The Karachi Development Authority (KDA) has directed officials to accelerate construction work on the Peoples Sky View Housing Project in Surjani Town, emphasising the need to complete the remaining work promptly while maintaining construction quality and ensuring the timely delivery of affordable housing units.
The directive was issued by KDA Director General Zain-ul-Abideen Ansari on October 12, 2026, following an inspection of the project site, including the construction area, site office and a model apartment.
During the visit, Ansari reviewed the quality of workmanship and the building materials being used in the project. He instructed the executive engineer responsible for the development to address the shortcomings identified during the inspection and improve the pace of construction.
The project team has been directed to submit a comprehensive report within one week, detailing the reasons for delays, the cost of materials currently available and any other outstanding issues affecting progress.
Accompanied by KDA Director of Estate Enforcement Syed Zain Shah, the director general stressed the importance of completing affordable residential units without compromising construction standards. The instructions also require prompt reporting on the project's status and accelerated completion of the remaining work.
However, no revised completion or possession date was announced following the inspection.
The Peoples Sky View Housing Project is a Sindh government-backed residential initiative being developed under the supervision of the KDA. Located near Four Chowrangi in Sector 7-B, Scheme 41, Surjani Town, the project was initially planned to comprise seven towers containing a total of 1,700 apartments.
According to information available from June 2023, the project offered residential units of different sizes under a four-year instalment plan.
Three-bedroom apartments measuring 995 square feet, equivalent to approximately 110 square yards, were priced at Rs8,756,000. Four-bedroom apartments measuring 1,400 square feet, or approximately 155 square yards, were priced at Rs12,276,000.
Applicants were required to purchase a non-refundable application form for Rs5,000 and submit a refundable security deposit of Rs50,000.
The application period in June 2023 ran from June 5 to June 25, with the balloting scheduled approximately 40 days after the application deadline. Under the initial allocation procedure, tenants were given preference.
The latest directive signals renewed administrative attention to construction progress at the housing scheme. The requirement for a detailed report within one week is expected to help the authority identify the causes of delays and determine the measures needed to accelerate development.
The KDA has not announced a revised project completion schedule or a new date for handing over apartments to allottees.

کراچی ڈویلپمنٹ اتھارٹی (کے ڈی اے) نے سرجانی ٹاؤن میں پیپلز اسکائی ویو ہاؤسنگ پروجیکٹ پر تعمیراتی کام تیز کرنے کی ہدایت جاری کردی ہے۔ اتھارٹی نے منصوبے کے باقی ماندہ کام کو جلد مکمل کرنے اور تعمیراتی معیار برقرار رکھتے ہوئے سستے رہائشی یونٹس کی بروقت فراہمی پر زور دیا ہے۔یہ ہدایات کے ڈی اے کے ڈائریکٹر جنرل زین العابدین انصاری نے 12 اکتوبر 2026 کو منصوبے کے دورے اور معائنے کے بعد جاری کیں۔ اس موقع پر انہوں نے تعمیراتی مقام، سائٹ آفس اور ماڈل اپارٹمنٹ کا جائزہ لیا۔معائنے کے دوران ڈائریکٹر جنرل نے تعمیراتی کام کے معیار، کاریگری اور استعمال ہونے والے تعمیراتی مواد کا جائزہ لیا۔ انہوں نے منصوبے کے ذمہ دار ایگزیکٹو انجینئر کو نشاندہی کی گئی خامیاں دور کرنے اور تعمیراتی سرگرمیوں کی رفتار بڑھانے کی ہدایت کی۔کے ڈی اے حکام کو ایک ہفتے کے اندر تفصیلی رپورٹ پیش کرنے کا پابند کیا گیا ہے، جس میں تعمیراتی کام میں تاخیر کی وجوہات، دستیاب تعمیراتی مواد کی لاگت اور پیش رفت میں رکاوٹ بننے والے دیگر حل طلب امور کی نشاندہی کی جائے گی۔
کے ڈی اے کے ڈائریکٹر اسٹیٹ انفورسمنٹ سید زین شاہ بھی اس موقع پر ڈائریکٹر جنرل کے ہمراہ تھے۔ زین العابدین انصاری نے اس بات پر زور دیا کہ تعمیراتی معیار پر سمجھوتہ کیے بغیر کم لاگت رہائشی یونٹس کی فراہمی یقینی بنائی جائے۔ انہوں نے متعلقہ حکام کو باقی ماندہ کام تیزی سے مکمل کرنے اور منصوبے کی پیش رفت سے متعلق بروقت رپورٹنگ کی بھی ہدایت کی۔تاہم، معائنے کے بعد منصوبے کی تکمیل یا الاٹیز کو اپارٹمنٹس کا قبضہ دینے کے لیے کسی نئی تاریخ کا اعلان نہیں کیا گیا۔
پیپلز اسکائی ویو ہاؤسنگ پروجیکٹ سندھ حکومت کے تعاون سے شروع کیا گیا رہائشی منصوبہ ہے، جس کی نگرانی کے ڈی اے کررہی ہے۔ یہ منصوبہ سرجانی ٹاؤن کے سیکٹر 7-B، اسکیم 41 میں فور چورنگی کے قریب واقع ہے۔ ابتدائی منصوبے کے مطابق یہاں سات ٹاورز میں مجموعی طور پر 1,700 اپارٹمنٹس تعمیر کیے جانے تھے۔
جون 2023 میں دستیاب معلومات کے مطابق، منصوبے میں مختلف سائز کے اپارٹمنٹس چار سالہ اقساط پر فراہم کرنے کی پیشکش کی گئی تھی۔مربع فٹ، یعنی تقریباً 110 مربع گز پر مشتمل تین بیڈ روم والے اپارٹمنٹ کی قیمت 87 لاکھ 56 ہزار روپے مقرر کی گئی تھی، جبکہ 1,400 مربع فٹ، یعنی تقریباً 155 مربع گز کے چار بیڈ روم والے اپارٹمنٹ کی قیمت ایک کروڑ 22 لاکھ 76 ہزار روپے تھی۔
درخواست گزاروں کے لیے درخواست فارم کی قیمت 5 ہزار روپے مقرر کی گئی تھی، جو ناقابلِ واپسی تھی، جبکہ 50 ہزار روپے بطور قابلِ واپسی سیکیورٹی ڈپازٹ جمع کرانا ضروری تھا۔جون 2023 میں درخواستیں جمع کرانے کا عمل 5 سے 25 جون تک جاری رہا، جبکہ قرعہ اندازی درخواستیں جمع کرانے کی آخری تاریخ کے تقریباً 40 روز بعد مقرر کی گئی تھی۔ ابتدائی الاٹمنٹ پالیسی کے تحت کرایہ داروں کو ترجیح دی گئی تھی۔
کے ڈی اے کی تازہ ہدایات سے ظاہر ہوتا ہے کہ اتھارٹی نے منصوبے کی تعمیراتی پیش رفت تیز کرنے پر توجہ مرکوز کردی ہے۔ ایک ہفتے کے اندر تفصیلی رپورٹ طلب کیے جانے کا مقصد تاخیر کی وجوہات کا تعین اور تعمیراتی کام جلد مکمل کرنے کے لیے ضروری اقدامات کی نشاندہی کرنا ہے۔تاحال کے ڈی اے کی جانب سے منصوبے کی تکمیل یا الاٹیز کو اپارٹمنٹس کا قبضہ دینے کے لیے نظرثانی شدہ شیڈول جاری نہیں کیا گیا۔
