Islamabad | ReNews Pakistan
The National Assembly Standing Committee on Housing and Works has expressed serious concern over prolonged delays in major public housing projects in Islamabad, including Lifestyle Residency Apartments in G 13 and I 12 Flats, and directed the relevant authorities to accelerate work and ensure timely completion of the schemes.
The committee, chaired by MNA Maulana Abdul Ghafoor Haideri, stressed that housing projects should be completed in a transparent and result oriented manner while protecting the interests of people who have already made payments for their allotted properties.
During the meeting, the Federal Government Employees Housing Authority briefed the committee on the stalled Lifestyle Residency Apartments project in G 13.
Officials informed the committee that the project had suffered delays because of financial constraints, disputes between joint venture partners, contractual and management issues and the eventual termination of the construction agreement.
The sharp increase in construction costs had also affected the financial viability of completing the project at the rates originally charged from allottees.
The Federal Government Employees Housing Authority is now considering a public private partnership and business model under which commercial inventory associated with the project could be used to generate funds for completing its residential component.
The proposed arrangement is intended to minimise any additional financial burden on existing allottees while finding a workable financing mechanism for restarting construction.
The committee chairman raised concern that the Lifestyle Residency Apartments had remained incomplete despite allottees paying the required amounts and directed the authorities to take immediate steps for the resumption and early completion of work.
The Secretary of the Ministry of Housing and Works informed the committee that progress had been made towards restarting the project following directions from the federal minister.
According to the briefing, work on a new joint venture agreement is being finalised and is expected to be advertised shortly.
The committee directed the responsible departments to demonstrate tangible progress without further delay and ensure that the rights and financial interests of the allottees are protected.
It also called for early completion of the projects and timely handing over of possession to people awaiting their residential units.
Members maintained that prolonged delays in public housing projects were unacceptable and directed the authorities to submit regular progress reports on all such schemes until their completion.
The committee also reviewed the performance of the Pakistan Infrastructure Development Company Limited and received a briefing on its institutional restructuring, technical capacity and ongoing development activities.
Officials highlighted the use of digital systems including RAAST based payments, electronic office systems and GIS based project monitoring as part of efforts to improve transparency, financial management and oversight of development projects.
The committee emphasised that stronger project supervision, financial discipline and regular monitoring would be essential to prevent further delays in public housing schemes and to protect people whose funds remain tied up in incomplete projects.
