Islamabad : ReNews Pakistan
The Capital Development Authority (CDA) has introduced a series of new measures for private housing schemes and real estate projects in Islamabad, requiring developers to publicly display approved layout plans and provide prospective buyers with updated information about the approval status of their projects.
The directives are aimed at strengthening transparency in Islamabad’s property market, preventing misrepresentation and fraud, and enabling buyers to verify the legal and planning status of housing and commercial projects before committing their money.
According to instructions issued by the CDA Planning Wing, the measures follow observations made by the National Accountability Bureau (NAB), Islamabad/Rawalpindi, concerning the manner in which sponsors and developers represent the approval status of their projects to the public.
The CDA noted that some developers were either failing to display approved Layout Plans (LOPs) or presenting outdated or unapproved plans to prospective buyers. Such practices, the authority said, could create a misleading impression about a project’s regulatory status and expose buyers to financial losses and other complications.
Under the new requirements, sponsors and developers of private housing schemes must upload their approved layout plans to their official websites and ensure that the information remains regularly updated.
Developers will also be required to prominently display approved plans and the latest approval status of their projects at reception areas of project sites as well as at booking offices.
The displayed information must include a QR code linked directly to the project’s official website, allowing prospective buyers to access updated project details and verify relevant information before purchasing or investing in a property.
The CDA has directed the relevant Planning and Enforcement wings to ensure compliance with the instructions and submit a compliance report to the concerned bureau.
Allotment Letters Face Stricter Scrutiny
In another significant measure, the authority has tightened the procedure governing allotment letters issued by sponsors of private schemes.
Under the new directions, an allotment letter issued by a sponsor will not be considered valid unless it has been vetted by the concerned Director (Planning) or by an officer not below the rank of Director (Planning) specifically authorized by the Member (Planning & Design), CDA.
The measure is expected to introduce an additional regulatory check before plots or units are formally allotted to buyers.
The relevant Directorate of the CDA Planning Wing will also use its Management Information System (MIS) or Enterprise Resource Planning (ERP) system to ensure that only plots falling within approved layout plans can be allotted or transferred.
The restriction will apply to housing schemes, farm housing schemes and commercial schemes operating within the CDA’s regulatory jurisdiction.
For vertical housing developments and standalone commercial projects, only those apartments, offices, shops or other units that form part of an approved building plan will be eligible for allotment or transfer.
Any plot or unit located outside an approved layout or building plan will not be eligible for allotment or transfer until all required conditions have been fulfilled and the applicable regulatory provisions have been complied with.
The measures effectively strengthen the link between regulatory approval and property transactions, making it more difficult for sponsors to sell or transfer plots and units that do not form part of officially approved plans.
For prospective buyers, the new framework could provide an additional layer of protection by making approved project information more readily accessible at both physical booking locations and online.
The CDA said the measures are intended to safeguard the public interest, improve transparency and curb illegal or unauthorized practices in Islamabad’s private housing and commercial property sector.
The latest directives also place greater responsibility on developers to ensure that information presented to buyers accurately reflects the current regulatory status of their projects, while giving prospective investors more opportunities to verify key details before making property related decisions.
