Islamabad | ReNews Pakistan
The Election Commission of Pakistan (ECP) has proposed amendments to the Election Rules, 2017 that would significantly strengthen its authority to verify the annual statements of assets and liabilities submitted by members of Parliament and provincial assemblies, with particular emphasis on immovable assets such as residential houses, commercial buildings, agricultural land and plots.
Under a draft amendment to Rule 137 of the Election Rules, 2017, the ECP would be empowered to directly seek explanations from lawmakers whenever ambiguities, inconsistencies or incomplete information are identified in their annual declarations. The proposed changes would also authorize the commission to obtain relevant information directly from government departments, public authorities, organizations and financial institutions to verify the accuracy of declared assets.
The proposal is expected to strengthen oversight of property ownership, an area that often represents the largest component of elected representatives' wealth declarations. By enabling direct verification from institutions that maintain land, revenue and financial records, the commission would be better positioned to confirm ownership, valuation, transfers and other details relating to immovable property.
The amendment would require every person, government department, organization or financial institution approached by the ECP to provide the requested information within the timeframe specified by the commission. This is intended to reduce delays in the verification process and improve the commission's ability to scrutinize declarations before taking any legal action.
Currently, members of the National Assembly, Senate and provincial assemblies are legally required to submit annual statements of assets and liabilities, including those of their spouses and dependent children, by December 31 each year. The declarations cover movable and immovable assets, liabilities and other financial interests. Failure to submit the statements can result in suspension of membership until compliance with the law.
Although the existing rules already permit the ECP to scrutinize declarations and seek assistance from government authorities, the proposed amendment would provide a clearer legal framework for directly requesting clarifications from lawmakers themselves as well as obtaining supporting information from relevant institutions whenever discrepancies or uncertainties arise.
The commission said the amendment is being introduced under Section 239 of the Elections Act, 2017, which authorizes it to frame and amend election rules after inviting public comments. The draft has been published for consultation, and objections or suggestions may be submitted to the ECP Secretariat in Islamabad by August 15, 2026. The commission will review all feedback and hear objectors before deciding whether to formally adopt the amendment.
If approved, the revised rule is expected to enhance transparency and accountability in the declaration of lawmakers' wealth by allowing the ECP to independently verify property holdings and other assets through official records, reducing the possibility of inaccurate or incomplete reporting in annual asset declarations.
