Prime Minister Muhammad Shehbaz Sharif has said that reforms in the housing sector have become a pressing need in view of the country’s growing population. He stated that providing housing for low income groups, promoting affordable housing projects, encouraging the private sector and improving public facilities are among the government’s key priorities.
The Prime Minister chaired an important review meeting on reforms in the housing sector, where various proposals were discussed to make the sector more organized, transparent and reliable for investment.
Addressing the meeting, the Prime Minister said Pakistan’s rapidly growing population and unplanned urban expansion are increasing pressure on agricultural land, making it essential to develop a comprehensive and effective strategy. He said urban development must move forward under better planning so that agricultural land can be protected while citizens are provided with improved housing facilities.
The Prime Minister directed that all matters related to the housing sector should be digitized and automated to promote transparency, reduce the risk of corruption and facilitate citizens, buyers, developers and investors. He said that to attract overseas investors to Pakistan’s housing sector, it is necessary to bring the sector under a clear regulatory framework.
During the briefing, the meeting was informed that the regulatory framework would be simplified to promote transparency in the housing sector and provide facilities to credible investors and developers. It was proposed that registration with the Securities and Exchange Commission of Pakistan should be made mandatory for those working in the housing and development sector to strengthen accountability and trust.
The briefing further stated that a comprehensive strategy would be prepared to prevent the unplanned expansion of cities. High rise buildings and vertical expansion would be encouraged in major urban centers to ensure better use of limited land. A proposal for master town planning for major cities was also presented.
The meeting also reviewed a proposal to establish a one window system to protect the rights of developers, buyers and other stakeholders. The system is aimed at bringing approvals, registration, complaints and other related matters onto a single platform to reduce unnecessary delays, complicated official procedures and non transparent practices.
Prime Minister Shehbaz Sharif directed that consultations should be held with the provinces on these proposals. He said meaningful reforms in the housing sector can only move forward effectively through cooperation between the federal government and the provinces.
The meeting was attended by Federal Minister for Economic Affairs Ahad Khan Cheema, Federal Minister for Housing and Works Mian Riaz Hussain Pirzada, Federal Minister for Interior and Narcotics Control Mohsin Naqvi, Federal Minister for Law and Justice Azam Nazeer Tarar, Adviser to the Prime Minister on Inter Provincial Coordination Rana Sanaullah, Minister of State for Interior Talal Chaudhry, Minister of State for Finance and Railways Bilal Azhar Kayani, NAB Chairman Lieutenant General retired Nazir Ahmed Butt, Attorney General Mansoor Awan and senior officials concerned.
