Islamabad | ReNews Pakistan
The federal government has ruled out any plan to withdraw electricity subsidies for protected domestic consumers using less than 200 units per month, rejecting recent reports that such relief was being discontinued.
Federal Minister for Power Awais Ahmed Khan Leghari, while addressing a press conference in Islamabad on Sunday, said the government was not ending subsidies for protected electricity users. He said reports suggesting the withdrawal of relief were incorrect and had created unnecessary confusion among consumers.
The minister said domestic consumers using less than 200 units of electricity would continue to receive subsidies without interruption. According to him, the number of such consumers has now crossed 20 million, reflecting the scale of households dependent on government-backed electricity relief.
Leghari said the government was introducing a new QR code-based system to improve transparency in the delivery of electricity subsidies. Under the system, eligible consumers would be required to provide their details through a registration process so that subsidy benefits could be directed toward deserving households.
He said the number of electricity subsidy beneficiaries had increased from 9.5 million to 21.5 million during the past four years. At present, around 29.57 million domestic consumers, representing nearly 86 percent of total domestic users, are receiving some form of subsidy on electricity.
The minister also rejected reports of any planned increase in taxes on electricity bills. He said the government was not considering any proposal to impose additional taxes on power consumers, adding that the priority was to protect low-income households and improve the efficiency of the power sector.
Leghari said ongoing reforms in the energy sector had started producing positive results. He claimed that renegotiated agreements with independent power producers had helped save Rs 3.5 trillion, while reductions in losses of distribution companies had resulted in further savings of Rs 193 billion.
He also said circular debt had fallen by Rs 780 billion during fiscal year 2024-25, describing it as an important achievement for the country’s power sector. The minister maintained that these reforms were aimed at reducing financial pressure on the system and passing relief to consumers.
Addressing concerns about solar energy, Leghari said the government was not discouraging solar power generation. He said the objective was to make the solar system more transparent and better regulated, not to restrict its use.
The minister clarified that net metering had not been abolished and that only billing procedures had been revised. He said more than two million single phase consumers had already completed registration, while 90 percent of domestic consumers would not be affected by the revised net billing policy.
Leghari further said the government had removed licensing requirements for solar projects of 25kW and below. He added that regulatory approvals for smaller solar projects had also been simplified to encourage genuine users and make the process easier.
The minister said the government’s electricity subsidy and solar policy reforms were designed to improve transparency, support deserving consumers and ensure that relief measures benefit the right households.
