Saudi Arabia has formally opened its real estate market to foreign buyers, with the decision taking effect from 22 January 2026. Under the new policy, non Saudi individuals, foreign residents and international companies are now permitted to purchase property and hold ownership within the kingdom. The move is being seen as a significant step towards attracting foreign investment and aligning the Saudi real estate sector with international standards. According to government officials, the decision aims to enhance transparency, strengthen legal protection and expand investment opportunities within the Saudi real estate market. Under the new framework, foreign buyers will be allowed to acquire residential, commercial, industrial and certain approved agricultural properties, subject to compliance with regulatory requirements and designated geographic zones. The law stipulates that foreign individuals and entities must apply for property purchases through an official government digital platform. Foreign residents living in Saudi Arabia will be able to complete the process directly using their residence permits, while non resident buyers will be required to complete an identification process through Saudi embassies or consulates. Foreign companies must be registered with the Ministry of Investment and obtain the relevant approvals before acquiring property. Officials have clarified that special regulations will continue to apply to property ownership in Makkah and Madinah, where foreign ownership will remain restricted or subject to specific conditions. In contrast, other major cities and emerging development areas are expected to offer broader opportunities for international investors, particularly in new urban projects and commercial zones. Real estate experts say the decision is likely to increase demand for property across the kingdom, accelerate construction activity and create new employment opportunities. The entry of international investors is also expected to increase competition and contribute to a more structured and transparent pricing mechanism in the market. The development forms part of the reforms introduced under Saudi Vision 2030, which seeks to reduce reliance on oil revenues, diversify the economy and position Saudi Arabia as a global investment destination. Analysts believe that opening the real estate market to foreign buyers marks a landmark moment in the region’s property history, with potentially far reaching economic and structural impacts.
