Islamabad | ReNews Pakistan
The Central Development Working Party (CDWP) has cleared seven major development projects with a combined estimated cost of Rs 252.97 billion, advancing significant public investment in higher education, water infrastructure, space technology and institutional development across Pakistan.
Of the total portfolio, the CDWP directly approved four projects worth approximately Rs 12.44 billion, while three large-scale schemes with a combined cost of Rs 240.54 billion were recommended to the Executive Committee of the National Economic Council (ECNEC) for final approval.
The meeting was chaired by Federal Minister for Planning, Development and Special Initiatives Ahsan Iqbal and reviewed projects covering higher education, information technology, physical planning and housing, with particular emphasis on infrastructure development and institutional capacity building.
Among the projects approved by the CDWP were four higher education schemes submitted by the Higher Education Commission (HEC).
The revised Strengthening of Women University of Azad Jammu and Kashmir, Bagh project, estimated at Rs 2.55 billion, received in-principle approval subject to rationalisation of its cost.
A committee comprising representatives from Science and Technology, Infrastructure and the Chief Physical Planning and Housing sections was constituted to review the project's expenditure.
The planning minister also directed the HEC to develop comprehensive master plans for universities and ensure that major construction contracts are awarded to pre qualified, top tier firms.
Authorities were further instructed to include photographic evidence of previously completed work in revised project proposals and appoint project directors on the basis of qualifications, expertise and relevant professional experience.
The CDWP also approved the Rs 1.04 billion Provision of Academic Facilities at Emerson University Multan project, subject to cost rationalisation.
Another revised project, the Establishment of Hyderabad Institute for Technology and Management Sciences, costing Rs 4.56 billion, was also approved.
Under the revised plan, the HEC was directed to increase the number of buses for the institute from two to six through internal adjustments within the approved cost. The endowment fund is to be removed from the revised PC-I, while operational costs included in the original plan will be retained.
The Strengthening of KBCMA College of Veterinary and Animal Sciences was also approved after its estimated cost was reduced from Rs 5.49 billion to Rs 4.28 billion.
Among the three projects referred to ECNEC, the CDWP recommended the revised Rs 37.13 billion Establishment of Pakistan Space Centre project.
Sponsored by the Space and Upper Atmosphere Research Commission (SUPARCO), the project is designed to develop indigenous capabilities for satellite design, assembly, integration, testing and qualification.
The facility is expected to reduce Pakistan's reliance on foreign satellite development and testing infrastructure while strengthening the country's technological capabilities under the National Space Programme 2047. It is intended to support future satellites serving strategic, scientific and socioeconomic requirements.
A major urban water infrastructure project for Lahore was also forwarded to ECNEC.
The Rs 31.59 billion Lahore Water and Waste Water Management Project includes the construction of a surface water treatment plant at the BRBD Canal, twin three kilometre raw-water pipelines and a treatment facility with a capacity of 54 million gallons per day.
The scheme also includes pumping stations, filtration facilities, treated-water storage tanks, sludge management infrastructure, drainage works and a 4.5-kilometre transmission main.
Measures to reduce non revenue water form another important component of the project. These include district metered areas, feeder mains, distribution pipelines, bulk-flow and consumer meters and a Supervisory Control and Data Acquisition (SCADA) system.
A five-megawatt solar power facility and environmental safeguards are also included in the scheme.
The CDWP directed the Punjab Planning and Development Board to provide an undertaking regarding the project's annual funding requirements through the provincial Annual Development Programme.
The largest project considered at the meeting was the Rs 171.81 billion Greater Karachi Bulk Water Supply Scheme, commonly known as K-IV Phase-I, which was also recommended to ECNEC for approval.
The project is aimed at strengthening Karachi's bulk water supply infrastructure and includes a 650 million gallons per day intake structure at Keenjhar Lake, an RCC gravity conduit, pumping stations, pressurised transmission pipelines, three water storage reservoirs and three filtration plants, along with associated infrastructure.
Ahsan Iqbal described the K-IV scheme as critical to improving access to safe drinking water in Karachi and addressing public health challenges arising from inadequate water supplies.
Federal investment in the project is also expected to reduce the financial burden on lower-income households, many of which currently depend on relatively expensive private water tankers to meet their daily requirements.
The planning minister directed the Sindh government to submit an early report on the synchronisation of critical components of the project.
Particular attention was sought for the completion schedule of the 50MW electricity supply and distribution network augmentation required to operate the water scheme.
The seven project portfolio represents a substantial pipeline of federal and provincial development investment, with the three schemes referred to ECNEC alone accounting for more than Rs 240 billion.
If ultimately approved and implemented, the projects would expand higher education facilities, establish domestic satellite development infrastructure and strengthen water supply systems in Pakistan's two largest cities, Lahore and Karachi.
I can also make this into a more real estate/infrastructure focused ReNews version, giving greater prominence to the Rs 203.4 billion Lahore and Karachi water infrastructure projects.
