Islamabad | ReNews Pakistan
The federal government is considering a wide-ranging reform package for Pakistan’s construction industry, including the establishment of a Construction Industry Development Board, a dedicated development bank, targeted tax measures and stronger accountability standards for contractors and consultants.
The proposed reforms are aimed at addressing regulatory and financing constraints facing the sector, encouraging the adoption of modern construction technologies, strengthening domestic capacity and improving the quality and durability of public infrastructure projects.
Federal Minister for Economic Affairs and Establishment Division Senator Ahad Khan Cheema reviewed the proposals at a high-level meeting attended by Minister of State for Finance Bilal Azhar Kayani, Federal Secretary for Housing and Works Captain Mahmood (retd), the managing director of the Public Procurement Regulatory Authority, representatives of the Construction Association of Pakistan and senior government officials.
A central component of the reform package is the proposed establishment of a Construction Industry Development Board (CIDB), which would serve as a dedicated institution for the development and regulation of the construction sector.
Under the proposed framework, the board would oversee industry standards and bring contractors and consultants under a more comprehensive regulatory system. Both the public and private sectors are expected to have representation in the proposed body.
Cheema said there was broad agreement between the federal government and the Construction Association of Pakistan on the need for such an institution. The proposed framework will be submitted to Prime Minister Shehbaz Sharif for approval.
The government is also considering changes to import and export policies as part of efforts to remove operational constraints affecting the construction industry. Targeted tax reforms are being examined to improve the sector’s business environment and support the introduction of modern construction methods and technologies.
Another major proposal under consideration is the establishment of a dedicated Construction Development Bank (CDB).
The proposal was put forward by construction industry representatives amid concerns that contractors face difficulties in securing financing as well as financial and performance guarantees required for major projects.
Cheema directed the Minister of State for Finance to begin consultations with the State Bank of Pakistan and the Pakistan Banks Association to assess the proposal.
A final decision on the proposed bank will depend on feedback from the two institutions and an assessment of whether a specialised construction-sector financial institution would be commercially and financially viable.
The reform agenda also places greater emphasis on the durability of public infrastructure.
The government plans to extend the standard Defect Liability Period for public development projects from the existing one year to three years. In the longer term, authorities intend to increase the liability period to five years.
The Defect Liability Period requires contractors to remain responsible for defects that emerge after completion of a project. Extending the period is expected to strengthen accountability and reduce the risk of roads, buildings and other public infrastructure deteriorating prematurely.
Cheema said longer liability periods would encourage contractors and executing agencies to maintain higher construction standards and ensure greater value for public money.
The proposed regulatory structure would also significantly strengthen accountability for engineering and construction consultants.
Government officials noted that while existing rules allow action against contractors for defaults or poor performance, there is no comparable comprehensive legal framework for holding consultants accountable for design deficiencies and technical mistakes.
Under the proposed CIDB framework, consultants would be brought under direct regulatory oversight and could face legal and financial consequences for design flaws, technical errors and other professional failures.
Representatives of the Construction Association of Pakistan supported stronger consultant accountability, arguing that contractors should not bear responsibility for failures originating from defective designs or technical advice.
The government believes that introducing common accountability standards for contractors, consultants and executing agencies could improve project design, construction quality and the long-term performance of public infrastructure.
The broader package signals an attempt to address the construction sector through a combination of institutional regulation, specialised financing, tax and trade policy reforms, technological modernisation and tougher quality controls rather than relying on isolated incentives.
Cheema said the government’s objective is to ensure that public development projects provide value for money while meeting required standards of quality, durability and professional accountability.
