The Karachi Metropolitan Corporation (KMC) has launched major restoration and beautification work at the historic Soldier Bazaar as part of efforts to revive one of the city’s prominent traditional commercial areas and improve conditions for residents, traders and visitors.
Karachi Mayor Barrister Murtaza Wahab inspected the ongoing restoration work at Soldier Bazaar and said the initiative was aimed at restoring the original character of the historic marketplace, which has suffered from years of encroachments, deterioration and inadequate maintenance.
During his visit, the mayor reviewed progress on the rehabilitation work and said the condition of Soldier Bazaar had deteriorated significantly over time due to prolonged neglect and illegal encroachments.
He said the situation was now gradually improving following the launch of restoration and beautification measures by the metropolitan corporation.
According to the mayor, the project is intended not only to improve the physical appearance of the market but also to create a cleaner, more organised and accessible environment for local residents, shopkeepers and people visiting the area.
Soldier Bazaar is among Karachi’s longstanding commercial localities and has historically served as an important marketplace for surrounding residential communities. However, increasing congestion, encroachments and deterioration of public infrastructure have affected the area over the years.
Wahab said the Karachi Metropolitan Corporation would continue working to improve urban areas across the city while simultaneously focusing on the preservation and rehabilitation of historically important locations.
He said providing basic civic facilities, improving public spaces and restoring Karachi’s historic identity remained important components of the municipal administration’s broader development agenda.
The mayor stressed that rehabilitation of older commercial districts could improve both the appearance and functionality of neighbourhoods while providing better conditions for businesses and residents.
He said KMC intended to continue similar improvement initiatives in different parts of Karachi, particularly in areas where deteriorating infrastructure and long-standing civic problems had affected daily life.
Alongside the Soldier Bazaar restoration project, KMC is also carrying out road rehabilitation, repair and reconstruction work in several parts of the metropolis.
Wahab said improving Karachi’s road network was necessary to facilitate smoother traffic movement and make daily commuting easier for residents.
Road rehabilitation work is currently underway around the National Stadium and National Coaching Centre, while repair and reconstruction activities are also being carried out in parts of Orangi Town.
The projects form part of broader infrastructure improvement efforts aimed at addressing damaged roads, easing mobility problems and improving connectivity across different areas of the city.
The mayor said the metropolitan corporation would continue focusing on development and rehabilitation schemes designed to improve Karachi’s urban environment and upgrade civic infrastructure.
The ongoing Soldier Bazaar project represents part of that wider strategy, combining restoration of a historically significant commercial district with improvements intended to make the area more functional, attractive and accessible for the public.

The Sindh government has launched a pilot digital and blockchain based property transfer system aimed at making land title transactions more transparent, secure and efficient while reducing fraud, disputes and delays associated with traditional manual records.

The provincial cabinet approved the Digitalisation and e Transfer of Title System on September 17, 2026, at a meeting chaired by Chief Minister Syed Murad Ali Shah. The pilot is being introduced in three areas where manual land records have already been fully digitised: Matiari and Palijani in Matiari district, and Deh Bagerji in Sukkur district.

The system has been developed by Sukkur IBA University in collaboration with the Board of Revenue Sindh. It is designed to replace the conventional sequence of property registration followed by mutation with a single integrated electronic process.

The platform is connected with NADRA, the Federal Board of Revenue and Sindh’s e-Stamping system, allowing identity, taxation and property related verification to be carried out through a connected digital framework. Authorities expect this integration to improve both processing speed and the reliability of ownership verification.

A key feature of the new system is the introduction of a Property Card for each property. The card is intended to provide a clear and verifiable record of ownership and help reduce disputes arising from incomplete, inconsistent or manipulated manual records.

Sindh’s Board of Revenue already maintains digitised property or ruled cards for surveyed properties in a number of cities, with each card recording ownership and subsequent transactions relating to an individual property. The new initiative seeks to build on that approach through a broader blockchain-backed title transfer system.

Under the pilot, landowners will be able to access their land records through a secure online portal and carry out transactions including sales, purchases, gifts and other lawful transfers electronically.

The process, however, will not be entirely remote. A single physical visit will still be required for biometric verification, after which the transaction can be completed through the digital system. People’s Service Centres operating across Sindh will assist landowners with access, biometric verification and other required procedures.

The Sindh cabinet has also approved legal instruments to support implementation of the pilot, including measures linked to the Transfer of Property Act 1882, the Sindh Registration Act 1908 and the Sindh e Conveyance Rules 2026.

The broader objective is to create a land record system in which verified records are stored in a secure digital environment and property transfers can be processed through a simpler, more transparent and less paper-dependent mechanism.

Chief Minister Murad Ali Shah has previously said the reform is intended to replace the province’s lengthy property transfer process with a streamlined digital framework supported by biometric authentication and blockchain-based record security.

The launch of the pilot does not, however, automatically validate the legal status of every property or private housing project. Buyers and investors will still need to verify ownership, relevant approvals, land-use status and other legal requirements before completing a transaction.

If the pilot proves successful, the system could be expanded to other parts of Sindh, potentially creating a wider digital framework for property registration, title transfer and ownership verification across the province.

The Sindh government has launched the Rs 87 billion Sindh Coastal Resilience Project to strengthen climate resilience in the coastal districts of Thatta, Sujawal and Badin through major investments in drainage, irrigation, flood protection, freshwater management and environmental restoration.

The project, formally launched on October 2, 2026, is estimated to cost around Rs 87 billion, equivalent to approximately $311 million, and is expected to benefit nearly one million people living in around 500 villages across the three districts.

A major component of the project will focus on upgrading water management infrastructure, including the rehabilitation and improvement of eight major drainage systems.

These include Nagan Dhoro, Ghora Bari, Gharo, Pir Patho-Buhara, Jati and Malkani drains, along with other key drainage channels in the coastal belt.

The project also includes strengthening flood protection structures, improving irrigation channels, expanding freshwater storage capacity, promoting groundwater recharge and introducing community based water management systems.

Officials said the environmental restoration component will include plantation of mangroves over more than 15,000 hectares and inland plantation across over 6,000 hectares.

Wetland restoration is also part of the plan, with rehabilitation of Pinnah Lake identified as one of the major environmental interventions.

A Forest Mangrove Resource Centre is also planned to support scientific management, monitoring and conservation of coastal ecosystems.

The project has a significant livelihood and community development component, with measures aimed at promoting climate smart agriculture, fisheries, value-chain development and financial inclusion.

Around 43,000 young people are expected to receive market-oriented skills training, while approximately 30,000 vulnerable households will be supported through economic graduation programmes aimed at creating sustainable sources of income.

The livelihood and community development component alone has an estimated cost of Rs 30.45 billion.

The Sindh Coastal Resilience Project is being implemented in collaboration with international development partners, including the International Fund for Agricultural Development, Asian Development Bank and Green Climate Fund.

Officials estimate that the project’s infrastructure and water management interventions will improve climate resilience across approximately 157,130 hectares of agricultural land.

The measures are also projected to help prevent nearly Rs 8.95 billion in annual losses caused by flooding in the coastal districts.
