Islamabad | ReNews Pakistan
The federal government has approved the designation of Karachi Industrial Park (KIP), covering 6,409 acres of Pakistan Steel Mills land near Port Muhammad Bin Qasim, as a Federal Special Economic Zone (SEZ), marking a major step towards attracting industrial investment and expanding Pakistan's export-oriented manufacturing sector.
The project aims to encourage domestic and foreign investors, particularly Chinese and other international businesses, to establish industrial facilities, manufacture value added products for overseas markets and generate employment opportunities.
The approval was granted during the 11th meeting of the Board of Approvals (BOA) for Special Economic Zones, chaired by Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb on October 23, 2026.
According to an official statement issued by the Ministry of Finance, the meeting reviewed measures to facilitate industrial investment, improve infrastructure provision and ensure the effective utilisation of government-owned industrial land.
The board formally approved the application for Karachi Industrial Park to receive Federal Special Economic Zone status.
The proposed industrial park is located on extensive land belonging to Pakistan Steel Mills near Port Qasim, one of the country's major maritime trade gateways.
Its strategic location is expected to offer advantages for export oriented manufacturing through proximity to port facilities, imported raw materials, industrial transport networks and international shipping routes.
The government intends to attract investors interested in establishing manufacturing units that can produce goods for both domestic and international markets.
The initiative is also designed to promote technology transfer, strengthen industrial productivity and encourage value addition across different manufacturing sectors.
One of the project's important objectives is to bring underutilised Pakistan Steel Mills land into productive economic use.
The development could create opportunities in manufacturing, logistics, warehousing, transport infrastructure and related industrial services.
According to official planning documents, the project's initial development concept included a first phase covering 1,500 acres.
An initial 500 acre development block, with an estimated project cost of approximately Rs 7.40 billion, received approval from the Central Development Working Party in February 2025.
Alongside the Karachi Industrial Park approval, the Board of Approvals endorsed general eligibility criteria for providing essential utilities and associated infrastructure to privately developed Special Economic Zones through government funding.
Under the Special Economic Zones Act, 2012, the government may consider providing road access, electricity, gas, water and other essential services up to the designated zero point of eligible private economic zones on a case-by-case basis.
The board also approved a Land Lease Policy for public sector Special Economic Zones and industrial estates in Punjab.
The policy seeks to promote long term industrial investment by reducing upfront land acquisition costs, encouraging land leasing and improving the utilisation of government-owned industrial properties.
The Special Investment Facilitation Council (SIFC) has supported the establishment of Karachi Industrial Park as part of broader efforts to facilitate investment and industrial development.
Some media reports have described the project as having the backing of the International Monetary Fund (IMF).
However, the official Finance Ministry announcement does not identify any direct IMF financing commitment or specific IMF investment approval for the industrial park.
The development also comes as Pakistan faces commitments under its IMF-supported economic programme to gradually phase out certain tax incentives for Special Economic Zones by 2035.
This policy environment places increasing importance on reliable infrastructure, efficient administration, export competitiveness and a predictable investment framework.
