Islamabad : ReNews Pakistan
The Capital Development Authority (CDA) has launched a compliance drive against unauthorised rooftop restaurants, cafés and other commercial activities in Islamabad, directing operators to regularise their businesses within 15 days or face sealing, fines and other enforcement measures.
The directive has been issued by the CDA’s Building and Housing Control Wing as part of efforts to ensure public safety and compliance with the approved Rooftop Policy and the Islamabad Capital Territory Building Control Regulations 2020, as amended in 2023.
According to a public notice issued by the authority, owners, occupants and managements of restaurants, cafés and other businesses operating from rooftops have been instructed to obtain the necessary approvals and permissions from the competent authority within 15 days from the publication of the notice.
The compliance requirement applies across CDA’s jurisdiction in Islamabad and is not limited to businesses operating in the capital’s main commercial centres. Rooftop establishments located in sectoral areas as well as housing societies falling within CDA’s regulatory jurisdiction are also covered by the directive.
The move could have significant implications for Islamabad’s growing rooftop dining and entertainment sector, where restaurants and cafés increasingly use building rooftops as commercial spaces. Such establishments will now be required to demonstrate that their rooftop operations conform to the relevant planning, building control and safety requirements.
Under the directive, rooftop businesses that have not yet been formally approved will need to complete the regularisation process in accordance with the CDA’s Rooftop Policy and applicable building regulations.
The authority has made it clear that the 15 day period constitutes a formal compliance deadline rather than an open ended opportunity for regularisation.
Once the deadline expires, CDA enforcement teams will be authorised to proceed against rooftop establishments continuing to operate without the required approval.
The enforcement measures outlined by the authority include the immediate sealing of premises or the rooftop business activity, in addition to applicable fines and penalties under the relevant regulations.
The CDA Building and Housing Control Wing has urged owners and managements of affected establishments not to wait until the end of the compliance period and to approach the relevant authority promptly to complete the required documentation and approval process.
The notice reflects increased regulatory scrutiny of the commercial use of rooftops in Islamabad, particularly where such spaces accommodate restaurants, cafés or other businesses attracting significant numbers of visitors.
Public safety has been cited as a key consideration behind the directive, with rooftop commercial activities required to operate within the planning and building control framework applicable in the federal capital.
The latest action effectively puts rooftop business operators across Islamabad on notice: establishments that secure the required regularisation and approvals within the prescribed period can continue operating subject to applicable regulations, while those remaining unauthorised after the deadline risk closure through sealing as well as financial penalties.
