Independent power producers (IPPs), including both private and state-owned plants, are procuring imported coal at significantly less competitive prices than those achieved through government led procurement, raising concerns over the impact of inefficient purchasing practices on electricity costs for households across Pakistan.
The issue has come under renewed scrutiny following a review by the Power Division and the National Electric Power Regulatory Authority (NEPRA), which identified weaknesses in the procurement mechanisms used by some IPPs for imported coal. Since fuel costs are incorporated into electricity tariffs through monthly fuel price adjustments, higher procurement costs can ultimately translate into increased electricity bills for consumers.
The disparity became particularly evident after a recent government tender for coal supplies to the 660-megawatt Jamshoro Power Plant resulted in a discount of $7.12 per ton from the successful supplier. In contrast, some coal supply contracts negotiated by IPPs reportedly secured discounts of only $0.20 to $0.50 per ton.
The significant difference has raised questions about whether private power producers are fully leveraging competitive bidding mechanisms to secure the lowest possible fuel prices. The Power Division has acknowledged inefficiencies in the imported coal procurement process and has issued new policy guidelines aimed at improving purchasing practices.
According to the review, stronger competition among suppliers and greater emphasis on price discounts could help reduce the cost of electricity generation. The measures introduced following the review are estimated to have the potential to save the national exchequer up to Rs 380 million annually.
NEPRA had previously examined the procurement practices of a private power plant and raised concerns over a six-year coal supply agreement. The regulator found that the contract provided discounts ranging from just $0.20 to $0.50 per ton and that bids were evaluated against estimated future coal prices.
NEPRA observed that linking bid evaluation to projections of future coal prices could weaken competition among suppliers because international coal prices are subject to fluctuations. Such an approach may reduce the incentive for suppliers to offer larger discounts at the bidding stage.
The regulator indicated that procurement could have produced more competitive results if greater importance had been given to the actual discounts offered by suppliers rather than relying heavily on estimates of future market prices.
The findings are significant for electricity consumers because imported fuel costs are ultimately incorporated into the power sector's tariff mechanism. Any unnecessary increase in the cost of fuel procurement can therefore place additional pressure on electricity prices and household budgets.
The latest policy intervention is consequently aimed not only at improving transparency and efficiency in IPP procurement but also at reducing avoidable costs across the power generation system. If implemented effectively, more competitive coal procurement could help lower generation costs and reduce the financial burden passed on to electricity consumers through fuel price adjustments.
