Sindh Senior Minister Sharjeel Inam Memon has directed authorities to accelerate construction of Karachi's Yellow Line Bus Rapid Transit (BRT) project and continue work around the clock to ensure its timely completion.
Chairing a meeting to review progress on the project, Sharjeel said the Yellow Line was an important component of Karachi's public transport system and its early completion was essential to providing citizens with modern, safe and reliable transportation facilities.
The meeting was attended by Transport Secretary Asad Zamin, Yellow Line Project Director Kamal Dayo, Sindh Mass Transit Authority Managing Director Behzad Memon and other senior officials.
Officials briefed the minister on ongoing construction activities, progress on major project sections and the status of different construction packages.
Sharjeel directed all concerned departments and contractors to strengthen coordination and adopt a unified strategy to accelerate work and prevent unnecessary delays.
He also ordered authorities to expedite construction of the second section of the Taj Haider Bridge, stressing that the remaining work should be completed without further delay.
The senior minister instructed officials to prioritise construction of the project's bus depots and ensure regular monitoring of all major components.
He emphasised that increasing the pace of construction should not compromise quality, directing the relevant authorities to maintain construction standards throughout the project.
Sharjeel said the Sindh government was implementing several transport infrastructure projects aimed at developing a modern and integrated mass transit system in Karachi.
He noted that the Yellow Line BRT was a key part of the provincial government's broader transport development strategy, designed to address the growing mobility requirements of the city's expanding population.
The senior minister maintained that improving public transportation remained a priority for the provincial government, with the Yellow Line expected to contribute to better urban connectivity and more efficient commuting facilities once completed.
He directed the concerned officials to maintain close supervision of construction activities and ensure coordinated progress across all project sections to facilitate timely completion.

سندھ کے سینئر وزیر شرجیل انعام میمن نے کراچی کے یلو لائن بس ریپڈ ٹرانزٹ (بی آر ٹی) منصوبے پر تعمیراتی سرگرمیاں تیز کرنے اور منصوبے کی بروقت تکمیل کے لیے 24 گھنٹے کام جاری رکھنے کی ہدایت کردی ہے۔
یلو لائن بی آر ٹی منصوبے کی پیش رفت کا جائزہ لینے کے لیے منعقدہ اجلاس کی صدارت کرتے ہوئے شرجیل میمن نے کہا کہ یہ منصوبہ کراچی کے پبلک ٹرانسپورٹ نظام کا اہم حصہ ہے، جس کی جلد تکمیل شہریوں کو جدید، محفوظ اور معیاری سفری سہولتوں کی فراہمی کے لیے ضروری ہے۔
اجلاس میں سیکریٹری ٹرانسپورٹ اسد ضامن، یلو لائن کے پروجیکٹ ڈائریکٹر کمال دایو، سندھ ماس ٹرانزٹ اتھارٹی کے منیجنگ ڈائریکٹر بہزاد میمن اور دیگر متعلقہ حکام نے شرکت کی۔
متعلقہ حکام نے اجلاس کو منصوبے کے مختلف تعمیراتی پیکیجز، اہم حصوں پر جاری کام اور اب تک ہونے والی پیش رفت سے آگاہ کیا۔
شرجیل میمن نے متعلقہ محکموں اور تعمیراتی کمپنیوں کو ہدایت کی کہ وہ باہمی رابطے مضبوط بنائیں اور منصوبے کی رفتار بڑھانے کے لیے مشترکہ حکمت عملی اختیار کریں تاکہ تعمیراتی سرگرمیوں میں غیر ضروری تاخیر سے بچا جاسکے۔
انہوں نے تاج حیدر پل کے دوسرے حصے کی تعمیر فوری طور پر تیز کرنے اور باقی کام جلد مکمل کرنے کا بھی حکم دیا۔
سینئر وزیر نے یلو لائن منصوبے کے بس ڈپوز کی تعمیر کو ترجیح دینے کی ہدایت کرتے ہوئے کہا کہ تمام اہم حصوں کی پیش رفت کی مسلسل نگرانی کی جائے اور تعمیراتی سرگرمیوں کے معیار پر کوئی سمجھوتہ نہ کیا جائے۔
انہوں نے واضح کیا کہ منصوبے کی جلد تکمیل کے ساتھ تعمیراتی معیار اور پائیداری برقرار رکھنا بھی ضروری ہے۔
شرجیل انعام میمن نے کہا کہ سندھ حکومت کراچی میں جدید اور مربوط ماس ٹرانزٹ نظام کی ترقی کے لیے متعدد منصوبوں پر کام کر رہی ہے تاکہ بڑھتی ہوئی آبادی اور سفری ضروریات کو پورا کیا جاسکے۔
ان کے مطابق یلو لائن بی آر ٹی منصوبہ صوبائی حکومت کی جامع ٹرانسپورٹ حکمت عملی کا اہم حصہ ہے، جس کی تکمیل سے شہریوں کو بہتر عوامی سفری سہولتیں میسر آئیں گی

Karachi | Renews Pakistan Whether agriculture contributes enough to Pakistan's tax revenues compared with its share of the economy has long been a recurring debate in the country's economic discourse. However, agricultural experts argue that the sector's tax potential cannot be judged simply by its contribution to GDP, as farmers' actual profitability is shaped by volatile crop prices, yields, input costs, weather shocks and changing market conditions.
They cautioned that treating the value of agricultural production as equivalent to taxable income could produce unrealistic revenue expectations, particularly for Pakistan's millions of small farmers who often sell crops at prices below official or expected rates.
Mahmood Nawaz Shah, President of the Sindh Abadgar Board, said the fundamental distinction in the taxation debate was between economic output and actual farm income. He cited wheat as an example, saying farmers could incur losses even though their production continued to contribute to GDP. During the 2024-25 wheat season, he said, the government announced prices around Rs4,000 per 40 kg and later Rs3,900, while farmers in major producing areas sold wheat at substantially lower rates.
"If the farmer sells below his cost or expected price, how can that production be treated as taxable income?" he asked, arguing "GDP captures the value of production while taxation should ultimately be linked to profitability." Shah said similar questions needed to be examined for cotton, maize, rice and sugarcane, where production, yields and market prices can vary considerably from year to year.
کراچی | ری نیوز پاکستان پاکستان کی معیشت میں شعبہ زراعت کے حصے کے مقابلے میں ٹیکس آمدن میں اس کے تعاون پر عرصے سے معاشی مباحث جاری ہیں۔ تاہم، زرعی ماہرین کا کہنا ہے کہ اس شعبے کی ٹیکس صلاحیت کو صرف جی ڈی پی میں اس کے حصے سے نہیں جانچا جا سکتا، کیونکہ کسانوں کا اصل منافع فصلوں کی غیر مستحکم قیمتوں، پیداوار، لاگت کے اخراجات، موسمی صدمات اور منڈی کے بدلتے حالات پر منحصر ہوتا ہے۔انہوں نے خبردار کیا کہ زرعی پیداوار کی کل مالیت کو قابلِ ٹیکس آمدن کے برابر سمجھنے سے ٹیکس وصولی کی غیر حقیقت پسندانہ توقعات پیدا ہو سکتی ہیں، خاص طور پر پاکستان کے لاکھوں چھوٹے کسانوں کے لیے جو اکثر اپنی فصلیں سرکاری یا متوقع قیمتوں سے کم پر بیچنے پر مجبور ہوتے ہیں .سندھ آبادگار بورڈ کے صدر محمود نواز شاہ کا کہنا تھا کہ ٹیکس بحث میں بنیادی فرق معاشی پیداوار (Output) اور کسان کی اصل آمدن کے درمیان ہے۔ انہوں نے گندم کی مثال دیتے ہوئے کہا کہ 25-2924 کے سیزن کے دوران حکومت نے گندم کی سرکاری قیمت تقریباً 4,000 اور بعد میں 3,900 روپے فی 40 کلوگرام مقرر کی، لیکن اہم پیداواری علاقوں میں کسانوں کو اس سے کافی کم قیمت پر گندم فروخت کرنا پڑی انہوں نے سوال اٹھایا: "اگر کسان اپنی لاگت یا متوقع قیمت سے کم پر فصل فروخت کرتا ہے، تو اس پیداوار کو قابلِ ٹیکس آمدن کیسے قرار دیا جا سکتا ہے؟ جی ڈی پی پیداوار کی مالیت کو ظاہر کرتی ہے جبکہ ٹیکس کا تعلق منافع سے ہونا چاہیے۔" محمود نواز شاہ نے کہا کہ یہی معاملہ کپاس، مکئی، چاول اور گنے کے لیے بھی دیکھا جانا چاہیے جہاں ہر سال قیمتیں اور پیداوار بدلتی رہتی ہیں۔
انہوں نے جی ڈی پی میں زراعت کے حصے کی بنیاد پر خودکار طور پر ٹیکس کا تعین کرنے کے نظریے کو مسترد کرتے ہوئے تجاویز دیں کہ حکومت کو 5 سے 7 سال کے اوسط منافع کی بنیاد پر اس شعبے کا ٹیکس پوٹینشل طے کرنا چاہیے۔ اس کے علاوہ انہوں نے اس مفروضے کو بھی چیلنج کیا کہ زرعی افرادی قوت کا تعلق براہ راست ٹیکس کی صلاحیت سے ہے، کیونکہ زراعت میں روزگار پانے والے لاکھوں افراد میں آمدن کی تقسیم کی وجہ سے فی کس آمدن انتہائی کم ہوتی ہے۔

karachi | ReNews Pakistan Consumers Association of Pakistan (CAP) Chairman Kaukab Iqbal has expressed serious concern over the rapidly increasing number of residential and commercial real estate projects being advertised in Karachi and across the country, and called upon the government to introduce immediate and effective legislation to protect citizens' lifelong savings and take strict action against unapproved projects.
Iqbal said that a large number of real estate advertisements were currently being published and aired, promoting new projects and attracting consumers through offers of cars, prizes, discounts and other incentives. However, an ordinary citizen often has no easy way of determining which builder is legally operating, which project has been approved by the relevant authority, and whether the developer actually possesses the required land and legal permissions.
He said that construction, housing and real estate activities were essential for economic growth, but economic activity could not be allowed to take place at the expense of consumers' hard-earned savings. There have been instances where citizens paid substantial amounts for properties, only for projects to remain incomplete, possession to be delayed or their investments to become stuck for years.
The CAP chairman said the government must first establish an effective regulatory framework for all builders and developers, and no person or company should be permitted to launch, advertise, book or collect money from the public for a residential or commercial project without obtaining complete approval from the relevant authority.
He demanded that every real estate advertisement must prominently display the approval number, NOC number and date of approval issued by the competent authority. Where a project falls under the jurisdiction of the Sindh Building Control Authority, a development authority or any other competent institution, these details must be clearly mentioned in the advertisement so that consumers can verify the legal status of a project before investing their money.

کنزیومرز ایسوسی ایشن آف پاکستان (سی اے پی) کے چیئرمین کوکب اقبال نے کراچی سمیت ملک بھر میں رہائشی اور کمرشل منصوبوں کی بڑھتی ہوئی تشہیر پر شدید تشویش کا اظہار کرتے ہوئے حکومت سے مطالبہ کیا ہے کہ شہریوں کی زندگی بھر کی جمع پونجی کو محفوظ بنانے اور غیرمنظور شدہ رئیل اسٹیٹ منصوبوں کے خلاف مؤثر کارروائی کیلئے فوری اور سخت قانون سازی کی جائے۔
کوکب اقبال نے کہا کہ اس وقت مختلف ذرائع ابلاغ میں بڑی تعداد میں نئے رہائشی اور کمرشل منصوبوں کے اشتہارات شائع اور نشر کیے جارہے ہیں، جن میں شہریوں کو سرمایہ کاری کی جانب راغب کرنے کیلئے گاڑیوں، قیمتی انعامات، خصوصی رعایتوں اور دیگر پُرکشش مراعات کی پیشکش کی جاتی ہے۔ تاہم عام شہری کیلئے یہ معلوم کرنا انتہائی مشکل ہوتا ہے کہ کون سا بلڈر قانونی طور پر کام کررہا ہے، کس منصوبے کو متعلقہ اداروں سے منظوری حاصل ہے اور آیا منصوبہ شروع کرنے والے ڈویلپر کے پاس مطلوبہ اراضی اور قانونی اجازت نامے موجود بھی ہیں یا نہیں۔
چیئرمین کنزیومرز ایسوسی ایشن پاکستان نے کہا کہ تعمیرات، ہاؤسنگ اور رئیل اسٹیٹ کا شعبہ ملکی معیشت کی ترقی میں اہم کردار ادا کرتا ہے، تاہم معاشی سرگرمیوں کے نام پر شہریوں کی محنت سے کمائی گئی رقم اور زندگی بھر کی جمع پونجی کو خطرے میں ڈالنے کی اجازت نہیں دی جاسکتی۔
انہوں نے کہا کہ ماضی میں ایسے واقعات سامنے آچکے ہیں جن میں شہریوں نے رہائشی یا کمرشل املاک کے حصول کیلئے بھاری رقوم ادا کیں، لیکن متعلقہ منصوبے نامکمل رہ گئے، قبضے کی فراہمی میں غیرمعمولی تاخیر ہوئی یا سرمایہ کاروں کی رقوم برسوں تک پھنسی رہیں، جس کے باعث متاثرہ خاندانوں کو شدید مالی مشکلات کا سامنا کرنا پڑا۔
کوکب اقبال نے مطالبہ کیا کہ حکومت سب سے پہلے بلڈرز اور ڈویلپرز کیلئے ایک جامع، شفاف اور مؤثر ریگولیٹری نظام قائم کرے، جس کے تحت کسی بھی فرد یا کمپنی کو متعلقہ ادارے سے تمام قانونی منظوریوں کے حصول کے بغیر رہائشی یا تجارتی منصوبہ شروع کرنے، اس کی تشہیر کرنے، بکنگ کھولنے یا عوام سے رقوم وصول کرنے کی اجازت نہ دی جائے۔
انہوں نے زور دیا کہ رئیل اسٹیٹ کے ہر اشتہار میں متعلقہ منصوبے کا منظوری نمبر، این او سی نمبر اور منظوری کی تاریخ نمایاں طور پر درج کرنا لازمی قرار دیا جائے تاکہ سرمایہ کاری سے قبل شہری منصوبے کی قانونی حیثیت کی تصدیق کرسکیں۔
چیئرمین سی اے پی کے مطابق جو منصوبے سندھ بلڈنگ کنٹرول اتھارٹی (ایس بی سی اے)، کسی ترقیاتی ادارے یا دیگر مجاز سرکاری ادارے کے دائرہ اختیار میں آتے ہیں، ان کے اشتہارات میں متعلقہ ادارے کی جانب سے جاری کردہ منظوری اور این او سی کی مکمل تفصیلات واضح طور پر فراہم کی جائیں۔
انہوں نے کہا کہ اس اقدام سے نہ صرف رئیل اسٹیٹ کے شعبے میں شفافیت کو فروغ ملے گا بلکہ شہریوں کو غیرمنظور شدہ منصوبوں میں سرمایہ کاری سے قبل ضروری معلومات حاصل کرنے اور ممکنہ مالی نقصان سے بچنے میں بھی مدد ملے گی.
