Islamabad | ReNews Pakistan
The federal government is considering converting Islamabad’s Shaheed i Millat Secretariat into a luxury five-star hotel as part of efforts to expand the capital’s high end accommodation capacity ahead of the Shanghai Cooperation Organisation (SCO) summit scheduled for October 2027.
Prime Minister Shehbaz Sharif has constituted a high level committee to examine the feasibility of the proposal, which would repurpose the prominent government building in Sector F-6/1 into a hospitality facility capable of accommodating foreign dignitaries and other high level visitors.
The committee includes the federal ministers for interior, housing and finance, along with senior federal secretaries and officials from relevant government departments.
The proposal has emerged as Islamabad prepares for the SCO Council of Heads of State conference, which is expected to attract around 35 VVIPs and more than 3,000 foreign guests. The anticipated influx has increased the government's focus on expanding the capital's stock of high quality hotel rooms and hospitality facilities before the summit.
Shaheed i Millat Secretariat has been identified as a potential site because of its central location and proximity to Islamabad's Red Zone, major government offices, diplomatic areas and commercial centres.
The building is situated on Plot No. 04 in Sector F-6/1, between Jinnah Avenue in Blue Area and Nazimuddin Road. The 4,411 square yard plot was originally allotted to the House Building Finance Corporation (HBFC) in 1975.
According to preliminary details, the building has a total covered area of approximately 251,774 square feet, including basement facilities and multiple access points.
Its existing configuration could also make conversion easier than developing an entirely new hotel facility from the ground up.
The ground floor already includes a dedicated VIP entrance, security screening facilities, a bell desk, reception areas and waiting lounges — features that could potentially be incorporated into a luxury hotel layout with appropriate renovation and upgrading.
The mezzanine floor, covering approximately 15,170 square feet, could be adapted for hospitality-related and support services.
A preliminary technical assessment has identified floors three through 16 as potentially suitable for conversion into hotel accommodation.
Under the concept being examined, these floors could accommodate approximately 128 guest rooms and 64 suites, giving the proposed hotel a total of around 192 rooms and suites.
The project could also include a rooftop restaurant and penthouse facilities, further positioning the property as a high-end hospitality development suitable for international delegations, business travellers and other premium guests.
The proposal was recently presented to Prime Minister Shehbaz Sharif by former Capital Development Authority (CDA) chairman Sohail Ashraf. Following the presentation, the prime minister constituted the committee to undertake a detailed assessment before any final decision is made.
The Ministry of Housing and the Estate Office have also appointed a focal person to coordinate with the committee and facilitate the collection of information required from different government departments.
Officials are currently gathering records and technical details from the CDA and Estate Office as part of the evaluation process.
The review is expected to examine the building's ownership and administrative status, structural suitability, renovation requirements, commercial potential and the financial and operational model that could be adopted if the government decides to proceed.
Concerns have previously been raised over the condition of the building following a fire incident. However, officials involved in the process have maintained that the structure is sound and suitable for use, subject to the necessary renovation and conversion work.
The proposal forms part of wider preparations for the October 2027 SCO summit, which is expected to place considerable pressure on Islamabad's premium accommodation capacity because of the number of heads of state, senior officials, delegations, security personnel and other foreign visitors expected to attend.
Converting an existing government property could provide the capital with additional hotel capacity without requiring an entirely new building to be developed from scratch. However, the final viability of the plan will depend on the findings of the government committee, including the estimated conversion cost and the time required to complete the project before the summit.
Once the committee completes its assessment, its recommendations are expected to be submitted to the federal cabinet.
The cabinet would then decide whether the Shaheed-i-Millat Secretariat should be formally converted into a five-star hotel and determine the mechanism through which the project would be developed and operated.
If approved, the project would represent a significant adaptive reuse of a major government property in one of Islamabad's most valuable central locations, transforming an existing office building into a hospitality asset ahead of one of the capital's largest planned international gatherings.
