Quetta : ReNews Pakistan The Metropolitan Corporation Quetta has unveiled a new civic improvement plan aimed at addressing key urban challenges, including poor sanitation, inadequate waste management, illegal construction, encroachments and parking-related problems across the provincial capital. Administrator retired Major Bashir Ahmad Barech said the corporation was reorganizing its municipal operations to improve service delivery and make civic facilities more accessible to residents. The initiative is intended to strengthen the corporation’s response to day-to-day municipal issues while improving the overall cleanliness and appearance of Quetta. Under the new administrative arrangement, the city will be divided into four zones, with each zone placed under the supervision of a dedicated area supervisor. Initially, 20 sanitary workers will be deployed in each zone to undertake cleaning activities, waste collection and other sanitation-related responsibilities. The corporation administration said the zonal system would help improve monitoring and ensure that municipal staff remain focused on specific areas. The arrangement is also expected to facilitate quicker identification and resolution of sanitation problems and other civic complaints. Barech said maintaining a clean city and resolving public-facing municipal issues remained among the administration’s top priorities. He emphasized the need for an organized approach to municipal services so that residents could benefit from more efficient waste management and improved cleanliness in their neighborhoods. As part of the broader urban improvement strategy, the Metropolitan Corporation will also launch a pilot project to convert 10 major roads in Quetta into Model Roads. The selected roads are expected to receive enhanced cleaning services and improved road markings as part of efforts to create a more organized and visually improved urban environment. Public toilets will also be established at suitable locations to improve civic amenities for residents and visitors. The initiative will further include anti-encroachment operations aimed at removing illegal occupation of public spaces. Authorities are expected to take action against encroachments that obstruct roads, footpaths and other areas intended for public use. The Model Roads project is being introduced as a pilot initiative, with its implementation potentially providing a framework for extending similar improvements to other major roads and urban areas of Quetta. The corporation’s latest measures reflect an effort to improve basic municipal services while addressing some of the longstanding challenges associated with rapid urban activity, public space management and cleanliness in the city.

Quetta | ReNews Pakistan The Balochistan Communication and Works (C&W) Department has ordered officials to accelerate construction work on road projects across the province, particularly schemes being implemented under Phases I and II of the Balochistan Socio-Economic Development Programme, as the provincial government seeks to improve connectivity in remote and underdeveloped areas. The directives were issued during a high-level review meeting chaired by C&W Secretary Babar Khan, where progress on ongoing road-sector development schemes was assessed and officials were instructed to address delays and improve the pace of execution. Senior engineers, project coordinators and district-level officers from different parts of Balochistan attended the meeting and briefed the secretary on the physical progress of projects being carried out under the two phases of the socio-economic development programme. During the review, Babar Khan made it clear that completing development schemes within the current fiscal year remains one of the department’s key priorities. Where conditions permit, officials have also been encouraged to complete projects ahead of their scheduled deadlines. The secretary expressed concern over slow progress on some critical road schemes and warned that unnecessary delays would not be tolerated. Officials responsible for the affected projects were directed to accelerate construction activities, strengthen project management and ensure that implementation remains on schedule. The renewed push places particular emphasis on road infrastructure serving remote and less-developed parts of Balochistan, where limited connectivity can restrict access to major cities, markets and essential public services. According to the department, timely completion of these schemes is expected to improve links between remote communities and urban centres, making the movement of people and goods easier while strengthening access to economic and social opportunities. Improved road connectivity is particularly significant for Balochistan because of the province’s vast geographical area and widely dispersed population. Road infrastructure remains a critical link for communities located far from major urban centres, making timely execution of development projects important for reducing regional connectivity gaps. Babar Khan stressed that infrastructure development should translate into tangible benefits for communities rather than remaining limited to project approvals and construction targets. He directed officials to ensure that people in far-flung areas receive the benefits of development schemes without unnecessary delays. The department also linked improved infrastructure with broader economic development and stability in the province. Better roads can facilitate commercial activity, reduce travel difficulties and improve links between rural and urban areas, potentially supporting local businesses and economic activity along newly developed or upgraded corridors. At the same time, the C&W secretary emphasised that faster execution should not come at the expense of construction standards. The department reaffirmed its commitment to maintaining transparency, efficiency and quality throughout the implementation of road-sector projects. Officials have consequently been tasked with closely monitoring ongoing schemes and resolving administrative or execution-related obstacles that could affect completion schedules. The latest directions signal increased pressure on implementing officials to convert allocated development spending into completed infrastructure within the fiscal year, with the department focusing simultaneously on speed, construction quality and accountability. For Balochistan’s remote communities, the success of the initiative will ultimately depend on whether the accelerated execution translates into completed and functional road links that provide better access to cities, markets, services and economic opportunities.

Dera Bugti : ReNews Pakistan The Balochistan government has accelerated work on the first phase of the Sui Master Plan, a major urban development initiative aimed at upgrading basic infrastructure and expanding civic facilities in Sui, Dera Bugti district. Progress on the plan was reviewed at a high level meeting chaired by Balochistan Chief Minister Mir Sarfraz Bugti and attended by senior provincial officials, project authorities and representatives of Pakistan Petroleum Limited (PPL). Officials briefed the meeting on the status of development works included in the first phase and the arrangements being made for their implementation. The projects are intended to address longstanding infrastructure requirements in Sui while improving public amenities and the overall urban environment. Under the financing arrangement, the Balochistan government and PPL will jointly fund the first phase on a 50:50 basis. The partnership is expected to support timely execution of the projects and provide the financial resources required for a substantial improvement in the town’s civic infrastructure. The first phase covers a broad range of development works, including the construction and improvement of illuminated roads and the establishment of a modern sewerage system. These projects are expected to improve mobility, sanitation and the quality of municipal services available to residents. Major public facilities planned under the programme also include the Mir Ghulam Qadir Bugti Stadium and a dedicated ladies park, expanding recreational and community spaces in the town. Transport infrastructure is another important component of the master plan. A new bus terminal and truck stand are planned to better organise passenger and freight movement and reduce pressure on existing urban infrastructure. Chief Minister Sarfraz Bugti directed the departments and agencies concerned to maintain strict construction and engineering standards throughout the implementation of the projects. He warned that firms, contractors or individuals found responsible for substandard work would face legal action. The chief minister said providing essential civic services to the people of Sui remained a government priority and stressed that development under the master plan should contribute towards transforming the town into a modern and properly planned urban centre. He also directed officials responsible for the projects to personally supervise progress rather than relying solely on routine administrative monitoring. Authorities were instructed to ensure that construction schedules were followed and completed facilities were delivered to the public according to the required standards. The Sui Master Plan carries particular significance because the town is located in one of Pakistan’s most important natural gas-producing regions. Despite its strategic importance to the country's energy sector, the area has continued to face infrastructure and urban service challenges. The planned investments are intended to improve living conditions by expanding municipal, recreational and transport facilities. The involvement of PPL in financing the first phase also brings the energy company into a direct partnership with the provincial government for civic development in the area. The meeting was attended by Balochistan Chief Secretary Shakeel Qadir Khan, Finance Secretary Jahangir Khan, Project Director Rafiq Baloch and other senior officials. Representatives of Pakistan Petroleum Limited, along with officials from Sibi Division and Dera Bugti, participated in the proceedings through video link. The provincial government has directed the concerned authorities to maintain close oversight of the programme as work proceeds, with particular emphasis on construction quality, timely completion and ensuring that the planned infrastructure delivers tangible improvements in civic services for the residents of Sui.
