The National Highway Authority (NHA) has accumulated losses exceeding Rs 2.06 trillion by the close of FY2024–25, after recording operational deficits for ten consecutive years, according to the latest audit report issued by the Auditor General of Pakistan. The report paints a concerning picture of the authority’s financial health, citing persistent structural inefficiencies, growing debt obligations and a widening gap between revenue generation and operating expenditures.
According to the audited financial statements, the NHA’s post tax deficit has remained consistently high over the past decade. The authority reported annual deficits of Rs. 157.37 billion in FY2015–16, Rs. 133.83 billion in FY2016–17, Rs 157.65 billion in FY2017–18, Rs 172.60 billion in FY2018–19, Rs 94.38 billion in FY2019–20, Rs 254.57 billion in FY2020–21, Rs 169.50 billion in FY2021–22, Rs 413.45 billion in FY2022–23, Rs 318.03 billion in FY2023–24, and Rs 288.54 billion in FY2024–25.
The audit attributes these recurring losses to operating expenses consistently outpacing revenue growth, driven largely by rising administrative costs and the increasing maintenance requirements of the expanding national road network.
Financial performance indicators remained firmly in negative territory throughout the review period. The NHA’s net profit ratio declined to minus 327.93 percent in FY2023–24, before improving slightly to minus 236.47 percent in FY2024–25. Similarly, the return on assets remained negative at minus 5.49 percent and minus 5 percent for the two fiscal years respectively, while the return on capital employed stood at minus 3.38 percent and minus 2.40 percent.
Despite its financial challenges, the authority recorded significant revenue growth over the decade. Total revenue increased from Rs. 28.12 billion in FY2015–16 to Rs 122.02 billion in FY2024–25, supported by periodic toll rate revisions, expansion of the highway network and the implementation of the electronic M-Tag toll collection system.
Toll revenue alone nearly doubled from Rs. 32.10 billion in FY2023–24 to Rs 64.42 billion in FY2024–25, accounting for 52.8 percent of the authority’s total revenue. Meanwhile, revenue generated through right-of-way leases reached Rs 3.78 billion, representing 3.1 percent of total income, although the audit noted that this revenue stream remains underutilised due to delayed GIS surveys and unresolved leasing issues.
The report further highlights severe liquidity constraints despite higher earnings. Current liabilities surged from Rs 706 billion in FY2015–16 to Rs 2.028 trillion in FY2024–25, while current assets increased only modestly from Rs 138 billion to Rs. 215 billion during the same period. Consequently, both the current ratio and quick ratio remained at 0.11, indicating that the authority faces serious challenges in meeting its short-term financial obligations without external financial support.
As of June 30, 2025, the NHA reported total assets of Rs 5.828 trillion, including Rs 5.612 trillion in long-term assets. Total liabilities stood at Rs 3.87 trillion, while shareholders’ equity amounted to Rs 1.958 trillion after accounting for a Rs 4.025 trillion revaluation surplus on property, plant and equipment.
The audit also revealed that the authority’s total debt burden had climbed to Rs 3.756 trillion. This includes Rs 555.39 billion in current liabilities related to the repayment of matured long-term loans, while outstanding non-current long-term loans totalled Rs 1.799 trillion, after adjustments for deposits held with the State Bank of Pakistan.
A review of the NHA’s cash flow over the past decade showed that financing activities generated Rs 160.88 billion during FY2024–25. However, operating activities recorded a cash outflow of Rs 21.03 billion, while investing activities resulted in an additional outflow of Rs 130.23 billion. Over the ten-year period, cash balances increased only marginally from Rs 111.68 billion to Rs 132.19 billion, reflecting a modest compound annual growth rate of 1.7 percent.
The audit further pointed to declining operational efficiency. Debtor turnover days increased significantly from 107 days in FY2015–16 to 376 days in FY2023–24, before improving to 221 days in FY2024–25, suggesting persistent delays in recovering receivables. Conversely, creditor turnover days declined sharply from 654 days in FY2017–18 to just two days in FY2024–25, indicating that supplier payments were being settled rapidly through financing inflows.
Although the statutory audit issued an unqualified opinion, it included an emphasis of matter regarding substantial pending litigation that could expose the authority to significant financial risks. These include land acquisition disputes worth Rs 114.5 billion, contractor claims amounting to Rs 254.25 billion, and disputed right-of-way lease claims carrying a potential financial impact of Rs 3.42 billion.
The Auditor General concluded that weak legal representation, delayed responses to claims and repeated adverse arbitration decisions have added further financial liabilities, reinforcing the NHA’s classification as a high-risk public sector entity in terms of both debt sustainability and legal exposure.
