Gulshan i Iqbal Town Municipal Corporation has entered into a sister town partnership with two municipalities in Türkiye, opening a new channel for international cooperation in urban planning, municipal governance, smart city initiatives and the delivery of public services.
The agreement has been signed with the municipalities of Inebolu and Araç, both located in Türkiye’s Kastamonu province, and is intended to promote the exchange of knowledge, technical expertise and successful municipal practices among the three local governments.
Gulshan i Iqbal Town Chairman Dr. Fawad Ahmed and Dr. Kamal Aydin, adviser to Turkish President Recep Tayyip Erdogan and president of the Ibn Sina Institute Türkiye, signed the agreement at a ceremony attended by elected representatives and municipal officials.
Among those present were Karachi Metropolitan Corporation opposition leader Advocate Saifuddin and Jamaat i Islami East district chief Naeem Akhtar.
Under the sister-town arrangement, Gulshan i Iqbal, Inebolu and Araç will cooperate in areas including urban development, city planning, smart-city initiatives, modern municipal services and the use of technology in local governance.
The partnership is also expected to create opportunities for municipal officials to share experiences and study development models that have proved successful in their respective cities.
Such cooperation could be particularly relevant for Gulshan i Iqbal, one of Karachi’s major urban areas, where local authorities face challenges related to population pressure, infrastructure management, public services and the need for more efficient urban planning.
The agreement provides a framework through which Gulshan-i-Iqbal Town can examine Turkish approaches to municipal administration and explore whether relevant practices can be adapted to local conditions.
Speaking at the ceremony, Dr. Kamal Aydin said the partnership could contribute to a better future for Gulshan i Iqbal by allowing it to benefit from Türkiye’s experience in urban development and municipal services.
He highlighted the potential for cooperation and knowledge sharing between the municipalities, particularly in areas where modern technology and improved administrative practices can strengthen local service delivery.
Dr. Fawad Ahmed described the agreement as an important opportunity for Gulshan i Iqbal Town, saying Turkish municipalities had achieved considerable progress in urban development and municipal governance.
He said local governments in Pakistan could learn from Türkiye’s experience, particularly its approach to providing basic municipal services and managing urban development.
The sister-town initiative is expected to go beyond ceremonial ties by establishing a platform for practical cooperation among municipal administrations. Through the exchange of expertise and successful practices, the participating municipalities aim to identify approaches that can improve governance, planning and public services.
For Gulshan i Iqbal Town, the partnership could also provide greater exposure to international municipal practices at a time when Karachi’s local governments are seeking ways to improve infrastructure management, adopt technology and respond more effectively to the needs of rapidly growing urban communities.
The effectiveness of the initiative, however, will ultimately depend on how the agreement is translated into practical projects, technical exchanges and measurable improvements in municipal services.

Attock Cement Pakistan Limited (ACPL) has taken a significant step towards potential consolidation in Pakistan’s cement industry after its board authorised management to explore and evaluate a possible merger with Fauji Cement Company Limited (FCCL).
The decision was approved by Attock Cement’s board of directors at its meeting held on August 11, 2026, according to information disclosed to the Pakistan Stock Exchange (PSX).
Under the board’s decision, ACPL management has been tasked with examining the feasibility of the proposed merger, including its potential structure and implications, before presenting recommendations to the board for further consideration.
At this stage, the proposed transaction remains at an exploratory and evaluation phase. No final decision on the merger has been announced, while details regarding the potential transaction value, share swap arrangement, ownership structure or expected completion timeline have not yet been disclosed.
If eventually approved and implemented, the transaction could represent an important consolidation development in Pakistan’s cement sector, bringing together two established cement producers at a time when the industry continues to navigate changing construction demand, energy costs, financing conditions and competitive pressures.
Fauji Cement Company Limited is already one of the significant participants in Pakistan’s cement industry, while Attock Cement has an established presence in the sector through its manufacturing and distribution operations.
The proposed combination would therefore be closely watched by investors and industry stakeholders, particularly for its possible impact on production capacity, geographical market reach, operating efficiencies and competition within the domestic cement market.
Attock Cement is also associated with Kot Addu Power Company Limited (KAPCO), which holds approximately 46 percent of ACPL’s issued share capital, according to KAPCO’s disclosure to the PSX.
Any potential merger would be expected to proceed through the applicable corporate and regulatory processes if the companies ultimately decide to move ahead with the transaction.
Alongside the merger development, Attock Cement’s board considered the company’s dividend position for the financial year ended June 30, 2026.
The board declared no final cash dividend for the year in addition to the interim cash dividend of Rs 0.50 per share, equivalent to 5 percent, that had already been paid to shareholders.
The board also approved a proposal to relocate Attock Cement’s registered office from Karachi, Sindh, to Rawalpindi, Punjab.
The proposed relocation is not yet final and remains subject to approval by shareholders at the company’s forthcoming annual general meeting, along with completion of the necessary statutory and regulatory requirements.
Attock Cement has scheduled its annual general meeting for September 22, 2026, in Karachi.
The potential merger is likely to remain the key development for ACPL shareholders in the coming period as management undertakes its assessment and prepares recommendations for the board.
Further clarity on whether the companies will proceed towards a formal merger process, and on the potential structure and commercial terms of any transaction, is expected after completion of the feasibility and evaluation exercise.

Karachi’s long delayed K-IV water supply project requires an additional Rs 70 billion for completion, despite around Rs 86 billion having already been spent on the scheme, the federal government has informed a parliamentary committee.
The latest financial and physical progress of the project was reviewed during a meeting of the National Assembly Standing Committee on Water Resources, where officials briefed lawmakers on funding requirements, construction progress and the challenges that have contributed to repeated delays.
Federal Minister for Water Resources Moeen Wattoo informed the committee that approximately 40 percent of work on the K-IV project had been completed. He said the federal authorities were responsible for the relevant project infrastructure, while the distribution of water within Karachi falls under the jurisdiction of the Sindh government.
The committee took up the matter while discussing a calling attention notice moved by MNA Aminul Haque over delays in completing the strategically important water supply scheme.
WAPDA Chairman Lt Gen (Retd) Sajjad Ghani told the committee that funding shortages had been among the major reasons behind the project’s slow progress in previous years. He informed lawmakers that the Sindh government had now released its Rs 7.70 billion share for the project.
Despite billions of rupees already being spent, Karachi continues to face a serious shortage of piped water, forcing many residents to depend on private water tankers to meet their daily requirements.
During the meeting, MNA Syed Waseem Hussain expressed concern over the continuing water crisis in the country’s largest city. He said the private tanker system remained active because households were unable to obtain adequate water through the regular supply network.
According to Hussain, residents in some areas are paying as much as Rs 8,000 for a single water tanker, adding a significant financial burden on households already struggling with inadequate municipal water supplies.
The K-IV project is regarded as one of the most important water infrastructure schemes undertaken to address Karachi’s growing water requirements. The project is intended to augment the city’s water supply and provide additional water to a rapidly expanding population.
However, repeated funding constraints and implementation delays have pushed back its completion, while Karachi’s demand for water has continued to increase alongside population growth and urban expansion.
With only around 40 percent of the project completed and another Rs 70 billion required, its timely completion will depend on the availability of funds, continued construction progress and coordination between federal and Sindh government authorities.
Once operational, K-IV is expected to substantially improve water availability in Karachi, although an effective distribution network will remain essential to ensure that the additional supply reaches households across the city.
