Islamabad | ReNews Pakistan
The National Electric Power Regulatory Authority has approved the Integrated System Plan 2025,35 prepared by the Independent System and Market Operator to address Pakistan’s electricity generation and transmission requirements through 2035.
The plan envisages an estimated investment of $47.13 billion in electricity generation, while a further $10.65 billion will be required for the expansion and upgrading of the national transmission system.
According to NEPRA, Pakistan’s peak electricity demand is projected to increase from 26,950 megawatts in 2025 to 35,521 megawatts by 2035. To meet future requirements, the plan estimates a need for 26,045MW of additional generation capacity.
This includes 17,485MW from already committed projects and 8,560MW of newly proposed optimised capacity. At the same time, around 2,577MW of existing generation capacity is expected to be retired during the planning period.
However, NEPRA rejected a proposed $900 million investment in a Battery Energy Storage System, saying its cost had not been properly incorporated and evaluated in ISMO’s optimisation model. The regulator directed that a comprehensive technical study be carried out before the proposal is reconsidered.
The regulatory decision also highlighted concerns over the exclusion of some of Pakistan’s cheapest renewable electricity projects from national planning for more than a year.
In a dissenting note, NEPRA Member Amina Ahmed said K Electric had secured tariffs as low as 3.09 US cents per kilowatt hour during a renewable energy auction in late 2024, representing the lowest renewable electricity tariff recorded in Pakistan.
According to her observations, around 640MW of these projects remained outside the planning process for more than a year. After corrections were made to the underlying data in July 2026, the revised modelling showed that incorporating the low cost renewable projects would reduce, rather than increase, overall system costs.
NEPRA also did not endorse the proposed completion of the National Grid K Electric interconnection transmission line by 2028, observing that the project could require around five years to complete and that the proposed timeline was not realistic.
The plan has also generated concerns among planners, business organisations and provincial governments. Stakeholders have argued that Pakistan already has an estimated surplus generation capacity of 15 to 20 gigawatts, while existing power plants are operating at around 45 percent of their capacity.
They warned that additional investment in generation could further increase circular debt and capacity payments, potentially adding to the financial burden ultimately borne by electricity consumers.
NEPRA Chairman Waseem Mukhtar also noted that Pakistan is already paying for excess generation capacity. He said daytime demand from the national grid has declined to around 12,000MW as an increasing number of consumers shift towards solar power and other alternative energy sources.
The approved plan will therefore shape Pakistan’s long-term electricity generation and transmission strategy, while the regulator has directed ISMO to address shortcomings in future planning, including clearer data presentation and inconsistencies in tariff projections.
