Islamabad | ReNews Pakistan
The Federal Board of Revenue (FBR) has signaled the possibility of further tax relief for businesses, with the super tax among the areas under review and measures also being considered to reduce the sales tax burden on companies.
The indication came during a meeting of a subcommittee of the Senate Standing Committee on Finance, where representatives of the business community raised concerns over high taxation, expensive financing, rising input and energy costs and difficulties associated with tax administration.
Business representatives told the committee that several industries were operating at only around 40 to 45 percent of their production capacity and warned that more companies could consider shifting operations outside Pakistan if the overall business environment did not improve.
They also pointed to the departure or scaling down of operations by a number of multinational companies, arguing that high operating costs and a heavy tax burden were weakening Pakistan’s attractiveness as an investment destination.
FBR Member Hamid Ateeq Sarwar told the committee that the government had already introduced tax reductions since 2025 and remained prepared to provide further relief to taxpayers.
He said the super tax was among the areas being considered for further reduction, while measures aimed at lowering the sales tax burden on businesses were also being examined. No final decision on the complete withdrawal of the super tax has so far been announced.
According to the FBR official, the government has already absorbed a revenue impact of approximately Rs 361 billion through tax relief measures introduced on the prime minister’s directions. These measures include tax relief for salaried individuals, reductions in the super tax and elimination of the super tax for qualifying exporters.
Sarwar said the government would continue rationalising taxation while balancing the need to generate revenue with Pakistan’s fiscal constraints and import requirements.
The FBR has also established exporter facilitation committees in Karachi, Lahore, Sialkot, Faisalabad, Islamabad and Multan to address tax-related concerns faced by exporters.
Business representatives urged the government to reduce advance and withholding taxes, rationalise customs duties and simplify audit procedures. They argued that the tax base should be expanded by bringing more businesses and economic sectors into the formal tax system rather than repeatedly increasing the burden on existing taxpayers.
Concerns were also raised over frequent notices, audits and enforcement actions by FBR field formations, with businesses arguing that uncertainty in tax administration was increasing compliance costs and discouraging investment.
Subcommittee Convener Senator Muhammad Talha Mahmood said an excessively burdensome tax regime could ultimately undermine revenue objectives by slowing economic activity and shrinking the formal tax base. He called for a more business-friendly taxation system and greater transparency in tax administration.
