The Balochistan High Court has directed authorities to reassess Quetta’s proposed Sariab Road flyover and prepare a comprehensive, technically practical design extending from the Geological Survey of Pakistan (GSP) to the PTCL Exchange.

The court found that the proposed 600 metre flyover included in the provincial development programme for financial year 2026,27 would be insufficient to address traffic congestion along the corridor.

A bench comprising Chief Justice Muhammad Kamran Khan Mulakhail and Justice Muhammad Najmuddin Mengal reviewed the approved scheme and alternative proposals during proceedings on October 13, considering technical feasibility, costs and environmental implications.

For the section connecting the QDA office and Magsi Chowk towards GSP, the court directed improvements at ground level, including road widening and a suitable T junction.

The proceedings also considered whether alternative flyover designs would require the starting point to extend to Helper Hospital, potentially increasing costs and environmental impacts.

Officials informed the court that asphalt base course work had been completed along 14,500 metres of the 15,140 metre Sariab Service Road, equivalent to approximately 96 per cent. The asphalt wearing course had been laid along 8,500 metres, representing about 56 per cent.

Bridge construction was reported complete, while the stormwater drainage system was 98 per cent finished. Kerbstone and paver installation stood at 33 per cent. Authorities also reported obstacles affecting completion at some locations.

In separate proceedings concerning Joint Road, the court ordered a comprehensive traffic survey by the Balochistan Traffic Engineering Bureau in the presence of representatives from the Advocate General’s Office, Pakistan Railways and the petitioner. The Advocate General was appointed convener of the committee overseeing the exercise.

The court also sought a progress report on the flyover and associated development works.

The Khyber Pakhtunkhwa government’s mosque solarisation programme has come under scrutiny following allegations of irregularities in tendering, cost estimates and contract management. The provincial energy development organisation has rejected suggestions of unlawful favouritism, maintaining that established procurement procedures were followed.
According to documents cited in a media report, successful bids for all seven packages covering the solarisation of 2,490 mosques during the Pakistan Tehreek-e-Insaf government were between 7.98% and 10.99% higher than official estimates. The difference reportedly placed an additional burden of more than Rs 500 million on the public exchequer.
The report also raised questions about the participation of two companies that were initially disqualified during prequalification. Both firms were subsequently allowed to rejoin the tender process after filing complaints. Their readmission has become one of the procurement decisions highlighted in the allegations.
Cost calculations have drawn further scrutiny. The estimated cost per solar unit reportedly differed by approximately Rs 156,000 from that of an earlier project carried out by the National Radio and Telecommunication Corporation (NRTC). The reported comparison has raised questions about the basis used to prepare estimates for the subsequent work.
Separately, the documents reportedly identified delays in NRTC’s earlier contract and cited potential penalties of around Rs 586 million. According to the report, the penalties were not imposed, while NRTC received another contract, valued at an estimated Rs 419.1 million, to solarise 500 mosques.
These claims have brought the enforcement of contractual obligations into focus, alongside questions over procurement decisions and project costs. The reported penalty figure represents a potential contractual liability rather than a confirmed recovery.
Responding to the allegations, the Pakhtunkhwa Energy Development Organization (PEDO) said the project had complied with all legal requirements and transparency standards. It maintained that bids were assessed under established rules and that no company had received an unlawful benefit.
PEDO attributed implementation delays to funding constraints and administrative issues. Its position disputes the allegations of improper handling of the project.
The provincial government has set an overall target of converting 7,500 mosques to solar power. The allegations concern procurement and contract management within the programme; the supplied report does not establish a final finding of corruption.

Prime Minister Muhammad Shehbaz Sharif has directed that inactive warehouses and silos of the Pakistan Agricultural Storage and Services Corporation (PASSCO) be operated through public private partnerships.

He instructed authorities to work with the private sector to increase the facilities’ capacity to safely store farmers’ produce.

The directives were issued during a high-level meeting chaired by the prime minister to review lending and access to finance under the Apna Ghar housing scheme, alongside financing for small and medium-sized enterprises and agriculture.

Shehbaz praised Allied Bank’s model of establishing commodity storage warehouses and providing loans to farmers against their stored produce. He also directed that the model be expanded through private sector participation.

The prime minister said timely lending to agriculture, small and medium-sized businesses and the housing sector was essential for strengthening the national economy. He appreciated banks actively participating in financing these priority sectors.

He urged banks whose performance had remained unsatisfactory to improve their output so that they, too, could receive government recognition and encouragement.

The Capital Development Authority (CDA) has reported cumulative recoveries of Rs 250,590,157, approximately Rs 250.59 million, during its enforcement operation along Islamabad Expressway East.

According to the authority, the collections comprise land use conversion charges, fees relating to construction without approval and desealing charges. Recoveries were made against commercial buildings, plazas, hospitals, marriage halls and other establishments along the corridor.

The CDA has identified 377 structures for enforcement action, including 281 commercial properties. So far, 58 buildings have been sealed, comprising 34 in the Sohan and Iqbal Town area and 24 near Korang Bridge, Korang Police Station and Gulberg Greens.

A further 124 structures between Sohan and Khanna Pul have been marked for demolition, with action underway. The operation is being conducted by the CDA’s Building Control Section and Enforcement Directorate in coordination with the district administration and Islamabad Police.

The authority estimates that approximately Rs 3 billion remains recoverable under applicable rules. The outstanding amounts relate to violations involving non-conforming land use, unauthorised construction, setbacks, floor area ratio, covered area and fire safety requirements.

Property owners and occupants are served notices requiring them to address violations within a prescribed period. Enforcement measures follow where compliance is not achieved.

Meanwhile, CDA Chairman Sohail Ashraf inspected the Service Road East project on October 12, reviewing construction progress and quality. He directed the project team to accelerate the remaining work while complying with approved designs, technical specifications and traffic management requirements.

The chairman reaffirmed the authority’s commitment to completing development projects on time and enforcing planning and building regulations to support public safety and Islamabad’s orderly growth.

The documentation required for housing loans under Pakistan’s Apna Ghar scheme has been reduced from 25 documents to five, while the application processing period has been limited to 15 working days, a meeting chaired by Prime Minister Shehbaz Sharif was informed on Wednesday, October 14.
The measures were presented during a review of the scheme as part of government efforts to simplify access to home financing and reduce procedural difficulties for applicants.
The reduction in paperwork is intended to make the application process easier for prospective borrowers. However, the report on the meeting did not identify the five documents applicants would be required to submit.
During the review, the prime minister directed the relevant authorities to simplify the application procedure further. He also called for measures to help applicants obtain clear property ownership documents needed to secure housing finance.
Property documentation remained a focus of the discussion, with the prime minister asking officials to facilitate applicants in completing the ownership-related requirements associated with their loan applications.
Shehbaz also directed the State Bank of Pakistan and the relevant ministries to consult stakeholders and submit recommendations by the end of October to improve financing for housing, agriculture and small and medium-sized enterprises.
The meeting reviewed progress in agricultural lending and was informed that loans to the sector had reached Rs 1,352 billion. The government aims to increase agricultural financing to Rs 1,500 billion and expand the number of beneficiaries to 4.5 million by June 2027.
Officials also reported that more than 352,000 small and medium-sized businesses had received loans worth Rs 1,137 billion. The government plans to raise SME lending to Rs 1,500 billion and increase the number of borrowing businesses to 575,000 by June 2027.
The review brought together efforts to ease housing loan applications and expand access to credit for farmers and businesses, with further recommendations expected following consultations with the relevant stakeholders.

The Federal Government Employees Housing Authority (FGEHA) has initiated the selection of a private partner to develop and operate an educational institute in Sector 25 B of Scheme 33, Karachi.

According to the supplied details, an invitation issued on October 12, 2026, seeks proposals for a 2.5 acre site under a gross revenue sharing concession.

The proposed concession will initially run for 20 years, with a possible extension of up to ten years at FGEHA’s discretion. The selected private entity will be responsible for designing, financing, constructing, operating and maintaining the institution before transferring it to the authority at the end of the concession.

FGEHA will receive an agreed share of the operator’s gross revenue. Taxes, duties and other statutory charges will remain the operator’s responsibility and will be separate from the revenue share offered to the authority.

The selection will follow a Single Stage, Two Envelope procedure. Technical proposals will be assessed first, while financial proposals from qualifying applicants will be opened on a date to be announced separately. A bid security of Rs2 million is required, and bids must remain valid for 120 days.

A pre-bid meeting is scheduled for October 26 at 1pm in FGEHA’s committee room at 10 Mauve Area, G 10/4, Islamabad.

Electronic proposals must be submitted through EPADS Version 1.0 at eprocure.gov.pk by noon on November 6, 2026. Technical bids will be opened at 12:30pm that day.

The original bid security and specified supporting documents in hard copy must also reach FGEHA before the submission deadline.

The National Database and Registration Authority (NADRA) has extended the deadline for submitting land offers for new offices at 13 locations in Punjab from October 15 to October 29, 2026.

According to the supplied tender details, a corrigendum issued on October 13 gives interested landowners an additional two weeks to submit their proposals.

The procurement is being managed by NADRA’s Lahore Regional Office. Open plots measuring between one and four kanals are required, depending on the needs of each location. The sites are intended for future NADRA offices to improve access to services in the areas concerned.

Under the revised schedule, proposals must be submitted by 11am on October 29. Bid opening is scheduled for 11:30am on the same day.

The procurement will follow a Single Stage, Two Envelope procedure, under which technical and financial proposals are submitted in separate envelopes. A bid security of Rs10,000 is required, while offers must remain valid for 180 days.

The tender concerns the purchase of open plots for the establishment of NADRA offices in the Lahore region. The extension provides prospective landowners with additional time to prepare and submit their offers.

Prime Minister Shehbaz Sharif has sought an immediate report from the Capital Development Authority (CDA) over the inclusion of 250 acres allocated to the Higher Education Commission (HEC) in the Margalla Enclave housing project.

According to media reports, the Prime Minister’s Office requested an explanation on October 13 after renewed coverage of the unresolved dispute. CDA officials subsequently began preparing a report for submission.

The HEC acquired the land in Islamabad’s Kuri area for more than Rs1 billion to establish the University of Engineering, Sciences and Technology and the National University of Law. However, the commission was unable to obtain possession of the site.

The land was later incorporated into Margalla Enclave, a housing development undertaken jointly by the CDA and the Defence Housing Authority (DHA), leaving the proposed university sites caught in a dispute over possession and relocation.

To address the issue, the CDA proposed approximately 40 acres in Sector I 17 as a replacement for the original 250 acres. Under the proposed arrangement, the engineering university would receive 25 acres and the law university 15 acres.

HEC officials reportedly rejected the offer, arguing that it represents only 16 per cent of the original allocation and would be insufficient for the two institutions. The commission’s reported position is that it should receive possession of the original land or an equivalent area at a suitable alternative location.

The replacement proposal was scheduled for consideration at the CDA Board’s October 12 meeting, but discussion was deferred because of time constraints. The Auditor General of Pakistan had previously highlighted the issue, while the Public Accounts Committee directed its early resolution in June.

The prime minister’s intervention has brought renewed federal attention to the dispute, although agreement on the proposed replacement remains pending.
