Constructing one kilometer of road in Khyber Pakhtunkhwa (KP) costs approximately Rs. 70 million, provincial officials informed the Senate Standing Committee on Economic Affairs during a meeting held to review the progress of foreign-funded development projects across the province.
During the briefing, officials said the provincial government had completed 770 kilometers of roads at a reported cost of Rs 69 billion. However, Committee Chairman Senator Saifullah Abro questioned why the total expenditure also included an additional Rs 43 billion. In response, officials explained that the extra amount covered the construction of bridges associated with the road infrastructure projects.
The committee also expressed concerns over the transparency of the procurement process. Senator Abro questioned why only two or three companies had secured construction contracts despite the presence of several major contractors operating in the province. Officials replied that other firms had not participated in the bidding process. Unsatisfied with the explanation, the committee chairman directed the relevant authorities to submit complete details of the tendering process, emphasizing the need for transparency and fair competition.
The committee was further briefed on the Asian Development Bank (ADB) funded Khyber Pakhtunkhwa Road Rehabilitation and Upgradation Project, which was launched in 2018. Officials said the project has rehabilitated and upgraded 249.5 kilometers of roads at a cost of $146.2 million and is scheduled for completion in October 2026.
Major road schemes completed under the project include the Kalam/Matiltan/Mahodand Road, Shah Alam/Sardar Yab Road, Risalpur/Jahangira Road, and Haripur/Hattar/Taxila Road, all aimed at improving regional connectivity and transportation infrastructure.
Officials also informed the committee that ADB-supported water sector projects worth $387 million are currently under implementation in the province, while the World Bank is financing additional water-related projects valued at $295 million.
On flood recovery efforts, the committee was told that the ADB-funded Flood Emergency Rehabilitation Project, with a total cost of Rs 15 billion, is expected to be completed by June 2027. So far, Rs 12.98 billion has been spent on the project, under which work is underway on 143 irrigation, drainage and flood protection schemes, with 79 projects already completed.
Lawmakers, however, questioned the criteria used for selecting flood rehabilitation schemes. Committee members argued that reconstruction efforts did not always correspond to the areas most severely affected by flooding.
Senator Rubina Khalid pointed out that Mardan had received 16 road projects, whereas Dir, one of the districts significantly impacted by floods, had received only 12 kilometers of reconstructed roads. Senator Hidayatullah also questioned why nine road projects were undertaken in Peshawar, despite the city not being among the worst flood-affected areas.
The committee directed the concerned authorities to provide detailed documentation on project selection, contract awards and procurement procedures to ensure greater transparency, accountability and equitable distribution of development resources.
