Pakistan Railways has reclaimed 2,552 acres of illegally occupied land across the country during the past five financial years, as the state owned organisation intensifies efforts to recover valuable public property and strengthen management of its extensive land holdings.
Despite the recoveries, 12,468 acres of railway land remain under encroachment nationwide, highlighting the scale of the challenge facing the department.
According to an official of the Ministry of Railways, Pakistan Railways owns a total of 168,858 acres across the country. Of this, approximately 7.38 percent, or 12,468 acres, is currently under illegal occupation.
The ministry said a comprehensive strategy has been adopted to recover encroached railway property, combining anti encroachment operations, legal proceedings, improved coordination with provincial governments and the use of digital technology for monitoring railway assets.
During the past five years, the largest amount of land was recovered in Punjab, where Pakistan Railways reclaimed 1,078 acres. Another 837 acres were recovered in Sindh, 419 acres in Khyber Pakhtunkhwa and 218 acres in Balochistan.
The recovered land includes properties from several categories. Agricultural land accounted for the largest share, with 1,564 acres reclaimed during the period. Pakistan Railways also recovered 713 acres of commercial property, 268 acres of residential land and seven acres classified under other categories.
Authorities have been conducting anti encroachment drives across the railway network in coordination with provincial administrations and law enforcement agencies. The department has also introduced quarterly anti encroachment plans to systematically identify and recover illegally occupied properties.
Legal notices are being issued to illegal occupants under the Possession Ordinance, 1965, while court proceedings and other legal measures are being pursued where necessary.
Pakistan Railways has simultaneously moved towards digital management of its vast property portfolio in an effort to improve oversight and reduce the risk of future encroachments.
According to the ministry, the department has digitised and geo referenced its entire land record and integrated the information with relevant provincial databases through the Pakistan Railways Land Management and Information System (PRLMIS).
The system is designed to provide authorities with more accurate information about railway properties, their locations, land classifications and occupation status. A mobile application has also been incorporated into the land management framework to facilitate real time monitoring and help officials identify potential encroachments.
The digitisation initiative is particularly significant given the size of Pakistan Railways’ land portfolio and the commercial, residential and agricultural value of properties located alongside railway tracks, stations and other installations in major cities and rural areas.
Officials said regular operations against encroachments would continue across the country, while legal action would be pursued against illegal occupants in accordance with applicable laws.
With 2,552 acres recovered over five years but another 12,468 acres still under encroachment, the figures indicate that Pakistan Railways has made progress in reclaiming state property while a substantial portion of its land remains to be recovered.
