A Senate committee has expressed serious concern over the large scale encroachment of Jammu and Kashmir (J&K) State properties in Punjab, particularly in Lahore, and has urged the authorities to strengthen protection mechanisms, intensify enforcement efforts and increase the strength of the J&K State Force responsible for safeguarding public assets.
During the committee meeting, officials informed lawmakers that extensive measures had already been introduced to improve the management and protection of state owned land and properties. However, members stressed that illegal occupation and unauthorized development remain significant challenges requiring stronger institutional capacity and more effective coordination among relevant departments.
Responding to questions from committee members, J&K State Property and related authorities' representative Qasim stated that illegal housing schemes could not have been established through any lawful approval process. He said that if such schemes were developed on encroached state land without valid approval of layout plans from the Lahore Development Authority (LDA), they would be liable to demolition under the government's anti encroachment campaign.
He emphasized that no unauthorized development would be allowed to continue if it violated land ownership laws or planning regulations. According to him, the authorities possess the legal powers to remove illegal structures and reclaim state land where necessary.
Qasim informed the committee that the J&K State has completed 100 percent geofencing of its properties, providing digital identification and monitoring of state owned land to reduce the risk of illegal occupation. He said the administration has also digitized the rent collection system, improving transparency, accountability and financial management.
In addition, rental rates for state owned properties have been revised under a structured policy that provides for a 25 percent increase every three years, ensuring that government assets generate returns in line with changing market conditions.
The committee was further informed that the state administration has launched a comprehensive public awareness campaign aimed at educating citizens about the legal status of state properties and discouraging illegal occupation. Alongside these awareness efforts, authorities continue to conduct regular anti encroachment operations supported by legal action, including the registration of First Information Reports (FIRs) against alleged violators.
Committee members acknowledged these administrative reforms but emphasized that stronger enforcement remains essential. They recommended increasing the manpower of the J&K State Force so that state lands can be protected more effectively and future encroachments can be prevented before they occur.
The meeting also highlighted concerns over attendance, as only five of the committee's fifteen members, including the chairman, participated in the proceedings. Those present included Senator Nasir Mehmood Butt, Senator Nadeem Ahmed Bhutto, Senator Mir Dostain Khan Domki, and Senator Naseema Ehsan.
The committee concluded that protecting state land requires sustained legal action, institutional reforms, stronger field enforcement and close coordination among provincial authorities to ensure that public assets remain secure and illegal occupation is effectively addressed.
