Karachi | ReNews Pakistan The Federal Constitutional Court has sought the audit report of a non-governmental organisation (NGO) in connection with the construction of residential plots on land allocated for public welfare purposes. The court heard an appeal filed by the NGO against a Sindh High Court judgment and raised questions regarding the allotment and use of the land as well as the organisation’s financial affairs. At the Karachi Registry, the Federal Constitutional Court heard the NGO’s appeal against the Sindh High Court decision concerning the construction of residential plots on land allotted for welfare purposes. During the proceedings, the court raised important questions about the legal basis of the land allotment, its present use and the NGO’s financial matters, and directed the organisation to submit its audit report by the next hearing. During the hearing, counsel for the appellant NGO maintained that the organisation had been allotted the land in 1982 for welfare purposes. The counsel presented the organisation’s position regarding the allotment and its subsequent use of the property. Justice Syed Hasan Azhar Rizvi questioned the basis on which a 2,000-square-yard plot had been allotted to the NGO and asked what welfare services the organisation had performed in return for being granted such valuable land. The court also sought clarification regarding the legal authority under which the land had been allotted and its current use. Additional Advocate General Sindh Faizan Memon told the court that the land had been allotted to the organisation by the then chairman of the Zakat Committee. However, he argued that the chairman of the Zakat Committee did not have the legal authority to make such an allotment. He further informed the court that the land had originally been reserved for a school, but the applicant NGO had constructed residential plots on the property. Following the government lawyer’s submissions, the court sought further clarification regarding the original purpose of the land, the authority responsible for its allotment and the legality of its current use. The court also questioned the NGO’s sources of funding. Justice Syed Hasan Azhar Rizvi asked who financed the organisation. Counsel for the NGO stated that the organisation had previously received grants from the federal government but was now managing its affairs through its own resources and income generated by the society. The court expressed dissatisfaction with the response and sought further details about the organisation’s sources of funds and whether its financial affairs were subject to a formal audit. The court emphasised the need for an audit report to examine the transparency of the NGO’s financial matters. During the proceedings, the court also expressed displeasure with the NGO’s counsel and directed that complete information regarding the organisation’s financial resources, funding and activities be provided. The Federal Constitutional Court adjourned further proceedings until the next hearing and directed the applicant NGO to submit its audit report for examination.

Karachi | ReNews Pakistan The Karachi Development Authority (KDA) has identified more than Rs8 billion worth of its land allegedly under illegal occupation in North Karachi, putting more than 350 shops, houses and other structures at risk of enforcement action. The development has emerged as a major public-land and urban governance issue, highlighting the growing challenge of protecting state-owned property from encroachment and ensuring that land in major cities is used in accordance with approved plans and legal ownership arrangements. According to the KDA, the action was launched on the special directives of Director General Asif Jan Siddiqui as part of an effort to reclaim valuable authority land and address alleged illegal occupation. An enforcement and estate team, working under the supervision of KDA Director Estate and Enforcement Syed Zain Shah, conducted surveys in several parts of North Karachi. The survey identified more than 350 shops, residential houses and other structures allegedly constructed on KDA land in and around Sectors 5/A-1, 5/A-2, 5/A-3 and 5/A-4, including the area surrounding Madeehah Stop. The authority subsequently issued notices to the occupants, giving them three days to appear before KDA officials and produce original ownership documents, allotment letters, leases and other legal records to establish their claims. KDA officials said that during the initial verification process, most occupants failed to provide acceptable original documentation demonstrating lawful ownership or authorised occupation of the properties. The authority has described the notices as a final opportunity for occupants to establish their legal claims before further action is taken. Properties for which ownership or lawful possession cannot be established could face enforcement measures, including demolition, subject to applicable legal procedures. The case has also raised broader questions about the management of public land in Pakistan's urban centres. Several of the identified shops and structures have reportedly existed or remained operational for more than two decades, prompting questions over how construction, commercial activity and expansion were allowed to continue on land now being described as illegally occupied. The issue is particularly significant for Karachi, where rapid urban expansion, rising land values and pressure on public land have made encroachment and unauthorised development persistent challenges for civic and development authorities. The identification of land valued at more than Rs8 billion also underlines the potential financial significance of recovering government-owned property. Public land in densely populated urban areas represents a major state asset that can potentially be used for planned residential, commercial, institutional and public-service development. The KDA's action could therefore have implications beyond the affected North Karachi properties, particularly if the authority expands the verification exercise to other areas under its jurisdiction. The development also highlights the importance of maintaining accurate land records, conducting regular surveys and ensuring timely enforcement against unauthorised occupation. Delayed action can make land disputes more complicated, particularly where occupants have remained in possession for extended periods and developed commercial or residential structures on the disputed land. For the real-estate sector, the case reinforces the importance of verifying title, allotment, lease and development approvals before purchasing, constructing or investing in property, particularly in areas where land ownership may be disputed. The KDA is now expected to scrutinise the documents submitted by occupants and determine which properties have valid legal status. Those unable to establish lawful ownership or occupation could face further proceedings under the relevant laws. The latest operation has consequently brought the protection and recovery of public land back into focus, with its outcome likely to be closely watched by property owners, investors, developers and other urban authorities across Pakistan.

Karachi | ReNews Pakistan Standard Chartered Bank Pakistan and Dolmen Group have partnered to provide financing options and purchase benefits to prospective buyers of Grove Residency, a residential development located near the KPT Interchange in Karachi. Under the collaboration, eligible clients may benefit from savings of at least Rs 5 million on qualifying purchases, along with access to Standard Chartered’s Saadiq Home Finance solutions. The partnership is aimed at providing greater financial flexibility to individuals seeking to purchase a residence at Grove Residency and supporting homeownership through structured financing options. Grove Residency is situated near the KPT Interchange in Karachi. The Rs5 million plus saving, however, applies only to qualifying purchases and should not be considered an unconditional discount available across all units or to every customer. Prospective homeowners are advised to confirm the full terms of the offer directly with Standard Chartered Bank Pakistan and Dolmen Group before making any financial commitments. These include financing eligibility, customer qualification criteria, eligible properties or units, purchase price, the exact form and amount of the saving, financing tenure, down payment requirements, processing charges and other applicable conditions. The collaboration also highlights a broader trend in Karachi’s property market towards integrating bank financing with residential property purchases, potentially reducing reliance on cash based transactions and supporting genuine end user housing demand. Buyers are also encouraged to obtain the complete terms of the offer in writing and conduct standard legal, title and project due diligence independently. The financing arrangement should not be treated as a substitute for verifying the legal status, ownership documentation and other relevant aspects of the property. Developer bank partnerships of this nature reflect an evolving approach to residential sales, where financing solutions and purchase incentives are increasingly being combined to make homeownership more accessible to eligible buyers.
