Islamabad | ReNews Pakistan
A new governance framework could significantly reshape the administration of the federal capital by giving Islamabad provincial-style political, administrative and financial powers, including greater control over land, territory, development authorities and civic services.
A high level special committee has submitted its proposed framework to the Prime Minister amid an ongoing national debate over the creation of new provinces and administrative units. The proposal seeks to establish a more autonomous governance structure for Islamabad while retaining federal oversight over certain strategic functions.
One of the most significant aspects of the proposed framework is the proposed transfer of the powers and functions of the Capital Development Authority (CDA) and other bodies operating under local government laws to the new Islamabad government. This could have major implications for land administration, urban development, planning, municipal services and the management of the federal capital's territory.
Under the proposed arrangement, Islamabad would have a 27 member assembly, comprising 21 directly elected members, five reserved seats for women and one seat for minorities. The federal capital's existing National Assembly constituencies would form the basis of representation, with seven assembly seats proposed from each constituency.
The new Islamabad government would also have its own chief executive, who could be designated either as a chief minister or mayor. A chief secretary and four secretaries would be responsible for administering different groups of departments.
The proposed government would reportedly exercise authority over 27 administrative departments, including health, education, environmental protection and civic services. The expanded administrative structure would also give the capital greater control over development related matters and the management of public services.
The proposed transfer of CDA functions is particularly important because the authority has traditionally played a central role in Islamabad's land development, sector planning, road infrastructure, zoning, building regulation, land-use management and urban expansion. Shifting these functions to an elected Islamabad government could fundamentally alter the way land and development decisions are made in the capital.
However, the proposal does not envisage complete separation from the federal government. Law and order and master planning would remain under federal control, either through a federal ministry or a governor. Federal institutions performing nationwide functions would also continue operating in Islamabad.
The proposed Islamabad Assembly would have administrative and financial powers broadly comparable to those exercised by provincial legislatures. Elections for the assembly would be conducted by the Election Commission of Pakistan, providing the proposed system with an elected political structure.
If implemented, the framework could represent a major change in the governance of Islamabad, particularly in relation to land ownership, development control, territorial administration and the future role of the CDA. It could also establish a clearer division between federal responsibilities and the capital's own elected administration.
The proposal is still a framework submitted for consideration and does not, by itself, establish a new provincial government or transfer existing powers. Any implementation would require decisions by the federal government and potentially further legal and constitutional measures.
The debate over the proposed arrangement is therefore likely to focus not only on political representation but also on who should control Islamabad's valuable land, development authorities, urban territory and planning decisions, and how those powers should be exercised under an elected local or provincial style government.
