The government has signalled plans to introduce new reforms aimed at making Pakistan’s real estate sector more organized, transparent and attractive for investment.
Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb said that sustained consultation and practical policy measures are essential for promoting sustainable growth, attracting investment and strengthening documentation within the real estate sector.
According to the Ministry of Finance, the finance minister made these remarks while chairing a virtual meeting of the Focus Group established to promote Real Estate Investment Trusts, commonly known as REITs, and support the development of the capital market. The meeting was attended by representatives of the business community, financial institutions, market participants and key stakeholders from both the public and private sectors.
Prominent business figures including Arif Habib, Nadeem Riaz and Ali Jameel also participated in the meeting. The participants discussed the current state of Pakistan’s REIT market, its potential, existing challenges and emerging investment opportunities.
The finance minister appreciated the active role of the business community, financial institutions and other market stakeholders, saying that continuous consultation would be ensured in the policymaking process so that reforms remain aligned with ground realities and broader economic objectives.
During the meeting, participants stressed the need for coordinated, clear and practical measures to make the real estate sector a stronger part of the formal economy. They said simplifying procedures was vital to enabling investors, particularly small investors, to participate in real estate investment through REITs.
The meeting also reviewed measures to promote REITs, including improvements in the tax regime, removal of administrative hurdles, greater regulatory clarity and more effective coordination among relevant institutions. Participants noted that while Pakistan’s REIT market has made initial progress, there remains significant room for expansion and investment.
Finance Minister Muhammad Aurangzeb said REITs provide an important transparent, organised and documented channel for real estate investment. He said the framework cannot only help bring investment into the formal economy but also strengthen linkages between construction, development projects and the capital market.
The meeting also emphasized the need to build investor confidence, launch awareness campaigns, develop an effective secondary market mechanism and align Pakistan’s REIT framework with international best practices. However, participants agreed that the framework should remain simple, clear, practical and suited to the needs of the local market.
The finance minister directed the Securities and Exchange Commission of Pakistan, REIT issuers, the Tax Policy Office and other relevant institutions to conduct a detailed review of taxation, regulatory issues and market development matters, and submit practical proposals.
At the conclusion of the meeting, the government reiterated its commitment to promoting a strong, transparent and investor-friendly environment between the real estate sector and the capital market, with the aim of increasing investment, expanding documentation in the economy and supporting sustainable economic growth.
