Islamabad | ReNews Pakistan
The State Bank of Pakistan has barred employees of participating banks, Development Finance Institutions and Microfinance Banks from obtaining subsidised housing finance under the Wazir e Azam Apna Ghar Program, also known as Ghar Ho Tu Apna.
The clarification was issued on September 14, 2026 through SH&SFD Circular Letter No. 05 of 2026, directing participating financial institutions to inform their branches and field offices and ensure compliance with the revised eligibility condition.
The restriction applies specifically to employees of banks, DFIs and MFBs participating in the government backed housing finance programme.
The new condition does not prevent these employees from obtaining ordinary commercial housing finance outside the subsidised scheme.
For other eligible applicants, the broader Apna Ghar programme continues under its existing financing framework.
The scheme currently allows housing finance of up to Rs10 million at a fixed customer rate of 5 percent, with repayment periods extending up to 20 years.
Borrowers can receive financing of up to 90 percent of the property or construction cost, with the remaining 10 percent to be provided as their own equity.
The scheme does not impose processing charges or prepayment penalties.
Housing finance under the programme can be used for purchasing a house or flat, constructing a house on an already owned plot, or purchasing a plot together with construction of a house.
The programme was originally launched in September 2025 as the Mera Ghar Mera Ashiana Markup Subsidy and Risk Sharing Scheme for Affordable Housing Finance and was later renamed the Wazir e Azam Apna Ghar Program, Ghar Ho Tu Apna.
In March 2026, the scheme was expanded to cover houses of up to 10 marla or 2,720 square feet and flats of up to 1,500 square feet.
The maximum financing limit was also increased to Rs10 million and the customer rate was standardised at 5 percent, while earlier loans carrying an 8 percent rate were to be adjusted accordingly.
Participating institutions include commercial banks, Islamic banks, microfinance banks and the House Building Finance Company.
The government later expanded eligibility to Overseas Pakistanis and Non Resident Pakistanis holding NICOP or POC and also allowed financing arrangements for government employees through departmental bulk processing.
Private developer led housing projects were also brought within the financing framework.
To speed up loan processing, the State Bank has set a 15 working day limit for credit approval after submission of a complete application.
The maximum Debt Burden Ratio has been fixed at 65 percent of the borrower’s net disposable income.
For properties valued up to Rs5 million, banks and HBFCL can conduct internal valuation, while properties worth more than Rs5 million require valuation by a Pakistan Banks Association approved panel valuator.
The September 14 clarification therefore creates a specific restriction for employees of participating financial institutions while the subsidised housing programme remains open to other eligible applicants under the existing framework.
