DHA Estate Agents Association Lahore Chief Election Commissioner Atif Ejaz has issued a code of conduct for the association’s 2026 elections. Candidates may hold corner meetings and one final rally, while flex banners and other campaign banners are permitted as part of their campaigns. The code prohibits pasting stickers, posters or brochures on any building, office, shop, election office, private property or DHA-owned property. A fine of Rs 200,000 will be imposed if a violation is established. Brochures may only be distributed by hand at voters’ and members’ offices. Candidates are also barred from ridiculing or insulting any voter, member or rival candidate, using abusive language, or posting offensive content on social media. The Election Commission may take action in the event of a violation. The code sets no spending limit for candidates, but urges them to keep campaign expenses to a minimum. The chief election commissioner has urged candidates and members to ensure a friendly, orderly and transparent election campaign based on mutual respect.

The Capital Development Authority (CDA) has issued notices concerning the sealing of sites and management offices of 10 private housing schemes in Islamabad's Zone IV, identifying the developments as illegal or unauthorised. The notices cover housing projects along Lehtrar Road, Simly Dam Road, Murree Road and adjoining areas of the federal capital. According to the CDA's official public-notice directory, the notices were published on 23 October 2026, as part of regulatory proceedings against housing developments accused of operating without the required approvals.

The schemes identified in the latest notices include Sadat Town on Lehtrar Road in Zone IV-D, Suffa Valley on Simly Dam Road, Madina Enclave in Mouza Tumair, Paradise Enclave Phase II/Janat Homes near Farash Town on Lehtrar Road, and Gul Town on Main Simly Dam Road. The remaining schemes are Margalla Valley on Main Murree Road in Bhara Kahu, Rawal Enclave Phase III on Lehtrar Road–Simly Dam Link Road, Razzaq Town on Simly Dam Road, Country Farms (Pvt) Ltd on Simly Dam Road and Opel Villas on Lehtrar Road. The latest notices follow an earlier round of enforcement notices involving seven housing schemes whose sealing notices were published on October 9. Both rounds form part of the CDA's wider efforts to address unauthorised residential developments and violations of planning regulations in Islamabad.

However, the issuance of sealing notices does not necessarily mean that the offices concerned have already been physically sealed. In a subsequent development, a CDA Planning Wing letter dated October 23 and published in the authority's public-notice directory on November 2 raised concerns over delays in enforcement. The correspondence referred to approximately 40 housing-scheme entries for which sealing orders had been issued and stated that none of the listed offices had been sealed at the time. The letter called for action by the relevant enforcement directorates and referred to reported attempts by some housing-scheme sponsors to obtain court orders against sealing. It did not identify the sponsors concerned or establish the outcome of any court proceedings.

The correspondence also contains a discrepancy regarding Paradise Enclave. While the individual notice published on October 23 identifies Paradise Enclave Phase II/ Janat Homes, the subsequent consolidated enforcement list refers to Paradise Enclave Phase III. The available documents do not establish whether both references concern the same development. The proposed enforcement action has implications for buyers and existing allottees in the affected schemes. A housing project may market residential plots or files without having secured the statutory approvals required for its layout plan and development activities. Purchasers are therefore advised to verify a scheme's approval status, sanctioned layout plan and No Objection Certificate (NOC) directly with the CDA before making payments or purchasing property. An allotment letter or property file does not independently establish that a residential plot forms part of an approved development or that possession and infrastructure services are guaranteed.

The notices themselves do not determine individual ownership disputes, cancel allotment agreements, or establish the legal rights of specific plot purchasers.

Further action will depend on the CDA's enforcement proceedings, responses from the management of the identified schemes, and any applicable court orders. The authority has not established a confirmed timetable for completing the proposed sealing operations. Its public-notice directory remains the primary official source for checking individual notices and subsequent regulatory developments.
