Islamabad : ReNews Pakistan
The Capital Development Authority (CDA) has accelerated preparations for the construction of Islamabad's first purpose-built international cricket stadium, moving a step closer to launching one of the capital's most significant sports infrastructure projects.
During a high level consultative meeting, CDA officials directed the project's consultant to complete the evaluation of the contractor's proposed construction rates at the earliest, enabling the authority to issue formal work orders and begin construction activities without delay.
The planned stadium will be located near Sector D-12 at the foothills of the Margalla Hills in Zone III. Designed as a modern international venue, the facility will accommodate approximately 35,000 spectators and is planned as a replica of the Dubai International Cricket Stadium, offering world-class facilities for international and domestic cricket events.
According to officials, the financial bidding process has already been completed. A joint venture between Habib Construction Services and ZKB-EA submitted the lowest bid of Rs8.9 billion for the project's structural works, including the development of a three-kilometre internal road network. The total estimated cost of the project, as approved under the PC-I, stands at Rs11.9 billion.
The consultative session, chaired by CDA Member Environment Abdullah Khurram Niazi, was attended by representatives of the consultant, the contractor and senior CDA officials. Participants reviewed the Bills of Quantities (BOQs), project scope and implementation framework, while emphasizing the need to complete the rate reasonableness assessment promptly to avoid delays in project execution.
Officials clarified that the proposed stadium site lies outside the boundaries of the Margalla Hills National Park but falls within Zone III, where development activities are subject to strict planning regulations. They noted that the cricket stadium qualifies as a recreational project and is therefore permissible under the existing land-use framework.
The stadium will serve as the central feature of a broader 175-acre Olympic Village, with nearly 50 acres allocated specifically for the sports facility. The master plan also includes accommodation infrastructure for athletes, with the CDA Board having previously approved the concept of constructing a hotel adjacent to the stadium to support international teams and sporting events.
However, officials said proposals for the hotel and associated commercial developments remain under consideration by the federal cabinet, and no final approval has yet been granted. The CDA spokesperson added that no decision has been made regarding a proposed motel near the sports complex, noting that several hospitality facilities already operate in the surrounding area.
Authorities further acknowledged that land use and construction regulations in Zone III have remained a subject of policy discussions for several years. While deliberations continue, officials maintained that the cricket stadium project complies with the recreational development provisions applicable to the area.
Once completed, the stadium is expected to significantly enhance Islamabad's capacity to host international cricket and major sporting events, while contributing to the capital's long-term vision of developing modern sports infrastructure and promoting sports tourism in Pakistan.
