Cheema congratulated Dr Al Jasser on his re election for a second five year term and reaffirmed Pakistan's confidence in his leadership.

According to an official statement, the minister welcomed the financing framework but stressed that the proposed financial envelope must be translated into specific, investment-ready projects capable of delivering measurable economic and social benefits.

The $5.6 billion represents indicative financing envisaged under the partnership strategy rather than a single fully approved or immediately available loan package. Individual projects will require preparation, appraisal, financing approvals and compliance with the relevant conditions before funds can be disbursed.

The Sukkur Hyderabad M 6 Motorway featured prominently in the discussions, with Cheema appreciating the IsDB's $475 million financing for the project.

The M 6 Motorway is a major component of Pakistan's national motorway network, intended to improve road connectivity between Sindh's northern and southern regions and strengthen freight movement between Karachi's ports and the country's major industrial and commercial centres.

The project is also expected to support more efficient transport operations and improve the movement of goods along Pakistan's principal north-south trade corridor.

From an infrastructure and real estate development perspective, improved motorway connectivity could create opportunities for logistics centres, warehousing facilities, industrial estates and commercial developments near major transport interchanges.

A major change in the global system of timekeeping has been approved following decades of efforts to reconcile highly accurate atomic clocks with the irregular rotation of the Earth. At an international conference in Versailles, France, delegates agreed to abolish the leap second system, which has been used since 1972 to keep the world's clocks aligned with the planet's rotation.

The decision will end the practice of occasionally adding or removing a second from Coordinated Universal Time (UTC), allowing small differences between atomic time and time measured through Earth's rotation to accumulate over longer periods.

The resolution was adopted on October 15, 2026, during the 28th meeting of the General Conference on Weights and Measures (CGPM), organised under the International Bureau of Weights and Measures (BIPM). The conference was held from October 13 to 15 in Versailles.

Under the approved resolution, continuous UTC will take effect on May 20, 2027, eliminating the need for leap second adjustments that have historically been introduced to maintain close alignment between atomic clocks and the Earth's rotation.

The leap second was introduced in 1972 because Earth does not rotate around its axis at a perfectly uniform speed. Although a day is conventionally measured as 24 hours, or 86,400 seconds, the actual duration of Earth's rotation varies slightly due to natural physical processes.

These variations create a difference between astronomical time, which is based on the Earth's rotation, and atomic time, which is maintained using extremely precise atomic clocks.

Scientists explain that the Earth's rotation has gradually slowed over geological timescales, largely because of tidal friction associated with the gravitational influence of the Moon.

However, the planet's rotation also experiences shorter-term fluctuations, occasionally accelerating or slowing down because of movements within the Earth's interior, changes in atmospheric circulation, ocean currents and variations in the distribution of water and ice across the planet.

In recent years, scientists have observed periods during which Earth has rotated slightly faster than expected, resulting in some days being shorter by a few milliseconds.

This unexpected acceleration raised the possibility that timekeepers might eventually need to introduce a negative leap second, removing one second from global clocks rather than adding an extra second.

Such an adjustment has never been implemented, creating concerns about how computers, telecommunications networks and other critical digital systems would respond.

According to the BIPM, a workshop involving experts in Earth rotation and timekeeping in March 2025 estimated that the probability of requiring a negative leap second could reach approximately 30% by 2035.

The possible introduction of a negative leap second was considered particularly challenging because many essential technological systems have not been designed or tested to accommodate such a change.

Under the previous system, a leap second could be introduced when the difference between Coordinated Universal Time and astronomical time, known as UT1, was expected to approach 0.9 seconds.

When necessary, an additional second was inserted into the global timekeeping system to prevent the two measurements from drifting too far apart.

Since the introduction of leap seconds in 1972, a total of 27 additional seconds have been inserted into UTC. The last adjustment occurred on December 31, 2016.

No further leap second was introduced during the following years, reflecting changes in the observed relationship between atomic time and Earth's rotation.

Atomic clocks measure time using highly stable atomic frequencies, providing substantially greater precision than timekeeping based on the Earth's natural rotation.

While atomic clocks operate at a consistent rate, Earth's rotation is influenced by multiple physical processes and therefore cannot serve as an equally uniform reference.

The difference between these two methods of measuring time was the principal reason for introducing leap seconds more than five decades ago.

However, modern infrastructure increasingly depends on precise and uninterrupted time synchronization.

Global financial transactions, telecommunications, electricity distribution, aviation, satellite navigation, internet services and advanced computing networks all rely on highly accurate time references.

Experts have warned that inserting or removing a second can create inconsistencies in computer systems, particularly when different operators use incompatible methods to accommodate the adjustment.

Previous leap-second events have been associated with technical disruptions affecting some online services and digital platforms.

The new resolution seeks to address these concerns by making Coordinated Universal Time a continuous time scale without abrupt leap-second adjustments.

Under the decision, the maximum permitted difference between UTC and UT1 will increase to 3,600 seconds, equivalent to one hour.

This does not mean that one hour will immediately be added to or removed from the world's clocks. Instead, the small difference between atomic time and Earth's rotation based time will be allowed to accumulate gradually.

Scientists expect that reaching such a large discrepancy could take several centuries, meaning the change is not expected to affect ordinary daily schedules, business hours, school timetables or public transport operations in the immediate future.

The international community had already agreed in November 2022 that the existing leap-second system should be modified by or before 2035.

However, the October 2026 conference brought forward implementation, approving the transition to continuous UTC from May 20, 2027.

Pakistan and Türkiye have signed a preliminary agreement to jointly explore and develop antimony, copper, gold, silver, molybdenum and other critical minerals across approximately 499 square kilometres in Balochistan, marking another step towards expanding bilateral cooperation in mineral resources and attracting foreign investment into Pakistan's mining sector.

The Pakistan Mineral Development Corporation (PMDC) and Türkiye's MTA International Company (MTAIC) signed a term sheet in Islamabad on October 16, 2026, outlining the framework for a proposed joint venture covering Exploration Licence EL-318 in Pishin district.

The exploration area spans 498.82 square kilometres and will be assessed for its potential to support mineral exploration, mining, processing and commercial development.

Under the proposed arrangement, PMDC, MTAIC and an entity designated by the Balochistan government will establish a joint venture company in Pakistan.

MTAIC will serve as the project operator, contributing modern exploration technology and international technical expertise to identify and evaluate mineral resources within the licensed area.

Exploration activities are planned in accordance with the internationally recognised Joint Ore Reserves Committee (JORC) standards, which provide a framework for reporting mineral exploration results, resources and reserves.

The proposed project places particular emphasis on antimony, a strategically important mineral used in defence applications, batteries, electronics, metal alloys and flame-retardant materials.

With global demand for critical minerals increasing, the partnership is intended to strengthen Pakistan's position in international mineral supply chains while creating opportunities for foreign direct investment, technology transfer and employment generation.

The signing ceremony took place at PMDC headquarters in Islamabad, with Türkiye's Ambassador to Pakistan, Dr Irfan Neziroglu, attending as chief guest.

PMDC Managing Director and Chief Executive Officer Engr. Asad Ahmad and MTAIC General Manager Dr Nail Yildirim signed the preliminary agreement in the presence of senior representatives from both organisations.

According to PMDC, the collaboration is expected to combine Pakistan's geological knowledge and experience in mineral development with Türkiye's exploration capabilities.

The proposed investment could support economic activity in Balochistan through technical training, employment opportunities and the development of mineral-related infrastructure, subject to subsequent project implementation.

Both parties aim to finalise definitive agreements by December 31, 2026.

However, the actual size and commercial viability of any mineral deposits, along with the final investment commitments, will depend on detailed exploration findings and the completion of legally binding agreements.

The partnership also reflects the broader economic cooperation framework between Pakistan and Türkiye, under which both countries have identified mining and critical minerals as areas for greater bilateral engagement.

Announced in January 2025, the framework envisages approximately $20 billion in planned World Bank financing over the decade, with an emphasis on delivering sustained development outcomes rather than relying on fragmented, short-term interventions.

During the meeting, Cheema reiterated the government's commitment to translating the framework's priorities into practical development results.

He called for enhanced technical and financial assistance, integrated development programmes and digital monitoring systems to track project performance and measure impact.

The minister stressed the need for stronger project preparation through dedicated Project Readiness Facilities, predictable financing arrangements and improved implementation support to accelerate project approvals and execution.

He also highlighted government efforts to address administrative and institutional bottlenecks in project planning and implementation.

The importance of environmental safeguards in coastal land development, industrial installations, commercial property projects and tourism infrastructure has come into focus following an oil spill incident near Churna Island, off the coast of Karachi.

The Pakistan Maritime Security Agency (PMSA) has formally appreciated Cnergyico Pakistan Limited (CPL) for its prompt response to the incident, which occurred on June 30, 2026, highlighting the importance of emergency preparedness and institutional coordination in protecting Pakistan's coastal environment.

The incident also carries implications for coastal development planning, where industrial facilities, commercial investments and future tourism related projects must operate alongside environmental protection requirements.

According to an official communication issued by the PMSA on October 14, the oil spill was reported near Churna Island, in the vicinity of the offshore Single Point Mooring (SPM) facilities operated by Cnergyico and China Power Hub Generation Company (CPHGC).

The contamination was reportedly caused by the discharge of bilge water from an unidentified passing vessel. Bilge water refers to water that accumulates in the lower compartments of a ship and may contain oil and other contaminants.

Following the incident, the maritime security agency promptly alerted the relevant SPM control authorities.

Cnergyico subsequently mobilised its dedicated Oil Spill Response Team, deploying specialised response vessels, pollution control equipment, oil dispersants and trained personnel to contain and address the contamination.

According to the PMSA, the company's emergency response resources remained deployed for more than 24 hours, contributing to the management of the incident.

Cnergyico also extended assistance beyond its immediate operational area after receiving a request from China Power Hub Generation Company, deploying its equipment and personnel to support pollution control activities in the affected waters.

In its appreciation letter, PMSA Deputy Director General Operations Captain Abdullah Mazhar commended the professionalism, operational readiness and coordination demonstrated by Cnergyico's response team.

The agency observed that cooperation among operators of offshore energy infrastructure was essential for maritime safety, environmental protection and the effective management of pollution-related emergencies.

Churna Island, situated in the Arabian Sea west of Karachi, is an ecologically significant coastal location known for its coral habitats, fish species, sea turtles and other marine wildlife.

In September 2024, the Balochistan government designated Churna Island as Pakistan's second Marine Protected Area, following the earlier declaration of Astola Island as a protected marine area in 2017.

According to the International Union for Conservation of Nature (IUCN), the waters surrounding Churna Island support diverse marine ecosystems and are subject to human activities involving fishing, tourism, commercial shipping and industrial operations.

The protected status of the island places particular importance on regulating activities that could damage its natural environment or disturb marine biodiversity.

The Federal Board of Revenue (FBR) has once again extended the deadline for filing income tax returns for Tax Year 2026 until October 31, providing additional time for eligible taxpayers, including property owners, real estate investors and individuals required to declare their immovable assets in wealth statements.

The extension is particularly relevant to taxpayers who are required to disclose details of residential and commercial properties, plots, houses, apartments, agricultural land and other assets as part of their annual tax documentation.

According to Circular No. 04 of 2026,27, issued by the FBR on October 15, the deadline for filing income tax returns has been extended from October 15 to October 31, 2026.

The extension applies to taxpayers who were originally required to submit their returns by September 30 and whose filing deadline had previously been extended until October 15.

The revenue authority exercised its powers under Section 214A of the Income Tax Ordinance, 2001, to grant the additional time following requests from various trade bodies and tax bar associations.

The decision also carries significance for Pakistan's real estate sector, where property ownership, investment transactions, rental income and the disclosure of immovable assets form part of the tax documentation requirements applicable to many taxpayers.

Individuals required to submit wealth statements alongside their income tax returns must disclose their assets and liabilities in accordance with the relevant tax rules.

Pakistan Railways has decided to offer 10 valuable land parcels in its Rawalpindi Division for long-term commercial development under a public private partnership model as part of its strategy to generate revenue from railway assets and encourage private investment.

Under the proposed arrangement, private investors will be permitted to develop major commercial projects on railway owned land while paying agreed rental charges and other contractual fees to the railway authorities.

According to tender details issued by the Railway Estate Development and Marketing Company (REDAMCO), the commercial development rights will initially be granted for 21 years, with the possibility of a further 21 year extension subject to the applicable terms and conditions. The total potential lease period could therefore extend to 42 years.

The proposed developments may include shopping plazas, commercial markets, corporate offices, retail outlets, factory outlets and other mixed use commercial buildings.

The initiative is intended to transform railway land into revenue generating commercial assets while creating investment opportunities for private developers and businesses.

Under the bidding terms, successful investors will be required to pay a one time, non refundable commitment fee in addition to the agreed annual rent.

The rental amount will increase by 8% annually on a compounded basis, meaning each subsequent increase will be calculated on the revised rent payable in the preceding year.

This arrangement is expected to provide Pakistan Railways with a recurring income stream throughout the lease period. However, the actual financial returns will depend on the final bids, approved rental rates, commitment fees and the terms of the executed agreements.

REDAMCO has invited sealed bids from interested investors and private companies under a single-stage, two-envelope bidding procedure, requiring separate submission of technical and financial proposals.

According to the available tender schedule, the deadline for submission of bids is October 19, 2026, at 2:00 pm, while the technical bids are scheduled to be opened at 2:30 pm on the same day.

A pre bid meeting for prospective investors was also scheduled for October 9 to provide information regarding the project and bidding requirements.

The tender conditions provide a mobilisation period of 24 months from the date of possession, allowing successful investors to undertake preparatory activities and arrange for the development of the proposed commercial projects.

All construction will be required to comply with applicable local building bylaws and relevant regulatory requirements.

Through the initiative, Pakistan Railways aims to improve the commercial utilisation of its property assets without undertaking the entire development investment itself.

The proposed arrangement could generate construction activity, attract private sector investment and create business and employment opportunities in the areas where the commercial projects are developed.

However, the actual commencement of construction will depend on the selection of successful bidders, completion of lease agreements, handover of land and acquisition of the necessary development and building approvals.

The tragic collapse of the roof of Al Khair Education System, a private educational institution in Peshawar’s Dir Colony, which claimed the lives of dozens of children and teachers, has raised serious questions about school building construction standards, official approvals, structural fitness certification and the effectiveness of regulatory oversight.

According to preliminary information, the affected school was registered with the Khyber Pakhtunkhwa Private Schools Regulatory Authority (KP PSRA) in March 2026. However, complete records confirming a formal technical inspection of the building’s structural integrity and official approval of its fitness have yet to emerge.

Capital City Police Officer (CCPO) Peshawar Dr Mian Saeed, referring to the preliminary findings of the investigation, described the school building as structurally weak and poorly constructed. According to his assessment, the fragile condition of the structure contributed to the collapse, while reports have also emerged suggesting that steel reinforcement bars were not used in the construction.

However, definitive findings regarding the use of steel reinforcement, the quantity of reinforcement materials and the overall construction quality will only become clear following a detailed technical inspection and comprehensive investigation.

Police have arrested the school owner and launched an investigation, while a criminal case has also been registered against the school owners, shareholders and construction contractor.

The case reportedly refers to the use of substandard construction materials and the deteriorating condition of the building’s roofs and walls. According to police records, concerns about the building’s condition had previously been raised, but the school administration allegedly failed to address them.

Investigators are also examining whether the required building safety standards were followed during the original construction and any subsequent structural modifications.

According to Javed Iqbal, Managing Director of the Khyber Pakhtunkhwa Private Schools Regulatory Authority, the affected school was registered in March 2026.

He told the media that investigations had revealed that technical experts were not present during the school’s inspection, although the participation of qualified construction professionals was essential to assess the building’s foundations, classrooms and overall structural condition.

This revelation has raised a fundamental question: if the school had been officially registered, was a structural stability assessment obtained from a qualified civil or structural engineer before its registration?

If a building fitness certificate had been issued, which institution and authorised official approved it? Furthermore, were all floors, roofs, columns and foundations properly examined before approval was granted?

The incident is not the first involving the collapse of an educational institution’s building in Pakistan.

On June 30, 2026, the roof of a private tuition centre collapsed in Lahore’s Kahna area, killing 14 children. Investigations revealed that the tuition centre was operating in a residential building and was not registered with any relevant government authority.

Similarly, on July 2, 2026, the roof of an under-construction private school collapsed in Lahore’s Baghbanpura area, killing one child and injuring several others.

Following the incident, Punjab Chief Minister Maryam Nawaz directed the authorities to conduct immediate safety audits of school buildings in densely populated areas and initiate legal action against those responsible for substandard construction.

On May 7, 2026, the roof of a classroom at a private school in Dera Ghazi Khan collapsed, killing four children and injuring 20 others. Investigations revealed that expansion work was underway at the school building.

In September 2024, the roof of a private school in Muzaffargarh collapsed, killing one student and injuring six others. The incident also raised concerns about unauthorised construction on an upper floor and the additional structural load placed on an ageing roof.

On September 11, 2026, the collapse of a deteriorating government school wall in Karachi’s Orangi Town claimed five lives.

Similarly, on June 30, 2026, three girls lost their lives when the boundary wall of a government primary school collapsed in Sindh’s Umerkot district.

These incidents indicate that structural safety risks are not confined to private educational institutions, as government school buildings also require comprehensive safety assessments and regular inspections.

Following the latest tragedy in Peshawar, the Khyber Pakhtunkhwa government has directed the Communication and Works Department to establish district level technical teams to assess the structural condition of government school buildings across the province.

The teams will inspect roofs, walls, foundations, beams, staircases and other structural components to identify potentially unsafe buildings and recommend necessary remedial measures.

District authorities have been instructed to submit their assessment reports by October 26, 2026.

Reports have also emerged that district level inspection committees are being established to examine the structural safety of private school buildings across the province.
