Punjab’s Provincial Development Working Party (PDWP) has approved a Rs18.786 billion scheme associated with the Nawaz Sharif Medical District in Lahore, advancing a healthcare development whose wider plans combine specialised hospitals with transport infrastructure, commercial facilities and public spaces.
The approval was granted during the PDWP’s 11th meeting of the current financial year on October 27, chaired by Punjab Planning and Development Board Chairman Dr Naeem Rauf.
According to an Associated Press of Pakistan report, the meeting cleared 10 development schemes worth approximately Rs 60 billion across several sectors. The healthcare scheme was listed as the establishment of the Nawaz Sharif Medical District at the Lahore Sharif Institute of Orthopedics, Spine and Rehabilitation.
The approved amount relates to the scheme presented to the PDWP. It should be distinguished from the wider medical district programme, which includes several specialised institutions and separately identified construction packages.
The Infrastructure Development Authority of Punjab’s contractor listings identify projects within the medical district covering orthopaedics and rehabilitation, burns and plastic surgery, trauma care, paediatric health, genetics and blood diseases, nursing education, infectious diseases, and ophthalmology and otolaryngology. These listings establish the broader scope of the district, although they do not demonstrate that every facility is complete or operational.
The project also has a substantial land-use dimension. Media's June 2026 budget coverage located the wider medical district on Lahore’s southwestern outskirts near Pine Avenue and LDA City, describing a pedestrian-friendly campus extending over more than 1,500 kanals. This places the development within an expanding urban corridor where hospital access, utilities and surrounding land uses will be important to its functioning.
Earlier planning details reported in February identified two mixed-use commercial zones measuring 28.89 kanals and 28.69 kanals—a combined 57.58 kanals. The reported layout also included a biodiversity park, a 22.87-kanal helipad and a 32.38-kanal gas station. These figures concern the earlier district plan; the latest approval report does not establish whether those allocations have subsequently changed.
Connectivity forms another significant part of the proposed land development. The earlier plan envisaged a Civic Avenue linking hospitals, a 250-foot-wide Sunset Avenue, direct access to Lahore Ring Road, and 53.99 kanals reserved for pedestrian crossings, bridges and canal-side walkways.
Together, these elements indicate a planned healthcare precinct with supporting infrastructure extending beyond individual hospital buildings.
From an urban-development perspective, concentrating medical institutions in this location could generate demand for patient accommodation, pharmacies, transport and other supporting services.
That remains a potential consequence of implementation, rather than a confirmed increase in surrounding property prices.
The latest approval report does not specify fresh land acquisition, ownership transfers, compensation arrangements or the parcel boundaries attached to the Rs 18.786 billion scheme. It also provides no scheme-specific completion date. Those details will be necessary to establish the precise land footprint and delivery schedule of the newly approved works.

پنجاب کی صوبائی ترقیاتی ورکنگ پارٹی (پی ڈی ڈبلیو پی) نے لاہور میں نواز شریف میڈیکل ڈسٹرکٹ سے متعلق 18 ارب 78 کروڑ 60 لاکھ روپے کی سکیم منظور کر لی ہے۔ یہ منظوری ایک ایسے طبی منصوبے کی جانب پیش رفت ہے جس کے وسیع تر خاکے میں خصوصی ہسپتالوں کے ساتھ آمدورفت کا بنیادی ڈھانچہ، کمرشل سہولتیں اور عوامی مقامات بھی شامل ہیں۔
منظوری 27 اکتوبر کو رواں مالی سال کے پی ڈی ڈبلیو پی کے گیارہویں اجلاس میں دی گئی، جس کی صدارت پنجاب پلاننگ اینڈ ڈویلپمنٹ بورڈ کے چیئرمین ڈاکٹر نعیم رؤف نے کی۔
ایسوسی ایٹڈ پریس آف پاکستان کی رپورٹ کے مطابق اجلاس میں مختلف شعبوں کی تقریباً 60 ارب روپے مالیت کی 10 ترقیاتی سکیمیں منظور کی گئیں۔ صحت کے شعبے کی مذکورہ سکیم کو لاہور شریف انسٹی ٹیوٹ آف آرتھوپیڈکس، سپائن اینڈ ری ہیبلی ٹیشن میں نواز شریف میڈیکل ڈسٹرکٹ کے قیام کے عنوان سے درج کیا گیا۔
منظور شدہ رقم پی ڈی ڈبلیو پی کے سامنے پیش کی گئی مخصوص سکیم سے متعلق ہے۔ اسے وسیع تر میڈیکل ڈسٹرکٹ پروگرام سے الگ سمجھنا ضروری ہے، جس میں متعدد خصوصی طبی ادارے اور الگ تعمیراتی پیکیجز شامل ہیں۔
انفراسٹرکچر ڈویلپمنٹ اتھارٹی آف پنجاب کی ٹھیکیداروں سے متعلق فہرستوں میں میڈیکل ڈسٹرکٹ کے اندر ہڈیوں کے علاج و بحالی، جھلسے ہوئے مریضوں کے علاج اور پلاسٹک سرجری، ٹراما کیئر، بچوں کی صحت، جینیاتی اور خون کی بیماریوں، نرسنگ کی تعلیم، متعدی امراض، امراضِ چشم اور ناک، کان، گلے کے علاج کے منصوبے درج ہیں۔
منصوبہ اراضی کے استعمال کے لحاظ سے بھی اہمیت رکھتا ہے۔ جون 2026 کی بجٹ کوریج میں وسیع تر میڈیکل ڈسٹرکٹ کا مقام لاہور کے جنوب مغربی مضافات میں پائن ایونیو اور ایل ڈی اے سٹی کے قریب بتایا گیا تھا۔ رپورٹ کے مطابق 1,500 کنال سے زائد رقبے پر محیط اس کیمپس میں پیدل آمدورفت کو سہل بنانے کا تصور پیش کیا گیا ہے۔ یوں یہ منصوبہ شہر کے ایک توسیع پذیر علاقے میں واقع ہے، جہاں ہسپتالوں تک رسائی، بنیادی شہری سہولتوں اور گردونواح میں اراضی کے استعمال کی نوعیت اس کے مؤثر طور پر کام کرنے میں اہم ہوگی۔
فروری میں سامنے آنے والی ابتدائی منصوبہ بندی کی تفصیلات میں مخلوط استعمال کے دو کمرشل زونز کے لیے بالترتیب 28.89 اور 28.69 کنال، یعنی مجموعی طور پر 57.58 کنال اراضی مختص کیے جانے کا ذکر تھا۔ رپورٹ شدہ نقشے میں حیاتیاتی تنوع کے تحفظ کے لیے ایک پارک، 22.87 کنال پر ہیلی پیڈ اور 32.38 کنال پر گیس سٹیشن بھی شامل تھا۔ یہ اعدادوشمار میڈیکل ڈسٹرکٹ کے ابتدائی منصوبے سے متعلق ہیں؛ تازہ منظوری کی رپورٹ سے یہ واضح نہیں ہوتا کہ بعد میں ان میں کوئی تبدیلی ہوئی یا نہیں۔

شہری ترقی کے تناظر میں ایک ہی مقام پر متعدد طبی اداروں کا قیام مریضوں اور ان کے تیمارداروں کی رہائش، فارمیسیوں، ٹرانسپورٹ اور دیگر معاون خدمات کی طلب پیدا کر سکتا ہے۔ تاہم یہ منصوبے پر عمل درآمد کا ایک ممکنہ اثر ہے؛ اسے گردونواح میں جائیداد کی قیمتوں میں مصدقہ اضافے کے طور پر پیش نہیں کیا جا سکتا۔
تازہ منظوری کی رپورٹ میں نئی اراضی کے حصول، ملکیت کی منتقلی، معاوضوں کے انتظامات یا 18 ارب 78 کروڑ 60 لاکھ روپے کی سکیم سے متعلق قطعۂ اراضی کی حدود کی تفصیل نہیں دی گئی۔ رپورٹ میں اس مخصوص سکیم کی تکمیل کی تاریخ بھی درج نہیں۔
