The National Assembly Standing Committee on Information Technology and Telecommunication has expressed serious concern over the slow progress of the Karachi IT Park project, observing that the project has failed to achieve any major milestone nearly five years after its launch.
The committee met on Tuesday at the National Telecommunication Corporation Headquarters under the chairmanship of Syed Amin ul Haq. During the meeting, members criticised the Ministry of Information Technology and Telecommunication for not effectively pursuing the Karachi IT Park project and warned that continuous delays were increasing the overall cost of the scheme.
The committee noted that although an advertisement had been issued for the hiring of a local consultant, the process had not moved forward in an effective manner. Members observed that bidders had not been properly engaged, while no clear timeline had been given for completion of the project.
Taking notice of the situation, the committee directed the ministry to submit a comprehensive progress report at its next meeting. The report should include the current status of the project, key challenges, future roadmap and expected completion date.
The committee also stressed that transparency, merit and good governance must be ensured at every stage of the project. Members said that delays in such important technology projects could affect Pakistan’s efforts to promote the digital economy and attract investment in the IT sector.
While reviewing the Islamabad IT Park project, the committee directed the ministry to present a detailed progress report and ensure that the facility is inaugurated during the first week of August according to the proposed schedule.
Members observed that the Islamabad IT Park could play an important role in promoting innovation, entrepreneurship and digital economic growth. They said the project would create new opportunities for startups, technology companies, freelancers and students, while also strengthening Pakistan’s technology ecosystem.
The committee also reviewed the Electronic Transactions Amendment Bill, 2026. However, members belonging to the Pakistan Peoples Party raised objections, saying the proposed amendments had not yet been discussed within the party’s parliamentary legislative forum.
Following the reservations, the committee deferred consideration of the bill until its next meeting. It directed the ministry to complete consultations with all relevant political parties and stakeholders before resubmitting the legislation for further consideration.
The meeting also discussed internet connectivity problems across the country. The committee expressed concern over inadequate broadband coverage in several areas, noting that many constituencies were still facing poor or non-existent internet services.
Officials of the Pakistan Telecommunication Authority informed the committee that efforts were underway to improve connectivity through coordination with relevant stakeholders, including authorities from the power sector.
PTA officials said electricity outages and load-shedding remained major factors affecting telecom infrastructure and service quality. They added that uninterrupted power supply was essential for improving broadband and mobile internet services.
The authority further informed the committee that telecom operators were upgrading their networks after the 5G spectrum auction.
