The Punjab government has launched a major exercise to identify and commercialize vacant, unused and underutilized state-owned properties as part of efforts to achieve a Rs 500 billion revenue target in the next fiscal year.
The Housing, Urban Development and Public Health Engineering Department has issued a letter to 12 public institutions, directing them to submit complete details of residential and commercial properties owned by the government. The move is aimed at assessing the commercial potential of state assets and preparing a structured plan to generate revenue from them.
According to the letter, nine development authorities and three other government bodies have been asked to provide the required information. The letter has been sent to the director generals of the Rawalpindi, Lahore, Sargodha, Multan, Faisalabad, Bahawalpur, Gujranwala, Dera Ghazi Khan and Koh-e-Suleman development authorities.
The chief executive officer of the Ravi Urban Development Authority, the director general of the Punjab Housing and Planning Agency, and the chief executive officer of the Punjab Central Business District Development Authority have also been directed to submit relevant records.
The department said that vacant, unused and underutilized government properties could play an important role in helping the province meet its Rs. 500 billion revenue target for the upcoming fiscal year. Authorities have been instructed to compile comprehensive data on all state-owned residential and commercial assets that are not being fully utilized.
The institutions have also been asked to share details of properties that have already been sold, leased, auctioned, licensed or put to any other use. Officials said the exercise would help the government determine the current status of public properties and identify further opportunities for revenue generation.
In addition to property records, the agencies have been directed to identify roads, corridors and areas with strong commercial potential. They have been asked to submit recommendations on how such locations can be used more effectively to generate income for the provincial government.
The letter further directed the institutions to assess the market value of land and properties, evaluate their commercialization potential and identify practical revenue-generation opportunities. The departments have also been asked to prepare detailed action plans along with implementation timelines for achieving their respective revenue targets.
Officials believe the initiative could help Punjab make better use of public assets, reduce pressure on traditional revenue sources and promote planned commercial activity in urban and developing areas across the province.

The Lahore Development Authority (LDA ) has taken a major decision to curb property fraud and illegal transactions. From July 1, 2026, the sale and purchase of property will be made fully digital.
In all housing schemes falling within the jurisdiction of the LDA, property transactions will now be possible only through the property certificate issued by the Punjab Land Records Authority. Without this certificate, no sale or purchase will be legally recognized.
According to the notification, legal action under the LDA Act 1975 will be taken from July 1, 2026, against any transaction carried out without a property certificate.
LDA officials said citizens will be able to obtain property certificates from the Punjab Land Records Authority to legally secure their plots and properties. The certificate will also carry a QR code, allowing all details related to the property to be accessed with a single click.
Under the decision, the sale and purchase of files within LDA limits will be completely abolished. All private housing schemes will be required to transfer their records to the Punjab Land Records Authority’s Housing Societies Management System by June 30.
The LDA director general said private housing schemes will be able to issue green certificates and registrations themselves through the digital portal, while their system is being integrated in line with the powers of the sub-registrar.

The Lahore Development Authority (LDA) has accelerated measures to make the land acquisition process in LDA City easier, more transparent and more convenient for citizens. DG LDA Tahir Farooq, along with DG Punjab Land Records Authority (PLRA) Ikram ul Haq and DC Lahore Ali Ejaz, visited LDA City, where they reviewed the land acquisition process for Mouza Toor Warraich.
During the visit, DG LDA and DC Lahore inspected the one-window cell established in LDA City and met citizens present there. Both officers asked citizens about the issues they were facing in the land acquisition process and directed the relevant staff to ensure immediate guidance and assistance for them.
DG LDA Tahir Farooq said that the land acquisition procedure was being further simplified with the support of PLRA and revenue staff. He said citizens would be fully guided and assisted at every stage, from the availability of records to the payment process, so that they do not face unnecessary difficulties.
DC Lahore Ali Ejaz said that revenue and LDA staff would remain available at the one-window cell during office hours. DG PLRA Ikram ul Haq said that digital land records were being used to facilitate citizens and ensure transparency.
Later, DG LDA, DG PLRA and DC Lahore also chaired a meeting related to land acquisition. Representatives of LDA, revenue officers, the Ring Road Authority, C&W and other relevant departments attended the meeting.
The meeting reviewed in detail the measures being taken to make the required record, documentation and payment process for land acquisition digital and easier.
During the briefing, it was informed that representatives of all departments related to the required record would be available at the one-window cell, after which citizens would not have to visit different departments to obtain documents.
The Additional Deputy Commissioner Revenue and Director LAC briefed the meeting on the land acquisition process, availability of records and facilities being provided to citizens.
