Karachi | ReNews Pakistan
The Professional Accountants Forum (PAFO) has urged the government to ensure that all parliamentarians first file their tax returns and disclose their assets for 2026, while the Federal Board of Revenue (FBR) should immediately publish the parliamentarians' directories pending since 2020.
In a letter addressed to Finance Minister Muhammad Aurangzeb, PAFO President Muhammad Iqbal called for all parliamentarians to file their tax returns for the current year and ensure transparency regarding their tax and asset declarations.
The forum pointed out that the last parliamentarians' directory was published in 2019, while directories covering the period from 2020 to 2025 have not yet been published. It urged the FBR to release all pending directories without further delay.
According to the forum, publication of parliamentarians' tax and asset related information would help strengthen public confidence in the tax system and demonstrate that elected representatives are also fulfilling their tax responsibilities.
The letter further stated that the FBR has repeatedly highlighted its use of modern technology and artificial intelligence capabilities. The forum said timely compilation and publication of parliamentarians' tax information and directories could also demonstrate the practical use of these capabilities.
PAFO said greater transparency in tax returns and asset declarations by parliamentarians could contribute to strengthening public trust and encouraging businesses and traders to voluntarily pay their due taxes.
The forum called for a broader approach to expanding the country's tax base, arguing that tax compliance should be visible across all relevant segments of society rather than being focused primarily on businesses and ordinary taxpayers.
It also stressed that parliamentarians should set an example by complying with tax laws and ensuring transparency in their tax returns and asset declarations. According to the forum, such measures could contribute to promoting a stronger culture of tax compliance and voluntary tax payment.
The letter was sent by PAFO President Muhammad Iqbal to Finance Minister Muhammad Aurangzeb. The Professional Accountants Forum comprises business professionals including chartered accountants, cost and management accountants, MBAs, MComs, ACCAs, MLAs, CPAs, CFAs, CIAs, CISAs, PIPFAs, professionals holding diplomas in Islamic banking and PGD holders from CIE.
The forum urged the finance ministry and the FBR to prioritise publication of the pending parliamentarians' directories and strengthen transparency in tax returns and asset declarations to help improve confidence in the tax system and encourage voluntary tax compliance.

Karachi | ReNews Pakistan Pakistan’s real estate investment trust sector is gaining momentum, with 18 REIT funds established and projects worth more than Rs 2 trillion under development, according to Arif Habib Dolmen REIT Management Company CEO Muhammad Ijaz.
Ijaz said REITs could help formalise Pakistan’s largely informal real estate sector while enabling investors with relatively modest capital to participate in property related businesses.
He said the REIT framework addressed two major challenges associated with real estate investment, namely the need for substantial capital and the limited liquidity of property assets.
Under the model, real estate assets are divided into units that can be purchased by investors, allowing both small and large investors to participate in property related investments.
Ijaz said Dolmen City REIT, Pakistan’s first REIT, had an asset value of around Rs 22 billion when it was launched, with 2.2 billion units issued at Rs10 each. He said investors could participate with Rs 5,000 while those with much larger amounts could also invest through the same structure.
He explained that the legal title of REIT assets remained with the trustee, while investors held REIT units representing their ownership interest. Trustees are licensed entities, including the Central Depository Company and Digital Custodian Company, while REIT management companies are responsible for managing the underlying businesses and assets.
Ijaz said five REITs were currently listed on the Pakistan Stock Exchange, with additional listings expected. Rental REITs are required to be listed within their first year, while developmental and hybrid REITs are required to be listed within three years.
He distinguished between rental and developmental REITs, saying rental REITs generally acquire completed properties and generate income by leasing them, while developmental REITs develop land or projects for sale or lease.
According to Ijaz, REITs are required to distribute 90% of distributable income among unit holders. He said Dolmen City REIT initially offered a yield of around 10%, while investors who purchased units at around Rs11 later saw a substantial increase in yield as the unit price rose.
Under the model, investors can purchase a fractional share of a property. For example, an apartment measuring 1,800 square feet and valued at Rs 30 million could be divided into 100 square foot shares worth Rs 1.8 million each.
Ijaz said investors could accumulate additional shares over time and potentially sell them later. The model is initially being developed in Naya Nazimabad, with ownership and rental arrangements managed through institutional and contractual structures.
He said the REIT sector was no longer limited to Karachi. Of the 18 REIT funds, 10 were in Karachi while eight were in Lahore and Islamabad. Projects include developments associated with Naya Nazimabad, Surjani Town, Lahore’s Central Business District, Ravi Urban Development Authority and Rifah Medical City.
Ijaz said a 150 acre project in Surjani Town had been divided into two REIT funds focusing on horizontal and vertical development, with an emphasis on environmentally friendly urban development.
Ijaz also called for greater availability of mortgage finance and institutional funding for professionally managed housing projects. He said the build to rent model could emerge as an important business model, allowing people to access professionally managed rental housing without bearing the financial and administrative burden of constructing their own homes.
He said Pakistan’s real estate sector had significant potential if supported by better taxation policies, institutional investment and professional project management.

Karachi | ReNews Pakistan
The Securities and Exchange Commission of Pakistan (SECP) has proposed increasing the maximum limit for micro enterprise and housing loans to Rs5 million, along with changes to income and turnover thresholds for micro, small and medium enterprises.
According to the SECP, the proposed amendments have been issued for consultation with stakeholders and relevant parties. The changes are aimed at updating existing financing and classification limits in line with developments in the small business and financial sectors.
Under the proposed amendments, the annual income limit for obtaining microfinance loans would be increased from Rs1.2 million to Rs1.5 million. The proposed change could expand access to microfinance for individuals and small business operators whose income currently falls outside the existing eligibility threshold.
The SECP has also proposed increasing the annual turnover limit for small businesses from Rs30 million to Rs400 million. For medium sized businesses, the annual turnover threshold has been proposed to increase from Rs400 million to Rs2 billion.
According to the commission, the proposed thresholds for small and medium enterprises are aligned with recent changes introduced by the State Bank of Pakistan. The alignment is intended to bring greater consistency to the classification of businesses and financing frameworks across the financial sector.
The proposed increase in the loan limit for micro enterprises and housing finance to Rs5 million could provide greater financing capacity for eligible borrowers, particularly those seeking funds for small business activities or housing related needs. However, the availability of financing would remain subject to the applicable lending criteria and requirements of financial institutions.
The SECP said the proposed amendments are currently at the consultation stage. Feedback and suggestions from stakeholders will be considered before the amendments are finalised and formally implemented
