Pakistan's flagship Neelum Jhelum Hydropower Project has suffered financial losses exceeding Rs 128 billion during the fiscal year 2024 25, according to the latest audit conducted by the Auditor General of Pakistan. The report paints a troubling picture of persistent operational failures, prolonged plant shutdowns, tunnel collapses, rising debt obligations and weak financial management that have significantly undermined the project's long term sustainability.
The audit states that the 969 megawatt hydropower project recorded a net loss of Rs 29.41 billion during the fiscal year, while business interruption losses reached Rs 99.18 billion following extended shutdowns caused by the collapse of the tailrace tunnel in 2022 and the headrace tunnel in May 2024. These disruptions kept the powerhouse out of operation for extended periods, resulting in substantial revenue losses.
According to the report, investigations into both tunnel collapses remain incomplete. Auditors found that project management failed to adequately address technical defects, renew essential insurance coverage or obtain compensation for losses resulting from the structural failures. During the review period, project assets worth approximately Rs 267 billion remained uninsured, exposing the project to significant financial risk.
The audit also highlighted the project's continued inability to achieve its planned electricity generation targets. Since its commissioning, the Neelum Jhelum Hydropower Project has never met its annual generation target of 5,150 gigawatt hours, including years when the plant was fully operational. The report attributes this underperformance to operational inefficiencies and recurring technical challenges.
Another major concern identified in the audit is the absence of an approved reference tariff from the National Electric Power Regulatory Authority, which resulted in an estimated Rs 77.35 billion regulatory revenue shortfall. The delayed tariff approval has further weakened the project's financial position and limited its ability to recover operational costs.
Financial indicators presented in the audit reveal a rapidly deteriorating balance sheet. As of June 30, 2025, the project's current liabilities exceeded its current assets by Rs 307.89 billion, largely due to debt repayment defaults and the reclassification of long term loans as current liabilities.
The report further notes that the project has fallen well short of recovering its original investment. Against an approved project cost of Rs 418.89 billion, only Rs 180.17 billion had been recovered by the end of FY2024 25. In addition, nearly 69 percent of receivables remained overdue for more than 120 days, reflecting serious weaknesses in cash flow management and revenue collection.
The Auditor General concluded that persistent underperformance in electricity generation, prolonged operational outages, delayed regulatory approvals, increasing debt burdens and inadequate risk management practices have prevented the Neelum Jhelum Hydropower Project from achieving its intended financial and operational objectives. The report calls attention to the urgent need for corrective measures to improve governance, strengthen technical oversight and restore the project's long term financial viability.
