The Capital Development Authority (CDA) will hold an open auction of five prime hotel plots in Islamabad on September 26, 2026, as the federal capital seeks to expand its hospitality infrastructure and accommodate growing diplomatic, business and tourism activity.
The auction will begin at 10:00 am at the Jinnah Convention Centre, offering investors an opportunity to acquire strategically located sites in some of Islamabad’s key commercial and hospitality zones.
According to official information, the plots being offered include Plot No. 22, D-12 Markaz; Convention Centre Hotel Plot No. 6, F-5/1; Five Star Hotel Plot No. 8, F-5/1; and a hotel plot in the E-11 Northern Strip along Srinagar Highway between the Sports Complex and Margalla Hotel, along with another plot listed in the official auction schedule.
Investor Friendly Payment Terms
The CDA has announced a range of incentives aimed at facilitating investors and accelerating hotel development.
Under the announced terms, investors will have access to a one-year flexible payment plan, while possession can be obtained after payment of 75% of the purchase price, subject to a bank guarantee for the remaining amount.
Building plan approval will be available after payment of 25% of the total amount. Investors making full payment within 30 days will receive a 5% rebate, while an additional 5% rebate will be available on full payment made in US dollars, according to the CDA.
The authority will also facilitate several infrastructure related requirements, including electricity-line shifting, sewerage system upgrades, land clearance and independent approach roads.
The CDA said the auction is intended not only to generate investment in land but also to encourage development of modern hospitality facilities capable of serving international delegations, diplomats, business executives, tourists and leisure travellers.
Islamabad's growing role as a venue for diplomatic and international engagements has increased the demand for quality hotels, luxury accommodation, conference facilities and resorts, according to the authority.
The capital's planned urban environment, extensive green spaces, modern infrastructure and location near the Margalla Hills are also being presented as factors supporting investment in the hospitality sector.
The CDA expects new hotel projects to generate broader economic activity, including employment and increased business for restaurants, retail outlets, transport operators and tourism related services.
Special facilitation has also been announced for overseas Pakistanis and international investors. Token issuance will be available one day before the auction, while payments can be made through Roshan Digital Accounts or local banking channels.

کیپیٹل ڈویلپمنٹ اتھارٹی (سی ڈی اے) اسلام آباد میں پانچ اہم ہوٹل پلاٹس کی اوپن نیلامی 26 ستمبر 2026 کو کرے گی، جس کا مقصد وفاقی دارالحکومت میں ہوٹل اور ہاسپیٹیلٹی انفراسٹرکچر کو وسعت دینا اور بڑھتی ہوئی سفارتی، کاروباری اور سیاحتی سرگرمیوں کی ضروریات پوری کرنا ہے۔
نیلامی صبح 10 بجے جناح کنونشن سینٹر میں ہوگی، جہاں سرمایہ کاروں کو اسلام آباد کے اہم کمرشل اور ہاسپیٹیلٹی زونز میں واقع سٹریٹجک مقامات حاصل کرنے کا موقع فراہم کیا جائے گا۔
سرکاری معلومات کے مطابق نیلامی کے لیے پیش کیے جانے والے پلاٹس میں پلاٹ نمبر 22، ڈی 12 مرکز، کنونشن سینٹر ہوٹل پلاٹ نمبر 6، ایف 5/1، فائیو سٹار ہوٹل پلاٹ نمبر 8، ایف 5/1 اور ای 11 نادرن اسٹرپ میں سرینگر ہائی وے پر سپورٹس کمپلیکس اور مارگلہ ہوٹل کے درمیان واقع ہوٹل پلاٹ شامل ہیں، جبکہ ایک مزید پلاٹ سرکاری نیلامی شیڈول کے مطابق پیش کیا جائے گا۔
سی ڈی اے نے سرمایہ کاروں کو سہولت دینے اور ہوٹل منصوبوں کی تعمیر تیز کرنے کے لیے متعدد مراعات کا اعلان کیا ہے۔
اعلان کردہ شرائط کے تحت سرمایہ کاروں کو ایک سالہ لچکدار ادائیگی پلان فراہم کیا جائے گا، جبکہ پلاٹ کی قیمت کا 75 فیصد ادا کرنے کے بعد بقیہ رقم کے لیے بینک گارنٹی جمع کراکے قبضہ حاصل کیا جاسکے گا۔
25 فیصد رقم کی ادائیگی کے بعد بلڈنگ پلان کی منظوری کی سہولت بھی دستیاب ہوگی۔ 30 دن کے اندر مکمل ادائیگی کرنے والے سرمایہ کاروں کو 5 فیصد رعایت دی جائے گی، جبکہ امریکی ڈالر میں مکمل ادائیگی پر مزید 5 فیصد رعایت بھی حاصل ہوگی۔
سی ڈی اے بجلی کی لائنوں کی منتقلی، سیوریج نظام کی اپ گریڈیشن، زمین کی کلیئرنس اور الگ رسائی سڑکوں سمیت بنیادی ڈھانچے سے متعلق ضروری سہولتیں بھی فراہم کرے گا۔
سی ڈی اے کے مطابق نیلامی کا مقصد صرف اراضی کی فروخت نہیں بلکہ ایسے جدید ہاسپیٹیلٹی منصوبوں کی حوصلہ افزائی بھی ہے جو بین الاقوامی وفود، سفارت کاروں، کاروباری شخصیات، سیاحوں اور دیگر مسافروں کی ضروریات پوری کرسکیں۔
اسلام آباد میں سفارتی اور بین الاقوامی سرگرمیوں میں اضافے کے باعث معیاری ہوٹلوں، لگژری رہائش، کانفرنس سہولتوں اور ریزورٹس کی ضرورت بڑھ رہی ہے۔
مارگلہ ہلز کے دامن میں واقع وفاقی دارالحکومت کا منصوبہ بند شہری ماحول، وسیع گرین ایریاز اور جدید انفراسٹرکچر بھی ہاسپیٹیلٹی شعبے میں سرمایہ کاری کے لیے اہم عوامل قرار دیے جارہے ہیں۔
سی ڈی اے کے مطابق نئے ہوٹل منصوبوں سے روزگار کے مواقع پیدا ہونے کے ساتھ ریستورانوں، ریٹیل، ٹرانسپورٹ اور سیاحت سے متعلق کاروباری سرگرمیوں کو بھی فروغ ملے گا۔
اوورسیز پاکستانیوں اور بین الاقوامی سرمایہ کاروں کے لیے بھی خصوصی سہولت فراہم کی گئی ہے۔ نیلامی سے ایک روز قبل ٹوکن جاری کیے جائیں گے، جبکہ ادائیگی روشن ڈیجیٹل اکاؤنٹس یا مقامی بینکنگ چینلز کے ذریعے کی جاسکے گی۔
