The federal government is considering a comprehensive development package for Pakistan’s construction industry, including the establishment of a Construction Industry Development Board and an evaluation of a dedicated Construction Development Bank.
The proposals were discussed at a high level meeting chaired by Federal Minister for Economic Affairs and Establishment Division Senator Ahad Khan Cheema. Minister of State for Finance Bilal Azhar Kayani, Federal Secretary for Housing and Works Captain retired Mahmood, officials of the Public Procurement Regulatory Authority and representatives of the Construction Association of Pakistan also attended the meeting.
Under the proposed package, the Construction Industry Development Board, CIDB, would perform both development and regulatory functions. It would oversee construction standards as well as the performance of contractors and consultants, while representatives from the public and private sectors would be included in the proposed body.
The government and the Construction Association of Pakistan have expressed agreement on the need for such an institution. The proposed framework for the CIDB is expected to be submitted to the Prime Minister for final approval.
Another important proposal is the creation of a specialised Construction Development Bank, CDB, aimed at addressing financing problems faced by construction companies. Industry representatives raised difficulties in obtaining financial and performance guarantees from banks and proposed a dedicated institution for construction sector financing.
However, a final decision on establishing the bank has not yet been taken. The government has directed that detailed consultations be held with the State Bank of Pakistan and Pakistan Banks Association to examine the financial feasibility and practical need for a separate construction bank.
The wider package also includes targeted tax reforms and changes in import and export policies. The government says these measures could help encourage the use of modern construction technology, reduce policy related difficulties and strengthen local construction capacity.
The proposed reforms could have a direct impact on builders, contractors, developers and consultants, particularly because the Construction Association of Pakistan participated in the discussions and raised several financial and operational concerns affecting the industry.
The government is also planning to increase the standard Defect Liability Period for public development projects from one year to three years, with a longer term plan to extend it to five years. This would make contractors and executing agencies responsible for the quality of completed public infrastructure for a longer period.
Consultants could also face greater accountability under the proposed regulatory system. At present, penalties can be imposed on contractors for poor performance, but the government says there is no comparable legal mechanism for consultants. Under the proposed CIDB framework, consultants could be held legally and financially responsible for design defects and technical mistakes.
The proposed package therefore goes beyond the creation of new institutions. If approved and implemented, it could change how construction businesses are regulated, financed and held accountable while also influencing taxation, project quality and access to funding across Pakistan’s construction sector.
