ گیا ہے۔ پراپرٹی ڈیلرز نے یہ بھی مؤقف اختیار کیا ہے کہ نئی شرط کے باعث پنجاب میں حال ہی میں متعارف کرائے گئے گرین پراپرٹی سرٹیفکیٹ نظام کی افادیت متاثر ہورہی ہے۔ اس نظام کا مقصد جائیدادوں کے لین دین کو ڈیجیٹل، شفاف اور تیز تر بنانا تھا، تاہم فزیکل انسپیکشن کی اضافی شرط نے رجسٹریشن کے عمل میں ایک اور مرحلہ شامل کردیا ہے۔ یونین کے نمائندوں کے مطابق انٹرنیٹ رابطوں میں خرابی اور آن لائن رجسٹریشن سسٹم کے تکنیکی مسائل بھی بدستور موجود ہیں۔ ان کا کہنا ہے کہ ڈیجیٹل نظام میں رکاوٹوں کے ساتھ ساتھ موقع پر لازمی معائنہ ہونے سے شہریوں کا انحصار دوبارہ مینوئل کارروائیوں پر بڑھ گیا ہے۔ پراپرٹی سے وابستہ حلقوں نے خدشہ ظاہر کیا ہے کہ طویل اور پیچیدہ طریقہ کار انتظامی تاخیر اور صوابدیدی کارروائیوں کے امکانات میں اضافہ کرسکتا ہے۔ اس صورتحال سے عام شہریوں، سرمایہ کاروں اور بیرون ملک مقیم پاکستانیوں کو جائیداد خریدنے، فروخت کرنے یا ملکیت منتقل کرانے میں مشکلات پیش آسکتی ہیں۔ تاہم حکام کی جانب سے لازمی فزیکل انسپیکشن کی شرط بدستور نافذ ہے۔ اس اقدام کا مقصد رجسٹریشن سے قبل زمین کی حدود، رقبے اور ملکیتی ریکارڈ کی درستگی یقینی بنانا اور مستقبل میں اراضی تنازعات کے امکانات کو کم کرنا بتایا جارہا ہے۔
