Islamabad : ReNews Pakistan
The Capital Development Authority (CDA) has fined 48 public and private hospitals and medical centers in Islamabad a combined Rs 14.05 million for violations of prescribed building, fire and life safety rules, following inspections carried out in the federal capital in the wake of heightened concerns over safety arrangements at healthcare facilities.
According to available records, the CDA conducted inspections on August 30 and 31, 2026, to assess compliance with applicable building and fire safety requirements. The inspections identified deficiencies in fire detection systems, alarm mechanisms, emergency exits, firefighting equipment and emergency evacuation arrangements.
The penalties ranged from Rs 50,000 to Rs 500,000, depending on the nature and severity of the violations found at individual healthcare facilities.
Several major hospitals were among those penalized. PIMS, Polyclinic Hospital and Capital Hospital were each fined Rs 500,000, while Maroof International Hospital and Nori Hospital were also among the major healthcare facilities facing penalties.
Riphah International Medical College, Owais Homeopathic Teaching Hospital, Akbar Niazi Teaching Hospital, Advance International Hospital, River Garden Hospital and Islamabad International Hospital were also each fined Rs 500,000.
The CDA's inspection campaign focused on whether hospitals were maintaining essential safety arrangements required under building and fire safety standards. Officials examined the availability and functionality of fire detection and alarm systems, firefighting equipment, emergency exits and other measures intended to protect occupants during an emergency.
Particular attention was given to safe evacuation arrangements, as hospitals accommodate patients who may be unable to move independently and may require assistance, stretchers or other support during an emergency.
The inspections found serious deficiencies at several institutions, while evacuation arrangements for patients and staff were also considered unsatisfactory in some cases. Such shortcomings can significantly increase risks in the event of a fire, particularly in buildings with large numbers of patients, visitors and healthcare workers.
The latest enforcement action also reflects the CDA's broader responsibility for ensuring compliance with applicable building control and fire safety requirements in Islamabad. Hospitals and medical centers are required to maintain safety arrangements appropriate to the nature and use of their buildings, including adequate means of escape and emergency response facilities.
Reports indicate that the CDA had previously issued notices to a number of hospitals and medical centers, directing them to rectify identified deficiencies and bring their safety arrangements into compliance. However, fines were subsequently imposed where the required corrective measures were not implemented.
The action underscores the importance of enforcing building rules in healthcare facilities, where structural safety, emergency exits, fire prevention systems and evacuation planning are critical components of overall public safety.
The CDA is expected to continue monitoring hospitals and other high occupancy buildings in Islamabad to ensure that violations are addressed and that prescribed building, fire and life safety standards are properly implemented.
