The Punjab government has introduced significant changes to its stamp duty system, exempting gift deeds between specified close relatives and reducing the duty on other gift deeds from two percent to one percent.
The changes have been introduced through the Stamp (Second Amendment) Ordinance, 2026, issued by the Punjab governor to amend the Stamp Act, 1899. The ordinance was published in an extraordinary issue of the Punjab Gazette on October 20, 2026, and took effect immediately.
Under the revised framework, exchanges of immovable properties of equal value will attract a fixed stamp duty of Rs1,000. Government leases have also been exempted from stamp duty, alongside gift deeds between the specified categories of close relatives.
Residential tenancy agreements will be subject to fixed stamp duty ranging from Rs3,000 to Rs25,000, with the applicable amount determined by the annual rent.
The amendments also empower the Board of Revenue to amend and revise land valuation tables. The government has additionally decided to expand the e-stamping system.
The measures are intended to modernise stamp duty collection, address legal ambiguities and improve the administrative procedures governing revenue collection.

پنجاب حکومت نے سٹامپ ڈیوٹی کے نظام میں اہم تبدیلیاں متعارف کراتے ہوئے مخصوص قریبی رشتہ داروں کے درمیان ہبہ ناموں کو سٹامپ ڈیوٹی سے مستثنیٰ قرار دے دیا ہے، جبکہ دیگر ہبہ ناموں پر ڈیوٹی کی شرح دو فیصد سے کم کرکے ایک فیصد کردی گئی ہے۔
گورنر پنجاب کے جاری کردہ سٹامپ (دوسری ترمیم) آرڈیننس 2026ء کے ذریعے سٹامپ ایکٹ 1899ء میں متعدد ترامیم کی گئی ہیں۔ آرڈیننس 20 اکتوبر 2026ء کو پنجاب کے سرکاری گزٹ کے غیرمعمولی شمارے میں شائع ہوا اور فوری طور پر نافذ کردیا گیا۔
نئے نظام کے تحت یکساں مالیت کی غیرمنقولہ جائیدادوں کے تبادلے پر ایک ہزار روپے مقررہ اسٹامپ ڈیوٹی عائد ہوگی۔ مخصوص قریبی رشتہ داروں کے درمیان ہبہ ناموں کے ساتھ سرکاری لیز کو بھی اسٹامپ ڈیوٹی سے استثنا دیا گیا ہے۔
رہائشی کرایہ ناموں کے لیے سالانہ کرائے کی بنیاد پر تین ہزار سے 25 ہزار روپے تک مقررہ ڈیوٹی متعارف کرائی گئی ہے۔ متعلقہ کرایہ نامے پر قابلِ ادائیگی رقم سالانہ کرائے کے مطابق متعین ہوگی۔
ترامیم کے تحت بورڈ آف ریونیو کو اراضی کی ویلیوایشن ٹیبل میں ترمیم اور نظرثانی کے اختیارات بھی دیے گئے ہیں، جبکہ ای اسٹامپنگ کے نظام کو مزید وسعت دینے کا فیصلہ کیا گیا ہے۔
ان قانونی اقدامات کا مقصد سٹامپ ڈیوٹی کی وصولی کو جدید خطوط پر استوار کرنا، قانونی ابہام دور کرنا اور محصولات کی وصولی کے انتظامی طریقۂ کار کو مؤثر بنانا بتایا گیا ہے۔
