The federal government is considering further restructuring the Federal Board of Revenue (FBR) or establishing a new national tax collection authority as part of efforts to improve revenue mobilisation, strengthen tax administration and expand Pakistan's tax base.
The proposal has emerged amid concerns over the performance of the existing revenue machinery despite successive reform initiatives and substantial investments in institutional modernisation.
However, no final decision has been made to abolish the FBR, establish a replacement organisation or transfer its existing powers to a new authority.
According to government officials, the idea of creating an entirely new national tax agency was raised during a high-level meeting last week. The discussions subsequently prompted consultations within the FBR, with Chairman Rashid Mahmood Langrial assigning senior officers to prepare proposals for Prime Minister Shehbaz Sharif.
Under instructions issued by the Prime Minister's Office on October 15, the FBR has been directed to present comprehensive proposals covering human resource reforms, institutional revamping and organisational restructuring by October 19, 2026.
The review is expected to examine the existing administrative structure, workforce management, revenue collection mechanisms and institutional arrangements required to improve the tax authority's performance.
Responding to questions about the possibility of establishing a new agency, an FBR spokesperson said that institutional reform remained an ongoing process involving the consideration of numerous proposals and options.
The spokesperson confirmed that the prime minister had sought comprehensive recommendations on human resource reforms and organisational restructuring.
The FBR also rejected reports suggesting that tax collection responsibilities would be handed over to a private company, describing such claims as baseless.
According to officials familiar with the discussions, one option under consideration involves establishing a National Tax Agency with a revised organisational structure and administrative framework.
Any decision to transfer the FBR's existing statutory powers to a new organisation would require amendments to the Federal Board of Revenue Act, 2007, and several federal tax laws.
Consequently, creating a replacement institution would involve legislative and administrative changes rather than a simple transfer of responsibilities through an executive order.
An official indicated that the preliminary discussions do not necessarily involve completely abolishing the FBR.
One possibility being explored is allowing officers who do not wish to transfer to the proposed new organisation to continue serving within the existing institution until retirement.
However, arrangements concerning staff transfers, employment conditions, institutional responsibilities and the final structure of any new authority have yet to be approved.
The government's consideration of further reforms comes against the background of continuing difficulties in achieving revenue collection targets, bringing additional taxpayers into the formal system and improving the tax-to-GDP ratio.
According to the figures cited in the latest reports, approximately 19 million individuals hold National Tax Numbers, while around 6.9 million income tax returns had been filed by the evening of October 15.
By comparison, approximately 8.5 million returns were submitted for the previous tax year. However, comparisons between the two periods must account for the extension of the current year's filing deadline.
The FBR maintains that its transformation initiatives have produced improvements in revenue performance.
According to the authority, tax collections increased from approximately Rs 9.2 trillion to Rs 13 trillion over two years.
However, questions remain about the extent to which the increase can be attributed specifically to administrative reforms rather than additional taxation measures, changes in tax rates and broader economic factors.
