The Federal Government Employees Housing Authority (FGEHA) has invited competitive bids for water connection works in five sectors of KDA Scheme 33, located in Gulzar e Hijri, Karachi, as part of efforts to develop essential infrastructure and improve basic residential facilities in the housing areas.

The proposed development covers sectors 4C, 18C, 19C, 24B and 25B, where water connection infrastructure is required to support residential development and facilitate the provision of an essential utility to allottees and residents.

According to the procurement notice issued on October 9, 2026, interested construction companies and eligible contractors have been invited to submit their bids through the federal government's electronic procurement system.

The Public Procurement Regulatory Authority (PPRA) record specifies November 2, 2026, at 12:00 PM as the deadline for the electronic submission of bids, while the opening of bids has been scheduled for 12:30 PM on the same day.

The tender requires participating contractors to furnish bid security amounting to Rs 1,504,140, while the validity period of submitted bids has been fixed at 120 days.

FGEHA has adopted the Single Stage Two Envelope competitive bidding procedure, under which contractors are required to submit technical and financial proposals separately for evaluation in accordance with the prescribed procurement requirements.

Under this procedure, technical proposals will be evaluated against the relevant eligibility criteria and project specifications before financial proposals of technically qualified bidders are considered.

The authority has made electronic submission through the e Pak Acquisition and Disposal System (EPADS) mandatory for interested contractors participating in the procurement process.

The proposed works are intended to establish the necessary water connection infrastructure in the five identified sectors, supporting the availability of basic municipal services within the residential development.

Water supply infrastructure is among the most important requirements for the successful development and occupation of residential housing schemes.

Without reliable water connections, plot owners and residents can face significant difficulties in undertaking construction activities, occupying completed houses and meeting their daily domestic requirements.
